Application to install a handicap accessible ramp on south side of house. Building Inspector Review: Proposal complies with zoning requirements. Board Review Based Upon: 1. The application. 2. Building inspector review 3. Jennifer Patton - Executive Director Hopper House and David Sirois, Contractor 4. ARB members’ knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings: 1. Having no comment by the public, the public hearing is closed on a motion by member Robertson, seconded by member Watanabe, approved by a vote of 5-0. 2. Motion by member Robertson to approve the application as presented with the recommendation to consider a darker color for the new handrails to differentiate from the original wooden rail. Applicant will submit color samples via email. Seconded by member Rothschild. Approved by a vote of 5-0. Member Buckley alternate for member Holley. Member Holley arrived at 7:30pm and replaced alternate member Buckley. 2: 160 North Midland Avenue, Nyack Hospital. Application to construct a parking garage in south-east corner of property with footbridge connecting garage to second floor of main hospital building. Proposal complies with zoning requirements with the possible exception to the following requirements found in VON §360-3.2B(6)(a)&(b) as they may apply to the north and west elevation: “Parking-structured. Parking structures shall meet the following standards: (a) Indoor parking facilities shall generally be integrated within the principal building or constructed as a separate structure behind the principal building. (b) Facade openings shall be screened so that light and vehicles are not visible from public streets. Openings facing a public street shall not expose vehicle ramps, and the floors fronting on street-facing facades must be level.” Regular Meeting February 19, 2020 Architectural Review Board Village Hall Board Review Based Upon: 1. The application. 2. Building inspector review (see above) 3. Testimony of applicant’s representative Mike Pomarico, architect 4. ARB members’ knowledge of the site 5. Site visits by members 6. Testimony from the public: 1) Joe Carlin: finds the parking garage out of place, too big and overwhelming the neighborhood. He is questioning whether the garage could be built underground and is concerned about “strobing effect” of cars’ headlights. 2) Lisalot Flemming: Wants to know if headlights will shine into second floor bedrooms of neighboring houses and questions why the building is not “green”. 3) Nina Petricone: The building does not fit in with character or materials of neighborhood. 4) Janine Patterson: Design doesn’t fit with village. Materials used need to be able to last a long time, beyond 20-year warranty of aluminum tiles. 5) Mr Burg: concerned about car alarms going off in the garage. 6) Tina Guarasci: Doesn’t fit into neighborhood. 7) Florette Cooper: Cancer center is good architecture. Garage is suburban design, not for Nyack. Doesn’t integrate with hospital. 8) Mark Deary,: questions parking garage in first place. Wants a design that fits in more with neighborhood and hospital. 9) Mr. Grant: Louvers should be different material. Board findings: 1. After testimony from members of the public the public hearing is closed on a motion by member Robertson, seconded by member Holley, approved by a vote of 5-0. 2. Board members find the proposed design for a parking garage too dissimilar to the neighborhood and the hospital in scale, material and color. 3. No rendering were submitted to the board showing the proposed new Main Entry. The architect presented a rendering at the meeting. The new Main Entry seems to harmonize with materials and colors that are in place. However a rendering will be submitted to the board. Conclusion: The architect agrees to take the public’s comments into consideration and to change the proposed design of the parking garage. He will offer a different selection of materials and colors that match more closely that of the hospital and will fit in better with the neighborhood.This includes concrete with exposed aggregate, russet or brick colored concrete, possibly different material for the vanes, screening on the two side of the garage that face the hospital as they are fully visible from the street, possibly using glass here. The architect will submit a detailed view of the proposed main entrance that is part of the application but was not part of the submitted drawings, as well as a rendering with higher detail of the vanes.
