Roll Call: All council members present. Approval of Minutes: March 31, 2025 Committee of the Whole minutes approved by voice vote. Public Comments: No public comments were offered. 1. Strategic Plan FY27–FY29 Interim City Administrator Grant Litteken presented the updated strategic plan. Council discussion focused on economic development updates, including a suggestion to create a quarterly Economic Development Committee or designate structured update sessions. Staff will review options. Plan will be prepared for formal adoption with minor revisions. 2. Capital Improvement Plan (CIP) Litteken reviewed the five-year CIP, noting years 1–2 contain committed projects and years 3–5 contain long-range items. Key discussion items: • Library projects: Large future capital needs (~$15M per year in FY27–FY28). Funding determinations will come through the Library Board’s upcoming public engagement process. • Department highlights: o Administration: security/camera upgrades, downtown signage, cemetery columbarium expansion. Page 2 of 54  o Community Development: routine vehicle replacements. o EMS: chief vehicle replacement; ambulance replacement planned in three years. o Fire: heavy rescue replacement underway; fire engine replacements planned but may be delayed due to high costs. ▪ New 100–125 ft ladder truck likely needed for Park Place development; cost approx. $2.5M with 3–4 year build time. o IT: UPS replacement for Public Safety Data Center; IT vehicle replacement; ongoing systematic tech replacement cycles. No additional questions were raised. 3. Build O’Fallon Trust Fund Sandy Evans presented the history of the Build O’Fallon Trust Fund. Evans shared the projected amount to be able to allocated in the coming Fiscal Year, and possible projects. Evans asked the Council if they have project ideas, to please send them to her or Grant Litteken. With nothing else to be shared, Mayor Van Hook called to adjourn the meeting. Meeting Adjourned at 7:18 p.m. Page 3 of 54 Agenda Item Summary The Together O'Fallon Engagement Team will present an overview of the community engagement process undertaken over the past year to help inform the future of the O'Fallon Public Library. Made up of community volunteers representing a variety of backgrounds and perspectives, the team was charged with listening to residents, gathering feedback, fostering open dialogue, and ensuring that future planning remained grounded in community priorities. This presentation will summarize the engagement process, highlight the key themes that emerged through workshops, tours, community outreach, and surveys, and conclude with the team's recommendations to the Library Board based on what they heard from the community throughout the process. Attached with the agenda item is a Draft Resolution for the City Council to Consider. It includes proposed language from the O’Fallon Library Board to place an advisory question to the voters of the City of O’Fallon regarding constructing and equipping of a new public library and or the City at the general election to be held on November 3, 2026. The language recommended from the Library Board is as follows: “For purposes of providing quiet areas for adults and children, learning areas for children, multipurpose space for meetings of community groups and organizations, study rooms for all ages, makerspace areas for STEM (science, technology, engineering and math) and arts and crafts projects, flexible areas that can be adapted for future programs, and space for other library programs and classes, shall the City of O’Fallon, St. Clair County, Illinois, construct and equip a new public library? Since the current library opened, the population of O’Fallon has more than doubled. O’Fallon Public Library has saved $5 million to use for construction of a new library thus lowering the overall cost by that amount. This proposal enables the City to issue general obligation bonds in the amount of not to exceed $17,500,000 to help fund the project, with the bonds repaid through an increase in property taxes.” Since the question is advisory in nature, regardless of the voting results, the City Council would still need to authorize the issuance of bonds for the purpose of building a new library at a future City Council Meeting.
