Creative Arts Workshop. Application for signage. Application presented by: Joseph Garreffa Board discussion: Discussed proposed 2 signs as applied for. Noted existing sign on west side of building belongs to adjacent building. Board agrees look of the sign is OK as proposed. Explained to Mr Garreffa that his application violates village code for 2 reasons: (1. Exceeds square footage limit ((15 sq ft per side, 2 sides allowed)) and 2. One perpendicular sign per building is allowed), and that variances would need to be granted for both violations, which would have to be presented / decided on by the Zoning Board (ZBA). We further explained to Mr Garreffa that if he were to reduce the application to 1 sign and reduce the size to allowable limit, it would be acceptable with the ARB and he could forgo the ZBA step. Application presented by: Scott O’Neill {board member recused for meeting} Board discussion: Reviewed application details: Existing area to be demolished and replaced with slightly larger addition on east side of house, not visible from street. New construction to have matching vinyl siding. Deck will be made with composite decking and railing. Public Comment: None Opened on motion by member Healey, 2nd member Robertson. Application presented by: Jon Fox Board discussion: Application details explained and discussed: They are replacing 41 windows in the house that are in poor condition and not thermally efficient. Mr Fox reviewed the various style options they are considering. Existing windows vary somewhat in style. New windows will be double hung, preferably with a 2, 4 or 6 pane look top and 1 pane bottom. Consensus of board is that all of the windows should be replaced with a coordinated theme, keeping similar pane numbers on similar size windows. (ie. The larger windows on the 1st floor may be 6 pane over 1, while the smaller windows on the 3rd floor might be 4 pane over 1.) Additionally the transoms over the first floor windows and doors are to be replaced and should keep in line with the theme of the other windows. Public Comment: Opened on motion by member Healey, 2nd member Lanzetta. Owner of house, Robin Scheuer, had comments to the board: She voiced her support on replacing the windows that are in poor condition, and agreed with keeping the new window style consistent and appropriate throughout the house. She also asked how long the re-approval process might take, if updates are sent to the building department via email. She was advised by the chair, member Healey, that turnaround / responses should happen within a day or two. Closed on motion by member Healey, 2nd member Steinhorst. Approved by vote 4-0 Conclusion: Approval is pending for this application. The applicant needs to resubmit the application with the proposed window style / pane layout for all windows visible from the street (North, South & East.) Requested redesign documents shall be provided to the building dept. and emailed to ARB members, for consideration and final ruling of ARB members before next month’s meeting. Application presented by: Dimitri Cgatzipetros Board discussion: Reviewed application details: Plan as presented is to replace 2 front doors with 2 new fiberglass doors that will be the same. Application requests picture windows in front on second floor section over entryway and double hung windows on both sides. Approved by vote 4-0 Conclusion: Application is conditionally approved as long as the windows are changed to double hung instead of as presented with picture windows. Motion by member Healey, 2nd by member Lanzetta. Approved by 4-0 vote. 6. 36 South Broadway. Snyder and Snyder for Dish Wireless. Application for installation of new telecommunication facility. Application presented by: David Kenny, Attorney Board discussion: Reviewed application details: Applicant is proposing addition of wireless antenna structures to be placed in several places along rooftop, including on top of ‘chimney’ structure at the top of the building. This new structure on top of the chimney would be visible from numerous locations around the village. Applicant provided rendering of building with antenna from a few vantage points. Consensus of the board members is that the antenna structure is quite mechanical in its appearance and would create a significant visual impact throughout the community. It is agreed by all board members that the antenna should be placed behind a camouflage of some kind, as per the requirements in the village code. The applicant was also asked to look into ‘alternative’ antenna types. In addition, Mr Kenny was asked why this building was chosen, as it is in a prominent location in the village, and if other tall buildings where the antenna would not be so obvious could be considered; Mr Kenny said he/they would look into it. Note: remaining antenna structures that are not on the top chimney structure, located on northeast corner of building should remain colored brown to match the building as presented. Public Comment: None Opened on motion by member Healey, 2nd member Steinhorst. Public comment period remains open. Conclusion: Application is not accepted as presented. Application needs to be resubmitted with camouflage surrounding the antenna and/or alternative antenna types. The applicant should provide renderings with the revised plan from multiple vantage points around the village. A view from the village parking lot between Franklin and Cedar streets should be included. Adjournment 8:35pm
