RESOLVED, that General Fund Claims set forth on pages 1 through 15 in the below-listed amounts are approved for payment: General Fund– $242,158.73 Parking Fund – $8,604.12 Page 1 of 6 Water Fund – $62,940.34 Capital Projects Fund – $258,401.20 Capital Projects Fund – $73,533.01 Water Capital Projects Fund - $452,868.12 Trust and Agency Fund - $1,864.64 7.2 Resolution No. 2026-15 Resolution of the Nyack Village Board Authorizing Changes to Parking Rules on NYS Rte 9W Between High Ave and Sickles Ave WHEREAS, the Village of Nyack has received safety guidance from NYS DOT pertaining to snow plow widths versus lane widths on this section of road, and in the interest of public safety desires to align the parking rules with the goal of traffic safety, and in the interest of parking turnover and accessibility for diverse public uses, RESOLVED, the Board of Trustees of the Village of Nyack hereby authorizes the Village Administrator to eliminate parking on the west side of 9W in front of houses 92 and 94 (3 spaces), and update parking signage to convert remaining parking spaces to individually metered spaces balanced between 15 minute and 3 hour max at the discretion of the Village Administrator. 7.3 Resolution No. 2026-16 Resolution of the Nyack Village Board Authorizing Changes to Monthly Permit Parking Fee in Marina Parking Lot RESOLVED, the Board of Trustees of the Village of Nyack hereby authorizes the Village Administrator to update the Master Fee Schedule to reflect a $20/month fee for monthly parking permits in the Marina/Spear Street parking lot. 7.4 Resolution No. 2026-17 Resolution of the Nyack Village Board Authorizing Changes to Permit Parking in the Artopee/Village Lot RESOLVED, the Board of Trustees of the Village of Nyack hereby authorizes the Village Administrator to update the monthly parking permit application for the Artopee/Village lot to require permit holders to park in the southern most portion of the lot, to free up parking spaces at the front of the lot for hourly access by a diversity of public users. 7.5 Resolution No. 2026-18 Resolution of the Nyack Village Board to Award a Contract for the Replacement of the Roof at Village Hall WHEREAS, the Nyack Village Board previously authorized the bidding of a public works project for the Village Hall roof replacement; and WHEREAS, bids were opened on January 6, 2026, (a total of 12 bids were received), and the lowest responsible bid for the project was received from CFF Consulting: Base Bid $256,000, Alternate 1 (cornice work) $3,000 Alternate 2 (30 year warranty) $8,000, for a total contract sum of $267,000; and Page 2 of 6 WHEREAS, the Village Engineer has reviewed the bids, and recommended the award of the project to CFF Consulting for the Base Bid and all Alternate Work. NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE NYACK VILLAGE BOARD AS FOLLOWS: That the Village Administrator is authorized to contract with CFF Consulting for the Village Hall roof replacement project in the amount of $267,000 for the base bid and all alternate bids, subject to the approval of the Village Attorney as to the form of the contract. 7.6 Resolution No. 2026-19 Resolution of the Nyack Village Board to Award a Contract for the Replacement of the Village Hall Second Floor HVAC System WHEREAS, the Nyack Village Board previously authorized the bidding of a public works project for the Village Hall roof replacement; and WHEREAS, bids were opened on January 6, 2026, (a total of 3 bids were received), and the lowest responsible bid for the project was received from TM Brennan Service, Inc., for a total contract sum of $518,000; and WHEREAS, the Village Engineer has reviewed the bids, and recommended the award of the project to TM Brennan Service, Inc., NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE NYACK VILLAGE BOARD AS FOLLOWS: That the Village Administrator is authorized to contract with TM Brennan Service, In., for the Village Hall second floor HVAC replacement project in the amount of $518,000 subject to the approval of the Village Attorney as to the form of the contract. 7.7 Resolution No. 2026-20 Resolution of the Nyack Village Board to Award a Contract for the Replacement of the Village Hall Second Floor Windows WHEREAS, the Nyack Village Board previously authorized the bidding of a public works project for the Village Hall second floor window replacement; and WHEREAS, bids were opened on January 15, 2026, (a total of 3 bids were received), and the lowest responsible bid for the project was received from VAD Contractors, Inc., for a total contract sum of $62,500; and WHEREAS, the Village Administrator has reviewed the bids, and recommended the award of the project to VAD Contractors, Inc NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE NYACK VILLAGE BOARD AS FOLLOWS: Page 3 of 6 That the Village Administrator is authorized to contract with VAD Contractors, for the Village Hall second floor window replacement project in the amount of $62,500 subject to the approval of the Village Attorney as to the form of the contract. 7.8 Resolution No. 2026-21 Resolution of the Nyack Village Board of Trustees Approving Grants Under the Nyack Hotel Tax Tourism Grant Program WHEREAS, The Board of Trustees, in recognition of the importance of tourism to local economic development, recently adopted a local law providing for a Hotel Bed Tax in order to fund tourism promotion projects, intends to allocate 50% of this tax revenue, minus an administrative cost of 8%, to tourism promotion projects, and WHEREAS, The Board of Trustees delegated to the Nyack Business Council the responsibility to advise the Board of Trustees on funding decisions in response to applications for Nyack Tourism Grants, and contracted with Visit Nyack to administer the grant program on behalf of the Village, and the Business Council has received, reviewed and discussed applications, including presentations by applicants to the Business Council; Adjournment Page 6 of 6  INTEROFFICE MEMORANDUM TO: MAYOR RAND AND TRUSTEES FROM: ANDY STEWART , VILLAGE ADMINISTRATOR SUBJECT: VILLAGE HALL CAPITAL PROJECTS – ROOF AND HVAC DATE: JANUARY 22, 2026 This is a summary of the background on two resolutions on the agenda for capital projects at village hall: 1. Roof project – the roof leaks, damaging ceilings and floors. We have a $140K NYS grant, that Senator Reichlin- Melnick facilitated several years ago. A substantial amount has already gone to engineering, as the roof project is made more complex by the changes in the HVAC system that partially occupies the roof. We had an excellent response to our bid, with twelve firms competing, and the low bid is $267,000, which will require gap financing of about $150,000. 2. HVAC – the natural gas fired mechanicals on the roof serving to heat and cool the second floor are very old, have broken down repeatedly, once during a heat wave in 2022, and are overdue for replacement. The Sustainability Committee, through various environmental initiatives, obtained enough points for the Village to qualify for $375,000 in grant funds for this project. The Village earlier went to bid with a design that included replacing the boiler in the basement. Bids came in very high, around $1 million. After re-design, the lowest bid is $518,000, requiring about $150,000 in gap financing. The roof top HVAC is considered higher priority than the basement boiler because it is older and more failure prone, and its replacement coincides with the roof project. 3. Village Hall windows on the second floor – I am working on bid analysis, as three bids were received on January 15, 2026. The low bid is about $65K and our grant is about $45K. I need to check references on the low bidder. 4. Village Hall rooftop solar – completely grant funded, this project will go to bid once the rooftop construction is finished, and will reduce our electricity bills. 5. There were twelve bids returned. A Bid Summary is attached. The bid was structured with a Base Bid and Alternate Bids. CFF Consulting is the low bidder considering the sum of Alternate 1 – cornice work, and Alternate 2 – roofing with a 30-year warranty for a total contract sum of $267,000. We have contacted several of the references provided by CFF consulting including roofing projects they performed for the Gatsby Building at Jones Beach State Park, the Binghampton University Science Library and various roofs at the Union Free School District. All contacts indicated CFF to be a reliable roofing contractor with good workmanship and projects completed on time. Based on the references and subsequent questions to CFF to confirm scope, we can recommend awarding the project to CFF. The original bid documents are being returned to the Village Clerk, and bid bonds which shall be returned to all contractors. Bids were opened on January 15, 2026. Three bids were received: VAD Contractors, Inc - $62,500 Maruti Construction, LLC - $74,110 Sky Rise, Inc, - $117,000 I have called two references for VAD Contractors, Inc., and they both spoke very highly of the company, including having hired VAD for multiple projects, including windows, and wishing VAD would be their low bidder on more projects. Given this response, I recommend awarding the window replacement contract to VAD. Note also, that the Village has a total of $45K+/- from its sustainability grant to apply to this project, leaving a need for gap financing of about $20,000. 1  I NTEROFFI C E MEMORANDUM TO: MAYOR RAND AND TRUSTEES FROM: ANDY STEWART , VILLAGE ADMINISTRATOR SUBJECT: CDBG APPLICATION FOR VILLAGE PROJECT DATE: JANUARY 22, 2026 The Village CDBG committee has convened twice to review options for the next Village CDBG application, and considered a range of projects that would fall within the eligible census tracts and benefit the community. ELIGIBLE CENSUS TRACTS: 1 Of the projects considered, there are two that have the group’s support and appear both feasible and fundable. PROJECT 1 – RE-PAVE AND ENHANCE ARTOPEE/VILLAGE PARKING LOT AND HEZEKIAH EASTER SQUARE The lot serves a wide range of residents and visitors and public transportation. The project would pave the parking lot, Cedar Street with its bus layover zone, and Artopee Way, all of which have badly deteriorated asphalt and some drainage concerns. The project would consider design adjustments to the parking lot that would improve traffic flow without losing parking spaces, and improve aesthetics and landscaping. The project would review options for the Square, such as replacing missing trees and improving aesthetics. 2 PROJECT 2 – SIDEWALK IMPROVEMENTS UPPER AND LOWER HIGH AVE A. N. Franklin/High Ave/Bridge St/Park St – this project would replace the asphalt sidewalk on the east side of N Franklin, wrap around onto High Ave heading east, and fix some badly deteriorated sections and corners by Bridge and Park. B. Polhemus “extension” up towards the apartments/hotel – this project would build a new sidewalk on the east side of Polhemus extension, to connect the apartments to the corner of High Ave where sidewalk into the Village begins. School children would use the new sidewalk to get to the bus stop on High Ave . A. N. FRANKLIN ST/HIGH AVE 3 B. POLHEMUS EXTENSION/HIGH AVE 4 PROJECT 3 – SIDEWALK IMPROVEMENTS ON LIBERTY STREET This project would replace a sinking sidewalk on the west side and repair cracked concrete on the east side. PROJECTS CONSIDERED BUT NOT RECOMMENDED: A. Sidewalk on S. Franklin by community garden. Gardeners have voiced concern over loss of green space. Committee has concerns about burdening Plaza management with further maintenance responsibilities on a property they already donate for the community garden. B. Nyack Housing Authority playground improvements. The NHA has not responded to inquiries by committee members. The Committee will approach the NHA again next year. PROJECTS ALREADY FUNDED (RECENT): 1. Sidewalks - First Ave/Marion/Jefferson – under construction 2. Senior Center roof, windows, doors, HVAC, etc. – in design 3. Sidewalk on Kilby, between Rte 59 and Upper Depew - funded NEXT STEPS: 1.
