Minutes of the Regular Meeting of the Village of Nyack Board of Trustees held at 7:30 on
Thursday, December 8, 2022

Adoption of Minutes – November 10, 2022
A motion was offered by Donna Lightfoot-Cooper to approve the adoption of the minutes of November
10th, 2022, seconded by Louise Parker. The motion was approved by a unanimous vote.
Public Comment – None
Resolution No. 2022-168 Resolution of the Nyack Village Board accepting audited voucher
summary.
Motion by Donald Hammond, seconded by Louise Parker to accept the resolution as presented. Motion
passed by a unanimous vote.
Resolution No. 2022-169 Resolution of the Nyack Village Board designating the Official Village
Newspaper.
RESOLVED, that the Rockland Journal News is the Official Village Newspaper.
Motion by Louise Parker, seconded by Marie Lorenzini to accept the resolution as presented. Motion
passed by a unanimous vote.
Resolution No. 2022-170 Resolution of the Nyack Village Board designating official Village
Depositories.
RESOLVED, that NY CLASS, Key Bank, M&T Bank are hereby designated as Official Village
Depositories.
Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2022-171 Resolution of the Nyack Village Board designating locations for official
Village postings and meeting dates.
RESOLVED, the following locations are designated for official Village postings:
Village Hall, Village Meeting Room, Nyack Library.
AND BE IT FURTHER RESOLVED that the regularly scheduled meeting schedule for the Village
Board, Zoning Board, Planning Board, and Architectural Review Board shall be posted on the Village
website and sent to the official Village newspaper.
Motion by Donald Hammond, seconded by Joseph Rand to accept the resolution as presented. Motion
passed by a unanimous vote.
Resolution No. 2022-172 to ratify Procurement and Annual Policies.
RESOLVED, that the Village of Nyack Procurement Policy and annual Policies are hereby ratified for
Calendar year 2022.
Motion by Donald Hammond, seconded by Donna Lightfoot-Cooper to accept the resolution as
presented. Motion passed by a unanimous vote.
Resolution No. 2022-173 A Resolution of the Nyack Village Board to approve the Mayor’s slate of
appointments (resolution attached).
Motion by Louise Parker, seconded by Marie Lorenzini to accept the resolution as presented. Motion
passed by a unanimous vote.
Resolution No. 2022-174 Resolution of the Nyack Village Board to approve updates to the Standard
Schedule of Fees of the Village of Nyack (resolution attached)
Motion by Donna Lightfoot-Cooper, seconded by Louise Parker to accept the resolution as presented.
Motion passed by a unanimous vote.

Resolution No. 2022-177 Resolution of the Nyack Village Board to appoint members of an ad hoc
committee to serve as the steering committee for the Nyack Climate Action Plan.
Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2022-178 Resolution of the Nyack Village Board approving the fee schedule for special
event sponsors on a per vendor basis.
Motion by Donna Lightfoot-Cooper, seconded by Louise Parker to accept the resolution as presented.
Motion passed by a unanimous vote.
Public Comment –
Noreen Galucci – Construction caused a lot of issues with parking and the no parking signs went up late
so the warning time was limited.
She also asked about more handicap parking in the Village.
Joseph Salerno – The rents are increasing at a ridiculous rate (50-60%). He asked if there is any
recourse to this.
Nancy Jagelka – Rent increases are supposed to be given 90 days in advance. Her lease is up on March
1 and she hasn’t been notified yet which is against regulation.
Jack Dunnigan – Thanked Louise Parker and Walter Sevastian for their service to the Village.
Department Reports to the Board of Trustees
Village Attorney – He is wrapping up the projects he is working on and will get the new attorney all he
needs.
Village Administrator – Tilcon installed the speed bumps on High Ave. Roadway lines will be painted
soon. The sidewalks on Broadway are completed. The drainage issues on First Ave will be addressed
and fixed in the spring.
A parks workshop is planned for January to talk about work to be done soon in Memorial Park.
The CDBG committee is looking into ideas for next year’s CDBG money.
The south bulkhead of the marina had 2 holes in it that have been repaired. The north bulkhead also
needs repairs.
Requested permission from the board to put the auditing services out for RFP. The board agreed to this.
Motion by Donald Hammond, seconded by Louise Parker to hold an executive session for personnel
matters. Motion passed by unanimous vote.
New Business
Discussion of Work Session featuring presentation by the Nyack Chamber of Commerce – This was a
presentation of the work done by the Chamber of Commerce and a discussion about the street vendor
fee. The Chamber was also requested to come back periodically with updates.
Communications
Pancho Villa, 143 Main St., request for waiver of 30 day notice for liquor license – Motion by Joseph
Rand, seconded by Louise Parker to approve this request. The board noted that these types of requests
are not normally granted but there are exigent circumstances surrounding this specific request. Motion
passed by a unanimous vote.
Chabad Menorah placement, Main St. – Motion by Donna Lightfoot, seconded by Louise Parker to
allow this request. Motion passed by a unanimous vote.
Victoria Mews board meeting in Village Hall Dec 20 7 pm. Motion by Donald Hammond, seconded by
Donna Lightfoot-Cooper to approve this request. Motion passed by a unanimous vote.
Public Comment - None
Comments from the Village Board of Trustees
Joseph Rand – Thanked Louise and Walter for their service.
Louise Parker – Expressed gratitude for all the well wishes and stated that she would still be working in
the community.
Donna Lightfoot-Cooper – Thanked Louise and Walter for all they have done.
Marie Lorenzini – Stated it has been great working with Louise and Walter and wished them an
enjoyable retirement.
Donald Hammond – There are 2 elected officials that did not win their bid for re-election and so there is
a recognition ceremony for them at the Nyack Center. One will be for Elijah Reichlin-Melnick on
December 15th and another for Mondaire Jones on December 19th.
Executive Session
Motion by Donna Lightfoot-Cooper, seconded by Marie Lorenzini to move to executive session at
9:01pm. Motion passed by a unanimous vote.
Motion by Louise Parker, seconded by Donna Lightfoot-Cooper to exit executive session at 9:28pm.
Motion passed by a unanimous vote.
Adjournment
Motion by Donald Hammond, seconded by all trustees to adjourn the meeting in honor of former Mayor
All Volk at 9:29pm. Motion passed by a unanimous vote.
