Minutes of the regular meeting of the Village of Nyack Board of Trustees held at 7:30pm on Thursday February 13, 2020 at Nyack Village Hall, 9 N. Broadway, Nyack, New York Hon. Motion passed by unanimous vote. Public Comment - Action Items Resolution No. 2020 – 9 Resolution of the Nyack Village Board to accept the Audited Voucher Summary #3-2020 Motion by Marie Lorenzini, seconded by Louise Parker to accept the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 10 Resolution of the Nyack Village Board to schedule a public hearing on a zoning map amendment (60 Catherine St.) Motion by Elijah Reichlin-Melnick, seconded by Marie Lorenzini to accept the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 11 Resolution of the Nyack Village Board to schedule a public hearing with respect to use-specific standards for solar energy collectors Motion by Donna Lightfoot-Cooper, seconded by Louise Parker to accept the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 12 Resolution of the Nyack Village Board Accepting the Village’s Draft Local Waterfront Revitalization Program as Complete and Ready for Agencies Review and Authorizing its submission to the New York State Department of State Motion by Marie Lorenzini, seconded by Elijah Reichlin-Melnick to accept the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 13 Resolution of the Nyack Village Board to approve the Nyack Housing Authority 2020-2021 budget Motion by Donald Hammond, seconded Marie Lorenzini by to table the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 14 Resolution of the Nyack Village Board to approve the 13th Annual Penguin Plunge on March 1, 2020 from 12pm – 2pm in Memorial Park Motion by Louise Parker, seconded by Marie Lorenzini to accept the motion as presented. Motion passed by unanimous vote. Resolution No. 2020 – 15 Resolution of the Nyack Village Board to approve free parking in the Artopee Lot on June 20, 2020 for Artwalk Motion by Donna Lightfoot-Cooper, seconded by Marie Lorenzini to accept the motion as presented. Motion passed by a vote of 4 – 1 (Trustee Parker). Resolution No. 2020 – 16 Resolution of the Nyack Village Board to authorize the execution and delivery of a master equipment lease purchase agreement with respect to the acquisition, purchase, financing and leasing of certain equipment or capital items for the public benefit Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to accept the motion as presented. Motion passed by unanimous vote. Motion by Donald Hammond, seconded by Marie Lorenzini to appoint Scott O’Neill as a member of the Architectural Review Board. Motion passed by unanimous vote. Motion by Donald Hammond, seconded by Donna Lightfoot-Cooper to approve the no right on red policy throughout the village Motion by Donald Hammond, seconded by Marie Lorenzini to approve a public hearing for the CDBG program on March 26, 2020 Public Comment Roger Cohen – In favor of the proposed circus in Memorial Park. Charlotte Jack – Asked why the land use board minutes are not posted on the website. Department Reports to the Board of Trustees Orangetown Police Department – None Village Attorney – The code compliance review for the TZ Vista project has been completed. Has spent quite a bit of time dealing with residents on code issues. Requested an executive session regarding litigation. Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to accept the request. Motion passed by unanimous vote. Village Administrator – Presented the Infrastructure Projects & Programs Update (report attached) Stated that the he and the building department is working with the organizer of the proposed circus and it is going well. Presented the recreation report (attached) Request for an executive session for personnel issues. Motion by Elijah Reichlin-Melnick, seconded by Marie Lorenzini to approve this request. Motion passed by unanimous vote. Motion by Donald Hammond, seconded by Marie Lorenzini to approve the circus in Memorial Park from June 8 – 15, 2020 Village Clerk – Treasurer – Presented the 8 month financial report (attached) Presented an overview of the costs and revenues associated with the senior center building and gave some recommendations of changes in rental fees to be made. Commission and Authority Reports to the Board of Trustees Water Commission - None Parks Commission – None Nyack Housing Authority – None Old Business Review of the Recreation Department’s request to host a circus in Memorial Park on June 8 – 15th, 2020 Discussion of the tree at 138 High Ave. - Village Administrator gave an overview of the costs and possible options to fix the issues rather than take the tree down. The risk is that the arborist has stated that it’s a young tree and will continue to grow. The Village Board agreed to repair the tree. Communications Letter from Robin Goldstein regarding high water bill Request from ARC Rockland regarding a rate reduction for permit parking The parking consultant will be looking at this as a future option Invitation from Pilgrim Baptist Church for the 30th Anniversary and Retirement Banquet in honor of Pastor Reverend Dr. Willie L. Hairston New Business Public Comment Comments from the Village Board of Trustees Marie Lorenzini – Nyack Hospital is doing free vascular screening and she encourages everyone to participate. Would like a delegate from Nyack on the community emergency response team Elijah Reichlin-Melnick – Went to the Black History Celebration at the Nyack Center this past week. Louise Parker – Attended a County Black History celebration honoring Bill Batson Donald Hammond – Nyack Center has requested a budget increase which will be discussed at a later date. Merchants on S. Broadway are concerned about possible street closures due to filming. The Mayors meeting is this Saturday at Hudson Market on Main The funeral service for John Ryan is this Saturday. Donna Lightfoot-Cooper – None Executive Session Motion by Elijah Reichlin-Melnick, seconded by Louise Parker to move to executive session at 839pm. Motion passed by unanimous vote. Motion by Donna Lightfoot-Cooper, seconded by Elijah Reichlin-Melnick to exit executive session at 9:13pm. Motion passed by unanimous vote. Adjournment Motion by Elijah Reichlin-Melnick, seconded by Marie Lorenzini to adjourn the Village Board meeting at 9:14pm. Motion passed by unanimous vote.
