Minutes of the regular meeting of the Village of Nyack Board of Trustees held at 7:30pm on Thursday January 23, 2020 at Nyack Village Hall, 9 N. Broadway, Nyack, New York Hon. Dr. Don Hammond Presiding: PRESENT Dr. Don Hammond Mayor Louise Parker Trustee Donna Lightfoot-Cooper Trustee Elijah Reichlin-Melnick Trustee Marie Lorenzini Trustee ALSO PRESENT Walter Sevastian Village Attorney James Politi Village Administrator Patricia Evans Village Registrar ABSENT Jennifer Hetling Village Clerk/Treasurer Meeting called to order at 7:30pm Pledge of Allegiance Adoption of Minutes January 2, 2020 Motion by Elijah Reichlin-Melnick, seconded by Louise Parker to accept the motion as presented. Motion passed by a vote 4 – 1 (Trustee Lorenzini abstained). January 9, 2020 Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to accept the motion as presented. Motion passed by unanimous vote. Public Comment - Joe Carlin – Commented on fuel spill at 112 Main St. Jodi Taylor-Getz – Requested that the board consider the request of ARC Rockland and grant the reduced rate Esther Schulman – Agreed with the statements of Jodi Taylor-Getz to reduce the rates of parking permits for ARC Rockland Action Items Resolution No. 2020 – 6 Resolution of the Nyack Village Board to accept the Audited Voucher Summary #2-2020 Motion by Elijah Reichlin-Melnick, seconded by Louise Parker to accept the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 7 Resolution of the Nyack Village Board to approve the Gran Fondo bike race on May 17, 2020 Motion by Louise Parker, seconded by Marie Lorenzini to accept the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 8 Resolution of the Nyack Village Board to appoint Lisa Buckley as a alternate on the Architectural Review Board Motion by Donna Lightfoot-Cooper, seconded by Elijah Reichlin-Melnick to accept the motion as presented. Motion passed by unanimous vote. Public Comment Department Reports to the Board of Trustees Orangetown Police Department – None Village Attorney – Asked that 2 public hearing resolutions be added to the next meeting agenda Village Administrator – Reviewed the prepared reports (see attached) Requested an executive session for personnel issues. Motion by Elijah Reichlin-Melnick, seconded by Donna Lightfoot-Cooper to approve the request. Motion passed by unanimous vote. Village Clerk – Treasurer – None Commission and Authority Reports to the Board of Trustees Water Commission - None Parks Commission – Report attached Nyack Housing Authority – None Old Business - Request from Rockland County Pride Center to hold the annual Rockland County Pride Sunday celebration of June 14, 2020 in the Main St. Parking Lot and on a section of Jackson Ave. from 6am-6pm The board requested to know what the estimated cost of personnel would be for this event. - Review of the Recreation Department’s request to host a circus in Memorial Park on June 8 – 15th, 2020 – this event is still under review Communications - Request from Barbara Noyes to host the 13th Annual Penguin Plunge on March 1st, 2020 from 12pm-2pm in Memorial Park A resolution will be added to the next meeting agenda - Correspondence from Trudi Feiner regarding noise and safety issues at 65 Main St. - Correspondence from the Orthodox Jewish Public Affairs Council entitled “How to Combat anti-Hasidic Bigotry - Request from the AARP Tax Program for 12 free parking permits for use in the library lot on Mondays from February 3 – April 13 by the AARP tax preparers Motion by Donna Lightfoot-Cooper, seconded by Louise Parker to approve the free parking permits as requested. Motion passed by unanimous vote. - Request from ARC Rockland for up to 20 permits in the Artopee Lot per month at a reduced rate of $20 per permit. The Village Board denied this request - Request from Paulette Ross to grant free parking in the Artopee Lot on Saturday June 20, 2020 for ArtWalk A resolution will be added to the next meeting agenda and in the meantime the board requested to know what the estimated lost parking revenue would be. - Thank you from Nyack Homeless Project for our support New Business Public Comment Drew Burke – Stated that Robbie Woods has interest in being a member of the Housing Authority Board Joe Carlin – Asked if the parking meters would be discussed since the agenda has a section for parking authority reports to which the Mayor responded that the Parking Authority Board would be meeting quarterly and it could be discussed then Comments from the Village Board of Trustees Marie Lorenzini – Reported that the Farmers’ Market vendors are very appreciative of the extended parking permit hours. Also, stated that the martin Luther King Jr. event was wonderful Elijah Reichlin-Melnick – Stated that he enjoyed the Martin Luther King Jr. event. Louise Parker – None Donald Hammond – Bill Batson is receiving an award from the County Legislature on February 4, 2020 and the Village will prepare a certificate for him as well February 6, 2020 at 7pm is the State of the County Address at the Palisades Center NYCOM sent an email regarding the state budget that should be reviewed. Nyack Montefiore Hospital is celebrating the 126 years and will be honoring the Village of Nyack by inviting the current Mayor as well as past Mayors at Boulder Stadium The Village received an award for the sponsorship of Earth Day from the Chamber of Commerce Donna Lightfoot-Cooper – Continues to monitor the Housing Authority Board Executive Session Motion by Marie Lorenzini, seconded by Donna Lightfoot-Cooper to move to executive session at 8:40pm. Motion passed by unanimous vote. Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to exit executive session at 9:25pm. Motion passed by unanimous vote. Motion by Donna Lightfoot-Cooper, seconded by Marie Lorenzini to accept the contract of Laybel Consulting. Motion passed by unanimous vote. Adjournment Motion by Donna Lightfoot-Cooper, seconded by Louise Parker to adjourn the Village Board meeting at 9:28pm. Motion passed by unanimous vote.
