1. 11 Central Avenue North. Martino/Reinhagen. Amendment to previously approved application.
Application presented by: Joe Martino
Board discussion:
Amending application to place window on west side gable end of building. Original plan was to use
window on east side, but it does not fit, so window on east will remain same. New west window is
casement type with simulated divided lites.
Public Comment:
None
Conclusion:
Application approved as submitted.
Motion by member Healey, 2nd by member Steinhorst. Approved by 5-0 vote.
2. 265 North Highland Avenue. BrightPath. Application for signage.

Board discussion:
Application is for new signage to replace existing. ARB board approval is required due to addition of
logo on sign over entryway. Also updating panel on monument sign as well. Window decal signage has
been removed from application. Logo is 48” X 50”. New entry sign including logo will be centered over
entryway.

Conclusion:
Application accepted as presented disregarding window and door graphics on pages 5 & 6 of application
as that portion has been eliminated.

3. 69 South Broadway. Gentleman’s Barbershop. Application for signage.

Board discussion:
Application for storefront signage is changing from previous proposal. Signs were previously approved;
However, the awnings and the awning sign were built and installed larger than approved. Revised
awnings have changed in size and shape and are now triangular, with a size of 28” tall, 5’6” wide and 24”
deep. Awning material is black fabric. Only 2 awnings will now have graphics, with the store name only.
Awning on north side (Hudson Ave side) and northernmost awning on West (Broadway) side will have
graphics. Applicant also requested a ‘barber pole’ which is internally illuminated and rotates. The
regulations regarding this type of signage are vague. The allowance and use of this sign was discussed
by the board and it was decided to allow the sign, providing it only be on during business hours. In
addition, the applicant is seeking approval for window decals. As presented the decals are in the north
facing as well as the southernmost west facing windows. There was dissention among the board, with
some members expressing concerns that the window signs are too much and are not necessary.
Public Comment:

Conclusion:
Application approved as submitted with stipulation that the barber pole sign is only allowed to be on
(rotating and/or illuminated) during business hours

4. 77 North Highland Avenue. Mostafa Azatullah. Application to renovate exterior stucco.

Board discussion:
Application is for renovation of exterior of building. This includes revising roof line on south side and
apparently redoing stucco on south, west and north sides of building. The applicant also proposes
addition of wood valance above windows on portions of exterior. There is also lighting indicated in the
renderings, but with no specs or specifics. The images / renderings provided were distorted and

inaccurate, with no elevations / drawing / sketched provided. Given the lack of clarity, limited
information and absence of specifications / drawings / etc, the board requested more information
before it could make a ruling.
Public Comment:
None
Conclusion:
Application not approved. The applicant is instructed to provide more details including more accurate
renderings, sketches and/or drawings that show the proposed changes in detail with dimensions and
material descriptions. The applicant should also provide material samples, lighting specifications, etc.,
wherever possible.
Note: The public hearing portion of this application will remain open until a later date when this
applicant shall reappear before this board. Reposting of the notice for that meeting is not required.
5. 251 North Broadway. Marcus Davidson. Application for exterior alterations.

Board discussion:
Application is for partial retro-active approval of alterations which have already been completed, as well
as approval of in process work pending construction. Project was previously approved, however,
multiple approved elements were changed during construction without notification nor approval to the
changes.
On east side, windows were changed and entryway relocated on first floor level; the windows were
changed from a picture and single 8 over 1 with entry to the south, to entry in the center with new
windows on north and south now 9 over 1 double hung. Windows on 2nd floor changed from 10 lite
casement to 9 over 1 double hung. The new windows match most of windows throughout rest of
house.
Also, work already performed was addition of hardie plank siding instead of stucco throughout building.
Proposed work still pending for construction includes replacement of porch support columns on west
(front) porch. Columns to be replaced with fiberglass due to dilapidated condition of existing. Will
retain copper roof and dormer details.
On rear (east side) of house, some aluminum gutters were used instead of yankee gutters due to space
issues. Copper downspouts used throughout.
Also discussed was the vent on façade of the south facing bay; it was deemed acceptable.
Outbuilding to the east of main building is being transformed to pool house. Proposal seeking approval
to use black framed window and sliding doors. Also proposed is new black asphalt shingle roof.
Outbuilding will remain stucco.

Public Comment:
Denise Leslie (sp?)
Member of public announced herself as neighbor, and clarified the changes at the rear of the building in
this application are visible from her house.
She asked a question about drainage for the building. She was told that this project does not
affect/change the drainage at the site.
Conclusion:
Application approved as submitted.
Motion by member Healey, 2nd by member O’Neill. Approved by 5-0 vote.
6. 292 Main Street. 292 Main LLC. Continuation of application to add six residential units to pre-
existing building.
Application presented by: Joseph Levy
Board discussion:
Application has been amended to a combination of retail space and apartments, with 6 one bedroom
apartments. Now, the only changes to building exterior are the windows. Retail space windows and
entryways on Main St will remain the same. For the rest of the building, the type of window was
discussed at length with the applicant’s preference being sliders. However, some location only have a
single window, necessitating casement. In the end, the board and applicant agreed they can be a
combination of casement and sliders, as long as they are all updated and look the same.

Conclusion:
Application approved as submitted with stipulation that all designated windows are replaced and look
similar.
Motion by member Steinhorst, 2nd by member O’Neill. Approved by 5-0 vote.
