Village Board Reorganization Meeting

Minutes of the Reorganization Meeting of the Village of Nyack Board of Trustees held at 7:00 on Thursday, December 9, 2021. Present Dr. Don Hammond Mayor Louise Parker Trustee Donna Lightfoot-Cooper Trustee Marie Lorenzini Trustee Joseph Rand Trustee Also Present: James Slaughter Village Administrator Lise J Chanin Village Clerk Treasurer Walter Sevastian Village Attorney Pledge of Allegiance Action Items: Resolution No. 77 of 2021 A Resolution of the Nyack Village Board to approve the Mayor’s slate of appointments (attached). Mayor Don Hammond noted that there were two spots open, Chairperson for the Architectural Review Board and Acting Justice and both should be filled by January. A motion to approve the Mayor’s Slate of Appointments was offered by Donna Lightfoot Cooper, seconded by Louise Parker. The motion was approved by a vote of 5 yeas to 0 nays. Resolution No. 78 of 2021 Designating the Official Village Newspaper. RESOLVED, that the Rockland Journal News is the Official Village Newspaper. A motion to approve designating that the Rockland Journal News as Official Village Newspaper was offered by Donna Lightfoot Cooper, seconded by Joseph Rand. The motion was approved by a vote of 5yeas and 0 nays. Resolution No. 79 of 2021 Designating official Village Depositories. RESOLVED, that NYCLASS, Key Bank, M&T Bank are hereby designated as Official Village Depositories. A motion to designate NYCLASS, Key Bank, and M&T Bank as Official Depositories was offered by Louise Parker, seconded by Donna Lightfoot Cooper. The motion was approved by a vote of 5 yeas to 0 nays. Resolution No. 80 of 2021 designating locations for official Village postings and meeting dates. RESOLVED, the following locations are designated for official Village postings: Village Hall, Village Meeting Room, Nyack Library. AND BE IT FURTHER RESOLVED that the regularly scheduled meeting schedule for the Village Board, Zoning Board, Planning Board, and Architectural Review Board shall be posted on the Village website and sent to the official Village newspaper. A motion to designate the Official Village Posting Sites was offered by Joseph Rand, seconded by Marie Lorenzini. The motion was approved by a vote of 5 yeas to 0 nays. Resolution No. 81 of 2021 to ratify Procurement and Annual Policies. RESOLVED, that the Village of Nyack Procurement Policy and annual Policies are hereby ratified for Calendar year 2022. A motion to ratify the Village Procurement & Annual Policies was offered by Don Hammond, seconded by Marie Lorenzini. The motion was approved by a vote of 5 yeas to 0 nays. Adjournment A motion to adjourn the Reorganization Meeting of the Village of Nyack was offered by Joseph Rand, seconded by Donna Lightfoot Cooper. The motions was approved by a vote of 5 yeas to 0 nays. SLATE OF APPOINTMENTS FOR FY 2021-2022 BE IT RESOLVED THAT the Mayor’s Slate of Appointments are hereby Approved by the Village Board of Trustees (and that all other appointments shall be held Over until further action):  Louise Parker Deputy Mayor (term through 2022 Re-Organization Meeting).  James Slaughter, Village Administrator (term through 2023 Re-Organization Meeting).  Lise J. Chanin, Village Clerk Treasurer (term through 2023 Re-Organization Meeting).  Patricia M. Evans, Registrar of Vital Statistics (term through 2022 Re-Organization Meeting).  Lise J Chanin Deputy Registrar of Vital Statistics (term through 2022 Re-Organization Meeting).  Walter Sevastian Village Attorney (term through 2022 Re-Organization Meeting). Planning Board:  Peter Klose as Chairperson of the Planning Board for a term until the 2022 Re-Organization Meeting.  Jennifer Knarich as Planning Board Member for a term to expire December 2026.  Matthew Croussouloudis as Planning Board Member for a term to expire December 2022.  Miguel Ortiz-Crane as Planning Board Member for a term to expire December 2024. Zoning Board:  Steve Knowlton Chairperson of the Zoning Board of Appeals for a term until the 2022 Re- Organization Meeting.  Miriam Rubinton as Alternate Member of the Zoning Board of Appeals for a term to expire 2026. ARB:  ___________________ Chairperson of the Architectural Review Board for a term until the 2022 Re-Organization Meeting.  German Lanzetta as Architectural Review Board Member for a term to expire December 2025.  Scott O’Neill as an Architectural Review Board Member for a term to expire December 2026.  Greg Healey as an Architectural Review Board Member for a term to expire December 2023.  Laurie Steinhorst as an Architectural Review Board Member for a term to expire December 2024. OTHERS:  Robert Galvin as Village Planner (term renewed until the 2022 Re-Organization Meeting).  Brooker Engineering as Village Engineering Consultant (contract renewed until the 2022 Re- Organization Meeting).  Acting Justice, _______________ appointed for a term until the 2022 Re-Organization Meeting.
