Emergency Tenant Protection Act (“ETPA”) Summary Memo from Administrator Stewart: The Booard of Trustees (BOT) has previously discussed the ETPA. The attached fact sheet summarizes the law. The ETPA enables Rockland municipalities to opt into a rent stabilization program administered by the Rockland County Rent Guidelines Board c/o NYS Homes and Community Renewal agency. To be eligible, a community must document a vacancy rate of less than 5%. Buildings built prior to 1976 with six or more apartment units may be included in the program, or a subset thereof.
