Minutes of the Regular Meeting of the Village of Nyack Board of Trustees Held at Village Hall at 7:00 pm on Thursday, May 7, 2026 Present: Joseph Rand, Mayor Pascale Jean-Gilles, Trustee Donna Lightfoot Cooper Joseph Carlin, Trustee Nathalie Riobe-Taylor, Trustee Also Present: Andrew Stewart, Village Administrator Absent: Dennis Michaels, Village Attorney Linda Donnelly, Village Clerk Meeting called to order at 7:05 pm Pledge of Allegiance Mayor’s Introduction • Reported that the Parking Authority met earlier; no major updates. • Offered Mother’s Day wishes to all celebrating and expressed support for those who may find the day difficult. • Announced that the Village has ordered the new six-person electric shuttle (“the Hoppy”); delivery date pending. • Thanked Trustee Carlin for organizing the Keep Rockland Beautiful Cleanup event and the volunteers who participated. • Highlighted upcoming events: o South Nyack Walk Through History o Street Fair – May 17 o Memorial Day Parade – May 25 o African-American Day Parade – June 6 o Firefighter Parade – June 14 o Pride Parade & Festival – June 14 COMMENTS FROM THE VILLAGE BOARD Trustee Carlin – Thanked the volunteers who participated in the Keep Rockland Beautiful Cleanup, noting that about 70 people took part and approximately 40 bags of garbage were collected. Trustee Jean-Gilles – Thanked the Water Department for their work addressing two water main breaks in South Nyack, noting that the situation was handled well and affected residents received Page 1 of 8 water. She added that the boil-water advisory has been lifted and expressed appreciation to Tom and the department staff for their efforts. PRESENTATION NexAmp – Community Solar Promotion Partnership Explained that once a customer receives a credit, it can be purchased back at a fixed discount creating the savings. Standard households receive a 10% discount, while eligible low-income households receive a 20% discount, verified through participation in qualifying social benefit programs. Board requested sample bills. PUBLIC COMMENT Robert Lord – Thank you for Shoreline Path Project; concerned about e-bikes Ari Rosenblum – Antisemitic violence is a growing problem; many Jewish institutions are spending a lot on security; appreciation for Board support. The minutes of the meeting held on 04/23/2026 were accepted as presented. ACTION ITEMS RESOLUTION NO. 2026-85 – ACCEPTING AUDITED VOUCHER SUMMARY The following resolution was offered by Trustee Carlin, seconded by Trustee Riobe-Taylor. WHEREAS, the Audited Voucher Summary was presented to the Nyack Village Board of Trustees at its regularly scheduled meeting of May 7, 2026. RESOLVED, the Board of Trustees of the Village of Nyack sets a public hearing to consider a proposed local law to repeal local laws #2 and #7 to amend Chapter 360-3.2(B)(11)(c) so as to refer and defer to New York State’s preemptive regulations and laws regarding proximity and distances for cannabis dispensaries, to take place at Village Hall on Thursday, May 21, 2026, at 7:30 PM. RESOLVED, the Board of Trustees of the Village of Nyack sets a public hearing to consider a proposed local law to amend Chapter 360 (Zoning) of the Code of the Village of Nyack so as to add provisions regarding adaptive reuse of eligible religious and/or educational buildings and uses, for the purpose of constructing multi-family dwellings, to take place at Village Hall on Thursday, June 11, 2026, at 8:00 PM. RESOLVED, the Board of Trustees of the Village of Nyack authorizes the issuance of a special event permit to the Nyack Parks Conservancy for Tuesday evening concerts in Memorial Park during the month of July 2026. RESOLVED, the Village Treasurer is hereby directed to receive and collect from the several persons named in the Village tax rolls, the several sums stated in the 2026-2027 tax roll opposite their respective names, being a total of $ 4,606,650.42 for the following purpose: FOR THE CURRENT BUDGET: $4,520,940.00 DELINQUENT WATER: $ 84,067.26 PROPERTY MAINTENANCE : $ 1,643.16 BE IT FURTHER RESOLVED, the Village Treasurer is hereby directed to receive and collect such sums without additional charge between the 1st of June and the 1st of July 2026, both inclusive and thereafter collected an additional charge of five (5%) for the first 30 days and one (1%) additional for each 30 days thereafter. RESOLVED, the Board of Trustees of the Village of Nyack approves a park permit application from Pastor Joseph to hold a Haitian Flag Day event at Hezekiah Easter Veterans Square Park, on Monday, May 18, from 4-7 PM, including live music and a food truck. Yes DEPARTMENT REPORTS (based on availability) Orangetown Police Department – Trustee Carlin reported complaints about late-night noise and unsafe behavior near the restaurant at Main and North Mill and said police patrols are needed when it closes around 3 a.m. Village Administrator – Thanked the Friends of the Nyack Library for providing and installing a new mini-library box in the playground to replace the prior one. He noted that volunteers from the Pollinators and Parks will be planting flowers around the 9/11 memorial this weekend. He also highlighted the Water Department and Fletcher Kramer for their long hours repairing recent system failures, and gave updates on multiple infrastructure projects, including sidewalk and ADA work on North Franklin, roof and HVAC upgrades at Village Hall, and curb and trench work on High Avenue. He closed by mentioning a collaboration with Rivertown Films that will feature a village garbage truck decorated with a photo collage of DPW staff. Trustee Lightfoot Cooper – Asked about the status of Nyack Plaza. Administrator Stewart – Much larger project than anticipated but moving forward. Trustee Jean-Gilles – Asked about the rat project. Administrator Stewart – Explained that new rat-bait stations have been installed throughout the downtown area—including Broadway, parts of Main Street, the community garden area, the marina, Village Hall, and the Senior Center. Some stations include motion-sensor technology, and activity levels will be monitored and adjusted as needed. Trustee Carlin – Asked about the NY Forward Grant. Administrator Stewart/Mayor Rand – We should hear next week. Village Clerk – None OLD BUSINESS July 5, 2026 World Cup / FIFA Events Planning Bill Batson reported on ongoing planning with the Chamber for a World Cup–related activation intended to draw visitors and encourage spending in Nyack. The proposed July 5 activities include a “football zone” with family games and fitness events, dance programming on South Broadway, and a food-focused “stroll” highlighting local restaurants. He noted that the goal is to create village-wide participation, promote viewing of the tournament in local establishments, and maintain excitement throughout the World Cup period. Nyack Downtown Security Patrol Report by Platinum Security Parking Authority Workshop Meeting, 6 PM, 05/07/2026 Page 7 of 8  Mayor Rand reported that the Parking Authority approved its budget, which will come to the Village Board for formal approval. He noted the Authority still owes about $700,000 to the general fund and is exploring ways to increase revenue—such as possible scofflaw amnesty and reviewing fine structures—to help pay down the debt. He also thanked Andy and Kyle for negotiating lower credit-card fees, which helped balance the budget.
