WHEREAS, the Audited Voucher Summary was presented to the Nyack Village Board of Trustees at its regularly scheduled meeting of January 6, 2025. WHEREAS, the Mayor has the authority to make certain appointments of Village staff and members of the Village’s various boards. WHEREAS, the Village Board of Trustees has determined that NYS Village Law §4- 412(3)(2) requires the designation of banks or trust companies for the deposit of all Village monies. RESOLVED, effective January 1, 2025, that the Village Board of Trustees designates the following institutions as depositories of all moneys received by the Village Treasurer, Village Clerk, and Receiver of Taxes: Chase Wells Fargo Key Bank M & T Bank Sterling Bank MBIA Municipal Investors Service Corp. RESOLVED, effective January 1, 2025, that Nyack Village Board of Trustees designates the Journal News (Rockland Edition) as the Village’s official newspaper. Yes RESOLUTION NO. 2025-5 – ADOPTING THE VILLAGE PROCUREMENT POLICY The following resolution was offered by Trustee Riobe-Taylor, seconded by Trustee Jean-Gilles. RESOLVED, that the Nyack Village Board of Trustees adopts the attached Village Procurement Policy, updated to reflect new purchasing thresholds and sustainability factors. Yes PUBLIC COMMENT Regina Hill – Residents of Rockland Gardens Apts. are concerned with all the construction going on and locations of cameras that are being placed around the building. CO detectors are not functioning. No idea who the owners are – no one to complain to, not responsive. Mayor Rand – We’ll reach out to get the information. Village Administrator – We’ll get back to you with contact information. Page 4 of 6 Myria Jean-Gilles – 1) Rockland Garden Apts. is not sending rent bills directly to the tenant. Going to Super and he is not giving to the tenant on time. Assessing late fees. Mayor Rand – We will get back to you with the contact information. 2) Code violation for hedges – Why is there a violation issued for the height of hedges that are not located on a corner? Not blocking anyone’s view. Mayor Rand – We will look into the matter. Taylor Mandelbaum – In support of Bill’s event on January 20 and others leading the charge. DEPARTMENT REPORTS (based on availability) Orangetown Police Department – Trustee Carlin – No foot patrol the past several weeks. Trustee Jean-Gilles – Plaza residents would like a meet and greet to get to know the officers patrolling their neighborhood. Residents did want to acknowledge that Officer Taylor does take the time every time she is patrolling, to go and introduce herself, check on everyone and say hello. Trustee Lightfoot Cooper – I’ve heard many wonderful things about Officer Taylor as well. Mayor Rand – Move a few upcoming meetings to locations around town with workshops. A meeting at the Plaza would be a good opportunity to have the police attend. Village Attorney – Mayor Rand – Congratulations on the birth of your grandchild! Village Administrator – Thank you to the Board for reappointment of Village Administrator. It’s wonderful to work for the village. We’ve had a really good year. Excited about things to come.; Need for capital equipment – Truck #27 is down and being assessed. Need for a new garbage truck in the coming year. OLD BUSINESS Public Safety Officer Approved in budget, approved by county, no qualified applicants. Administrator Stewart – Concern is that we have a candidate that has experience deescalating a situation in public space. Think it’s important to have a private contract with trained people. Mayor Rand – If using private company, would we be able to maintain consistency with the people that are doing it? Administrator Stewart – The purpose would be to have the consistency so the residents can get to know this person. Scalable if we have an event and might need extra people. Mayor Rand – Let’s try and get more applicants before we seek outside service. Put in our newsletter. Seek a potential newsletter that could reach law enforcement. NEW BUSINESS Trustee Riobe-Taylor – Shocked at the encampment at Memorial Park Administrator Stewart – DPW posted notices on the piles of stuff stating that they have five days to remove or we would dispose of. People need to be told park is not a place to keep your stuff. Trustee Carlin – As long as we remove the stuff to storage so they know where it is. Page 5 of 6  Administrator Stewart – Can’t take responsibility for their belongings. Mayor Rand – Can we let some of the services know that we’ve given this notice. They may want to try and help to relocate. Don’t make five days a hard deadline. OPD needs to be responsive to the code . Mayor Rand – Thank you to Manny and the new code enforcement officers. You have the support of the Board. I appreciate the approach from the department for trying to work in good faith with the residents. Trustee Lightfoot Cooper – Thank for you for working with the residents. I really appreciate it. Building Inspector Carmona – We received a positive response of about 90% from the residents. Will work with the residents when things don’t pose a hazard. We will individually assess. Building Inspector Carmona – Thank you for the reappointment. Trustee Carlin – Thank you to the Mayor for the effort that went into the Holiday Village. It was fantastic! Trustee Lightfoot Cooper – Would like to bring the lights down South Broadway. Trustee Jean-Gilles – Would like to bring First Night back. Mayor Rand – Might not call it First Night but will look into New Year’s Eve event. COMMUNICATIONS Bill Batson, January 20, 2025 event in Hezekiah Easter Square and march around the village. Village Board – Verbal okay Mayor Rand – REMINDER – Interfaith Ceremony at Pilgrim Baptist, 2:00 PM EXECUTIVE SESSION Motion by Trustee Riobe-Taylor, seconded by Trustee Carlin to enter into executive session at 9:06 PM. Motion by Trustee Riobe-Taylor, seconded by Trustee Lightfoot Cooper to end executive session at 9:33PM. Motion carried unanimously. ADJOURNMENT Meeting adjourned in memory of Chief Miles Taylor.
