Minutes of the regular meeting of the Village of Nyack Board of Trustees held at 7:30pm on Thursday September 24, 2020 at Nyack Village Hall, 9 N. Broadway, Nyack, New York Hon. Dr. Don Hammond Presiding: PRESENT Dr. Don Hammond Mayor Louise Parker Trustee Elijah Reichlin-Melnick Trustee Marie Lorenzini Trustee ALSO PRESENT Walter Sevastian Village Attorney James Politi Village Administrator Jennifer Hetling Village Clerk/Treasurer ABSENT Donna Lightfoot-Cooper Trustee Meeting called to order at 7:30pm Pledge of Allegiance As we continue to address our respective challenges associated with COVID-19, Village government continues to operate. And as there are matters the Village must continue to address as part of keeping the Village operational, our September 24, 2020 Village Board meeting remains as scheduled. As Village Hall is closed, the meeting will have to be held remotely (see below). We will be keeping the Agenda (see posting on website) to essential items. On March 7, 2020, in Executive Order No. 202.1, Governor Cuomo suspended certain provisions of the Open Meeting Law to permit a Village Board to meet and take actions authorized by law without permitting in public in-person access and authorizing such meeting to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceeding and that such meetings are recorded and later transcribed. The Village will be activating a remote meeting platform for the September 24th Village Board meeting, which will enable residents to phone in and listen to the meeting in compliance with the Executive Order. In the interests of the public's health and safety, the Village Board strongly encourages residents to utilize this platform. The Village Board appreciates your patience and understanding during this difficult and evolving situation. Please be sure to check in on the Village website for updates which will be posted on an ongoing basis. Adoption of Minutes September 10, 2020 – Tabled until the meeting of October 4 since there was not a quorum. Public Comment – None Action Items Resolution No. 2020 – 55 Resolution of the Nyack Village Board to accept the Audited Voucher Summary #14-2020 Motion by Donald Hammond, seconded by Marie Lorenzini to accept the motion as presented. Motion passed by a unanimous vote. Public Comment – None Department Reports to the Board of Trustees Orangetown Police Department – Mayor Hammond met with the OPD and they are starting the police reform. He has been asked to sit on the committee for such along with Nikki Hines and Francis Pratt. Trustee asked if OPD is planning on enforcing the mask requirement to which Mayor Hammond responded that they are not pushing it in Orangetown or throughout the County. Village Attorney – Today was the first justice court day with the Village Attorney. They are staggering defendants to maintain social distancing. There were a lot of no-shows and with the new bail reform there are many cases that warrants cannot be issued on. There will be a public hearing at the next board meeting and a draft of the law will be available tomorrow. The Village will be getting a referral soon on the historical designation of the John Green House. The LWRP amendments will be ready shortly. Village Administrator – The water improvements project is going to start moving forward. There is a walkthrough on Tuesday morning. The TAP project is being looked at to try to rebid it. They are considering moving the Broadway and Main bus stop down to First Ave. (going north) and High Ave. (going south). Parking enforcement is going well and the PEA are on duty and enforcing the rules. The ParkMobile app seems to be working well. Village Clerk – Treasurer – None Old Business - None Communications Request from Nicole Giordano for a handicap parking space on the corner of Cedar Hill and South Franklin. – Village Administrator Politi will review the area and give the board a recommendation at the next meeting. Request from Elaine Philhower to increase the time limit on the meters near the First Reformed Church to accommodate Soup Angel volunteers – The Village Board will send a letter denying this request Correspondence from Paul Feiner of the Town of Greenburgh related to safety on the bike/pedestrian path of the Mario M. Cuomo Bridge Correspondence from Community Housing Management Corp. regarding the safety and quality of life for the residents of Nyack Plaza Public Comment - None Comments from the Village Board of Trustees Louise Parker – Expressed concern about safety related to Community Housing Donald Hammond – The CCA contract has been signed and a welcome letter will be going out next week. Tomorrow is the next Friday night dining event and there are 3 more events in October. Elijah Reichlin-Melnick – None Marie Lorenzini - None . Adjournment Motion by Marie Lorenzini, seconded by Elijah Reichlin-Melnick to adjourn the Village Board meeting at 8:08pm. Motion passed by a unanimous vote.
