Thursday, January 12, 2023

Adoption of Minutes – December 8, 2022
A motion was offered by Joseph Rand to approve the adoption of the minutes of December 8th, 2022,
seconded by Donna Lightfoot-Cooper. The motion was approved by a vote of 4-0-1 (Trustee Jean-Gilles
abstained).
Public Comment – None
Resolution No. 2023-1 Resolution of the Nyack Village Board accepting audited voucher summary.
Motion by Donald Hammond, seconded by Marie Lorenzini to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2023-2 Resolution of the Nyack Village Board to schedule a public hearing to consider
adopting local law to establish the Village of Nyack Code Enforcement program
Motion by Marie Lorenzini, seconded by Pascale Jean-Gilles to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2023-3 Resolution of the Nyack Village Board to authorize the refund of a portion of a
building permit fee to Mike LaRosa
Motion by Donna Lightfoot-Cooper, seconded by Joseph Rand to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2023-4 Resolution of the Nyack Village Board to authorize the refund of a portion of a
building permit fee to Melanie Guaman
Motion by Marie Lorenzini, seconded by Pascale Jean-Gilles to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2023-5 Resolution of the Nyack Village Board to authorize the refund of a portion of a
building permit fee to David Wilkinson
Motion by Marie Lorenzini, seconded by Joseph Rand to accept the resolution as presented. Motion
passed by a unanimous vote.
Resolution No. 2023-6 Resolution of the Nyack Village Board to authorize the refund of a portion of a
building permit fee to Ellen Hillburg
Motion by Donna Lightfoot-Cooper, seconded by Joseph Rand to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2023-7 Resolution of the Nyack Village Board to approve Nyack Chamber of
Commerce special event calendar for 2023
Motion by Marie Lorenzini, seconded by Donna Lightfoot-Cooper to accept the resolution as presented.
Motion passed by a unanimous vote.
Resolution No. 2023-8 Resolution of the Nyack Village Board to allow email delivery of proposed local
laws (NYS Municipal Home Rule Law 20[4])
Motion by Pascale Jean-Gilles, seconded by Marie Lorenzini to accept the resolution as presented.
Motion passed by a unanimous vote.
Public Comment –
Travis Koester – Spoke about the street closure event for the 8th anniversary of The Local. He needs
approve of the board for the NYSLA to allow them to use the outdoor space.
Carlos Martin-Carle – Woolworth is a nightclub after hours and there is no sound control which is
causing him, as an adjacent resident, a problem.
Department Reports to the Board of Trustees
Village Attorney – Had his first justice court session.
Village Administrator – There was a request for a health and wellness fair in Memorial Park on May
20th. The board agrees this is a great event however, due to upcoming park renovations, the timing does
not work. Administrator Stewart will work with the vendor on finding a new date.
Administrator Stewart gave a summary of the 2022 year in review (attached).
Village Clerk-Treasurer – Gave a summary of the 6-month financials for the general fund.
New Business
Discussion of Work Session regarding Memorial Park capital projects – there will be an additional
meeting in the near future to discuss this with the Parks Commission and list of questions will be
developed to discuss.
Communications
Travis Koester Owner/ Operator The Local Nyack, re: Street Closure for event on 4/15/23
Public Comment –
Nancy Jigelka – Received a 90 day notice to vacate. Asked if the board would be going over the
emergency tenants protection act at the next meeting. Mayor Hammond responded that they are
reviewing a lawsuit about the subject out of Kingston. He also stated that the inventory count has been
completed.
Myra Jean-Gilles – Asked if there is still a program where the village splits replacement sidewalk costs
with the residents. Mayor Hammond responded that the program ended.
Comments from the Village Board of Trustees
Joseph Rand – Welcomed Pascale Jean-Gilles to the board.
Pascale Jean-Gilles – Thanked her family for attending her first meeting. Stated she is ready to learn
and participate on the Village board.
Donna Lightfoot-Cooper – Welcomed Pascale and congratulated Joseph Rand on being appointed to
Deputy Mayor.
She attended the recent Nyack Housing Authority meeting on Tuesday.
Marie Lorenzini – None
Donald Hammond – A long-time member of the community, Hal Parker passed away this week.
There was a vandalism incident at the Pride Center this week. There will be a rally on Sunday at 3pm.
The board will be looking into the village building code deeply. The planning and zoning boards have
expressed concerns about some sections. He would also like the section of the code about housing to be
reviewed. For these reasons he is starting a Land Use Technical Committee.
Announced that he will not be running for Mayor again after his term is over.
He will be meeting with the County regarding bike and hike paths throughout the County.

Motion by Pascale Jean-Gilles seconded by the rest of the board to adjourn the meeting in honor of Hal
Parker at 8:40pm. Motion passed by a unanimous vote.
