Village Board of Trustees Meeting

Minutes of the Regular Meeting of the Village of Nyack Board of Trustees held at 7:30 on Thursday, January 13, 2022. Present Dr. Don Hammond Mayor Louise Parker Trustee Donna Lightfoot-Cooper Trustee Marie Lorenzini Trustee Joseph Rand Trustee Also Present: James C. Politi Interim Village Administrator Lise J Chanin Village Clerk Treasurer Walter Sevastian Village Attorney Pledge of Allegiance Adoption of Minutes – December 9, 2021 Village Board Meeting. Marie Lorenzini offered a motion to approve the minutes with the following correction: Address change from 29 Dickerson to 19 Dickerson, seconded by Louise Parker. The minutes were approved by a vote of 5 yeas to 0 Nays. December 9, 2021 Village Board Reorganization Meeting. Don Hammond offered a resolution to approve the minutes as presented, seconded by Marie Lorenzini. The minutes were approved by a vote of 5 yeas to 0 Nays Public Comment – Discussion of Action Items Only – 3 Minute Time Limit Don Hammond outlined the actions items for the public, there was no comments offered. Action Items: Resolution No. 2022— 01 A resolution of the Nyack Village Board to approve the Abstract of Audited Claims as presented by the Village Clerk Treasurer. Don Hammond offered a resolution to approve the Abstract of Audited Claims as presented, seconded by Louise Parker. The motion was approved by a vote of 5 yeas to 0 Nays Resolution No. 2022 –02 A resolution of the Nyack Village Board to Grant the State of New York authority to perform the adjustment for the owner and agreeing to maintain facilities adjusted via state-led contract during improvements of Route 59. Marie Lorenzini offered a motion to approve the motion as presented, seconded by Donna Lightfoot Cooper. The motion was approved by a vote of 5 yeas to 0 nays. Resolution No. 2022–03 A resolution of the Nyack Village Board to appoint James C. Politi as Interim Village Administrator. Don Hammond offered a resolution to approve the appointment of James C. Politi to the position of Interim Village Administrator, seconded by Louise Parker. The motion was approved by a vote of 5 yeas to 0 nays. Resolution No. 2022—04 A resolution of the Nyack Village Board to appoint Robert Lewis as Associate Justice. Don Hammond offered a motion to appoint Robert Lewis as Associate Justice for a term to expire December 2022, seconded by Joseph Rand. The motion was passed by a vote of 5 yeas to 0 nays. Public Comment Bill Batson, 262 S Boulevard, proposed renaming a section of Jackson Ave to Bayard Rustin Way. Mr. Batson outlined the work of Mr. Rustin in the civil rights movement including being a key figure in the March on Washington. He is less well known than because of the long established prejudice against the LGBTQ community. The history of Jackson Avenue, which was a middle class black community until urban renewal projects consumed some of Jackson Avenue and the location of the Rockland Pride Center on the corner Jackson & Franklin make this location the perfect area to raise awareness of Mr. Rustin’s major contribution of Civil Rights in the Country as well as the Village of Nyack. Nikki Hines, 16 West End Avenue spoke in support of the renaming the street. It is important that we make it easier for people to learn the history of the black community and its leaders Brook Molloy, 427 Storms, Valley Cottage, as Director of the Rockland, requested that Jackson Avenue be closed from Mill to Franklin to hold an Event on March 18, 2022 sharing the History. Phyllis Frank shared her experience learning about Bayard Rustin and how Donna Lightfoot Cooper thanked Mr. Batson, Ms. Hines & Ms. Molloy for conveying Mr. Rustin’s story. Marie Lorenzini thanked everyone for telling Mr. Rustin’s Story Louise Parker suggested put up a sign to explain Mr. Rustin’s contributions. Joe thanked Mr. Batson, Ms. Hines & Ms. Molloy for history Don Hammond agreed that Motion was offered by Don Hammond to close Jackson Ave from N Mill to Franklin on March 18, 2022, with a rain date of March 25, 2022 for the Event to celebrate the work of Bayard Rustin. Department Reports to the Board of Trustees (based on availability) Orangetown Police Department—No Report Village Attorney—No Report Village Administrator—James Politi presented the Village Administrators Report. He updated the Board on COVID 19 at Village Hall He updated the Board that the DPW will be ready for the upcoming snow season. The thanked Orangetown Highway Superintendent Jim Dean for his help. Scott Fine has been approved as Assistant Building Inspector. The Board expressed its gratitude to Jim for returning to help the Village in its time of need. Village Clerk – Treasurer Old Business New Business Communications Leaf Blower Group. A decision was made to schedule a Workshop. Montefiore Nyack Hospital Monthly Report. Don Hammond explained that Nyack Hospital will be providing the Board with monthly reports on their Parking Garage Construction. Polar Plunge Request. Marie Lorenzini offered a motion to approve the Polar Plunge event for March 6, 2022, from 12:00pm- 2:00pm, seconded by Donna Lightfoot Cooper. The motion was passed by a vote of 5 yeas to 0 nays. Soup Angels Parking Request Request from the Nyack Water Board of Commissioners for reappointing Eileen Colarell to a term to expire December 2026, and appoint Elizabeth Turk to fill the term of Ross Daily to expire December 2023. Don Hammond offered a motion to appoint Eileen Colarell to the Nyack Water Board of Commissioners to a term to expire December 2026, seconded by Marie Lorenzini Donna Lightfoot Cooper offered a motion to appoint Elizabeth Turk to the Nyack Water Board of Commissioners to term to expire on December 2023, seconded by Louise Parker. The motion was approved by a vote of 5 yeas to 0 nays. Don Hammond offered a motion appointing Greg Healy as Acting Chairman of the Architectural Review Board, seconded by Donna Lightfoot Cooper. The motion was passed by a vote of 5 yeas to 0 nays. Don Hammond offered a motion appointing Marie Lorenzini as Marriage Officer, seconded by Joseph Rand. The motion was approved by a vote of 5 yeas to 0 nays. Marie Lorenzini to approve Pride Sunday on June 12, 2022, seconded by Louise Parker. The motion was approved by a vote of 5 yeas to 0 nays. Public Comment Nicki Hines thanked the Village for the COVID test kits distributed. Comments from the Village Board of Trustees There were no comments from the Board of Trustees other than update the public on the Village Administrator search, which they hope to have completed within 45 days. Village Hall will reopen to the public on Tuesday, January 18, 2022 at 9:00 am. Executive Session—to discuss personnel matters A motion to go into Executive Session was offered by Louise Parker, seconded by Joseph Rand. The motion as approved by a vote of 5 yeas to 0 nays. At 9:02 pm a motion to come out of Executive Session was offered by Louise Parker, seconded by Joseph Rand. The motion was approved by a vote of 5 yeas to 0 nays. Adjournment 9:03 pm a motion to adjourn the meeting was offered by Joseph Rand, seconded by Donna Lightfoot Cooper. The motion passed by a vote of 5 yeas to 0 nays.
