Motion passed with a vote of 4 – 1 absent. Public Comment - None Action Items Resolution No. 2019 – 82 Resolution of the Nyack Village Board to accept the Audited Voucher Summary #19 Motion by Marie Lorenzini, seconded by Louise Parker to accept the motion as presented. Motion passed with a vote of 4 – 1 absent. Resolution No. 2019 – 83 Resolution of the Nyack Village Board to adopt local law 2019-7 – amendments to the zoning code and village code regarding stormwater management Motion by Marie Lorenzini, seconded by Louise Parker to accept the motion as presented. Motion passed with a vote of 4 – 1 absent. Resolution No. 2019 – 84 Resolution of the Nyack Village Board to execute the abstract of unpaid taxes for submission to Rockland County for relevy Motion by Donna Lightfoot-Cooper, seconded by Marie Lorenzini to accept the motion as presented. Motion passed with a vote of 4 – 1 absent. Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to allow free parking in the Artopee, Veterans’ Park and Riverspace Lots for holiday parking on November 30, December 7, 14 and 21, 2019. Motion passed with a vote of 4 – 1 absent. Motion by Marie Lorenzini, seconded by Donna Lightfoot-Cooper to allow free parking in the Artopee, Veterans’ Park and Riverspace Lots for Artwalk on June 20, 2020. Motion passed with a vote of 3 – 1 nay (Trustee Parker) - 1 absent. Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to put out 2 Request for Proposals. One would be for the Boat Charter Operator in the Village Marina and the other would be for the Paddle Sports Program in the Village Marina. These RFPs will go out January 1, 2020 with a return date of January 31, 2020. Motion passed with a vote of 4 – 1 absent. Public Comment Sean Russo – 138 High Ave. has a tree that is compromising the sidewalk, curb line and now starting to cause issues with a retaining wall. The tree committee recommended not cutting the tree down. The Village Board would like to speak to the building department about this issue and get back in touch with the homeowner. Drew Burke – There is a parking issue in Memorial Park and near the entrance to the park. There are signs laying on the ground near Liberty and Depew Ave. from construction done months ago. People are blowing leaves into the road instead of into a pile. Erica Sobel – Has a signed petition for a request for speed bumps on Gedney St.as well as 2nd Ave., 3rd Ave. and 4th Ave. leading into Gedney St. Asked if a flashing speed sign would be an option. Ben Fedigan – Asked if paving will be done after the construction is completed in the area of Gedney St. and if so could speed bumps be included in that plan. Mayor Hammond stated that a traffic study would be requested to determine what should be done in the area to calm traffic. He will work with Ms. Sobel to educate the local community of the issue. JC Brotherhood – Stated that the traffic problems on Gedney St. would most likely come from the local neighbors and not through traffic so maybe outreach should be done with the local residents. Mark Coyne – Traffic on Catherine St. has gotten worse since the paving was done. Would like the two signs (no commercial traffic and not a thru road) at the top of Catherine St to be enforced. Mayor Hammond responded that he will speak to the Orangetown Police to see if there is something they can do to help slow traffic down on the road. PUBLIC HEARING 8:00PM Motion to open the public hearing on Zoning Amendments to Use Specific Standards for Solar Energy Collectors by Louise Parker, seconded by Marie Lorenzini at 8:07pm. Motion passed with a vote of 4 – 1 absent. Village Attorney Sevastian explained that the Village is attempting to change the code to be more in line with the state standards and requirements but is waiting on a response from Rockland County with their opinion on this change. This public hearing will stay open until the response from Rockland County is received. PUBLIC HEARING 8:15PM Motion to open the public hearing on Amendments to the storm water management section of the Village Code and storm water pollution protection provisions of the zoning code by Louise Parker, second by Donna Lightfoot-Cooper at 8:15pm. Motion passed with a vote of 4 – 1 absent. Village Attorney Sevastian stated that NYS has requirements on storm water management which are less strict that what the Village currently has. The code amendments proposed are to keep up with the technology and issues that have since arose. Motion by Louise Parker, seconded by Marie Lorenzini to close the public hearing at 8:21pm. Department Reports to the Board of Trustees Orangetown Police Department – None Village Attorney – Has been busy with code enforcement issues from residents and is working on properly responding. Asked what the Boards idea was for timing on a local law for a fee waiver for properties seeking historical designation. The board will discuss this when Trustee Reichlin-Melnick is available and get back to it at a later time. Village Administrator – Reviewed the Infrastructure Projects and Programs Updates (report attached) and Recreation Department Report (report attached). Village Clerk – Treasurer – Met with Lynette Marshall of Nyack Basics and discussed the proposed plan to incorporate the program into Village Hall. Commission and Authority Reports to the Board of Trustees Water Commission - Parks Commission – JC Brotherhood reviewed the Nyack Parks Commission Report (report attached). Nyack Parking Authority - Nyack Housing Authority – Old Business Communications Request from Christina Clemente for a speed bump on East Catherine St. Thank you from JuliaAnn Colt for the new sidewalks and trees on 1st Avenue. Letter from Joseph H. Adams regarding the request of Nyack Hospital to temporarily pave MacCalman Field for a parking lot. Request from Rabbi Chaim Zvi Ehrenreich to place an electric Menorah in Veterans Park for the duration of Chanukah (December 22 – December 30) – Resolution will be added to the next agenda for this request. Request from Chrissy Place to approve the 2020 dates for the Music on the Hudson Concert Series Resolution to be added to the next agenda for this request. Request from UPS to place a storage pod in the Marina parking lot from November to January. We will require insurance. Village Administrator Jim Politi will negotiate a fee with them. New Business Discussion to determine if the Boat Charter and Paddlesports licenses should be sent out as an RFP Public Comment Comments from the Village Board of Trustees Elijah Reichlin-Melnick – None Marie Lorenzini – Was in the area of Depew Ave. today during school release and the children were using the sidewalks and everything was moving the way it should. Louise Parker – None Donald Hammond – Congratulations to Marie and Elijah on their recent election wins. There was a CCA meeting yesterday that went well. There will be climate strike on December 6.
