COVID-19 PANDEMIC STATUS~ IN PERSON. Meeting opened by the Acting Chair at 7:00pm.
Conflict Check: The Chair polled the members of the Board regarding the issue of possible conflicts of
interest regarding any of the applications. Sam Hart stated that he would be recusing himself from the
44 Summit Street application.
1. 14 Depew Avenue. Robert Silarski. Continuation of Site Plan application to restore and
expand existing single-family home damaged by fire and erect new two-car garage, after
receiving comments from Rockland County Planning.
There was no one in attendance to represent this application. Bob Galvin explains to the
Board that Bob Silarski addressed all points that the County made in his narrative. Manny
Carmona, Building Inspector, states that County made changes to the requirements in the
Bulk Table that are incorrect. After much discussion, the Board decided that they are not
comfortable making a decision on this and are leaving application open until the next
meeting which will be held on Monday, September 9th at 7:00pm in Village Hall.
Village Planner
The Planning Board received GML comments from Rockland County Planning Department
after the Planning Board June meeting. These comments made it necessary to prepare a
Draft Resolution addressing the County’s recommendations. The Applicant’s architect, Bob
Silarski, provided a Narrative dated May 15, 2024 and revised June 15, 2024 addressing the
County’s comments.

Draft resolution was reviewed by counsel and finalized for the Planning Board’s review and
approval at its July meeting.
2. 15 N Franklin Street. Kier Levesque. Site Plan application to enclose an 80 sq ft porch.
Kier Levesque is representing Mr. Hudson. This is a Site Plan application to enclose the front
porch. It previously received ARB approval and ZBA approval.
Peter Voletsky polls the Board for any comments/concerns. Hearing none, he asks for any
comments/concerns from the public. Also none.
Bob Galvin states that this is a Type II action based on SEQRA. No SEQRA review required and
is consistent with LWRP policies. Plans dated 3/19/24.
Peter Voletsky makes motion to close public hearing and is seconded by Jennifer Knarich.
Jennifer Knarich makes motion to approve application as presented with plans dated 3/19/24.
This is seconded by Catherine Friesen. Vote passed 4-0.
Village Planner
This application is for site plan approval to enclose the existing south porch of the first
floor and for the interior renovation of an existing 2 family non-conforming use dwelling in the
DMU-1 zoning district. There will be no change in the footprint of the building only the enclosing
of the existing south side porch. This application has been reviewed by the Village ARB (April 17,
2024) and Zoning Board and has been approved.
Based on ARB comments, the enclosure of the porch was not considered out of character with
the neighborhood. Most of the porch proposed to be enclosed is adjacent to the parking area for
the adjacent building, hence the porch is never used for its intended purpose as an outside sitting
area.
SEQRA Determination - The proposed action is a Type II action based on §617.5(c)(11 NYCRR)
(11) “construction or expansion of a single-family, a two-family or a three-family residence on an
approved lot” and, therefore, no further SEQRA review is necessary.
LWRP – based on the Village Code, as a Type II action, this is consistent with LWRP policies.
Recommendation – There does not appear to be any issues relative to site plan approval by the
Planning Board.

3. 1 Laveta Place. Seth Glasser. Site Plan application for the renovation of existing sunroom
and addition of new deck and stairs at rear of the home.
Seth Glasser, Contractor and Meg Fowler, Architect are representing this application. The
sun porch is existing – unconditioned space. They would like to replace the windows and
make it conditioned space and adding side deck of 182 sq ft. Seth Glasser states that
everything will match the existing house. They received ARB approval on 5/15/24.
Catherine Friesen questions if it’s a single story. Yes – it’s about 5 steps off the ground. She
also questions whether the distance is far enough from the pizza oven. It was confirmed
that it was far enough from the pizza oven.
Peter Voletsky asks the Board if they have any comments/concerns. None heard. He then
opens to public comment. Hearing none, he closes public comment.
Catherine Friesen makes motion to approve plans dated 11/20/23 and revised AO.02 dated
5/21/24. Jennifer Knarich seconds this motion. Vote passed 4-0.
Village Planner
Site plan for sunroom renovation. Project is seeking to change the use of the existing sunroom
into a living space, add a new 12-6" x 14'-6" uncovered wood deck and add a new outdoor
kitchen {sink and pizza oven). Property is 17,675 sf in the SFR-1 zone. The property is 500’ from
the intersection of Leveta Place and North Broadway. Received ARB approval on May 15, 2024.
SEQRA Determination - The proposed action is a Type II action based on §617.5(c)(12
“construction, expansion or placement of minor accessory/appurtenant residential structures,
including garages, carports, patios, decks, swimming pools, tennis courts, satellite dishes,
fences, barns, storage sheds or other buildings not changing land use or density;” and,
therefore, no further SEQRA review is necessary. LWRP – based on the Village Code, as a Type
II action, this is consistent with LWRP policies.
Recommendation – There does not appear to be any issues relative to site plan approval by
the Planning Board.
4. 44 Summit Street. MVP Style and Design Renovations. Site Plan application to build a rear
deck.
Guy Plassart of MVP Style and Design is contractor representing this application. We are
looking to install new deck on rear of 44 Summit Street – 14x24 pressure treated wood. All
anchors and posts are 44” down. Received ARB approval on 5/15/24.

Catherine Friesen questions if the deck is off the first floor of the house. Answer is yes.
This is a Type II action based on SEQRA. No SEQRA review required and is consistent with
LWRP policies.
Peter Voletsky asks for comments/concerns from the Board. None. He then asks the same
from the public. None. Peter Voletsky makes motion to close public hearing. Seconded by
Catherine Friesen.
Jennifer Knarich makes motion to approve the Site Plan application for a rear deck at 44
Summit St. This is seconded by Catherine Friesen. Vote passed 3-0.
Village Planner
Site Plan for construction of a construct a new 24' X 14' uncovered wood deck in rear of house.
This is a single-family residence in the TFR zone. Property is 7,466-sf. There are no variances
needed for this project. The Applicant received ARB approval on May 15, 2024.

5. 11 Central Avenue North. Joe Martino. Site Plan application for the construction of a
dormered porch.
Veronica Reinhagen and Joe Martino are the owners presenting this application. They
state they have received ARB approval to replace windows and built a portico in front of
house.
Peter Voletsky questions second structure on the property. It is a studio.
No comments from public. Peter Voletsky makes motion to close public hearing. This is
seconded by Samuel Hart. Vote passes 4-0.

Village Planner
The proposed dormer addition will be on the second floor with one story portico added on the
first floor. The property is 19,459-sf and is in the SF-1 zone. There are no variances required
for this application. The applicant received ARB approval on June 12, 2024.

6. Main Street. DR Pilla. Application for exterior alterations to storefront.
Sara Wilde of DR Pilla is representing this application. Application received ARB approval
on 5/15/24 to modify existing storefront. Remove recessed entryway and awnings.
Peter Voletsky feels this will improve the character of the building. No other Board
comments. No public comment.
Jennifer Knarich makes motion to approve plans dated 1/22/24 with no revisions. Catherine
Friesen seconds this motion. Vote passed 4-0.
Village Planner
Renovation of existing space to allow for future commercial build out. Storefront
modifications and replacement of existing columns and footings in basement. There is no
change to use or occupancy.
The applicant received ARB approval on May 15, 2024.
SEQRA Determination - The proposed action is a Type II action based on §617.5(c)(96 NYCRR)
“construction of a primary or expansion of a primary or accessory/appurtenant, non-
residential structure or facility involving less than 4,000 square feet of gross floor area and
not involving a change in zoning or a use and consistent with local land use controls.”
LWRP – based on the Village Code, as a Type II action, this is consistent with LWRP policies.
– There does not appear to be any issues relative to site plan approval by the Planning Board.
Recommendation – There does not appear to be any issues relative to site plan approval by
the Planning Board.
