Due to COVID-19, there was NO physical meeting location per WA Proclamation 20-28.

CALL TO ORDER
Mayor Severns called the meeting to order at 6:00 p.m.

EXCUSE ABSENT COUNCILMEMBERS
Mayor Severns noted he had received a voicemail from Councilmember Hizon just prior to the January
5th meeting, indicating she would be unable to attend and asking to be excused. He had not checked
voicemail prior to the meeting. Mayor Severns requested a motion to honor Councilmember Hizon’s
request to be noted as excused from the January 5th meeting.
Motion: Mayor Pro Tem Munns moved to excuse Councilmember Hixon from the January 5th meet-
ing, seconded by Councilmember Servatius, and the motion was approved by a unanimous vote.

3. CITIZEN COMMENT PERIOD
Mayor Severns explained citizens could comment on subjects of interest. Public comment could be
submitted electronically to the City Clerk at jlindsey@oakharbor.org or by calling 360-279-4539 after 5
p.m. on the Friday preceding the meeting and prior to the meeting. To ensure comments are recorded
properly, please state your name clearly when leaving a message. Please limit your comments to three
minutes. No public comment was received for this meeting.
4. CONSENT AGENDA

c. Appointment: Councilmember Woessner to the Joint Advisory Board for Tourism (Island
County Tourism Committee)
d. Resolution 21-03 Amending the Master Fee Schedule
Mayor Pro Tem Munns requested more information regarding item d. Resolution 21-03, Amending the
Master Fee Schedule. Councilmember Servatius agreed with the request for more information. Mayor
Severns removed item d. from the consent agenda. Hearing no objection to items a-c, they were ap-
proved as presented
Mayor Pro Tem Munns gave her respective comments regarding the city sewer system development
charges. City Engineer Bridges and Finance Director Goldman provided additional information
Motion: Councilmember Servatius moved to approve agenda item 4.d. Resolution 21-03, Amending
the Master Fee Schedule, second by Mayor Pro Tem Munns. The motion carried unanimously.
5. MAYOR, COUNCIL & STAFF COMMENTS
a. Mayor
Mayor Severns provided his respective comments and announcements.
AWC Action Days
Mayor Severns noted he and City Administrator Oborn are registered for the Association of Washington
Cities – City Action Days, which will be held virtually on February 10th and 11th. As noted in the Decem-
ber City Administrator’s report, any Councilmember wanting to register should please notify the City
Clerk by January 29th.

Stimulus CARES Funds Update
A report on the use of the CARES funding will be presented at the January 27 Workshop. Mayor Severns
thanked staff in advance for the coordinated effort they are making to provide Council and the public
with this multi-departmental update.
Community Response to COVID-19
City facilities remain open, but we would like to remind the community of the many options to conduct
business and connect with staff virtually. Electronic bill pay, virtual development application meetings,
virtual boards and commissions meetings, and an online comment portal are just a few of the ways the
City has adapted to meet the needs of the community during this pandemic. More details and resources
about the local impact of COVID-19 can be found on the City website, www.oakharbor.org/covid19.
Vaccinations
Vaccination is an important step on the path out of the COVID-19 pandemic. Island County Public
Health, in coordination with the Washington State Department of Health and other partners, continue to
plan for Island County vaccine distribution.
At his press conference yesterday, Governor Inslee announced multiple updates regarding the state’s
response to COVID-19, including a statewide plan for widespread vaccine distribution and administration
to increase the number of Washingtonians vaccinated and establish infrastructure capable of mass vac-
cinations in the coming months.
• Washington is moving into Phase 1B of the Department of Health’s vaccine phases, and
Phase 1B is changing from individuals age 70 and older to individuals age 65 and older. This
change in age threshold aligns with new federal guidance from the CDC and creates eligibility
for nearly 400,000 Washingtonians.
• The Department of Health released a new Phase Finder tool, designed to help Washingtoni-
ans find out if they are eligible for a COVID vaccine now or if not, to sign up to be notified
when they become eligible. Go to: doh.wa.gov and select Vaccine Phase Finder
City staff are monitoring these updates each week and will keep Council apprised of any changes. Mayor
Severns thanked the public, City Council, and staff for working with staff as we continue to follow these
requirements. Please remember to wear masks and maintain physical distance in public spaces.
City of Oak Harbor audit exit conference
The State Auditor’s office will hold an exit interview at 5 p.m. on February 2nd, prior to the regular Council
meeting. The auditors noted the meeting will most likely take only one-half hour. As determined at our
last meeting, Mayor Pro Tem Munns and Councilmembers Servatius and Woessner will attend on behalf
of the Council.
b. Councilmembers
Mayor Pro Tem Munns and Councilmember Servatius inquired when the City will begin to advertise for
and fill positions approved in the biennial budget and provided their respective comments. City Engineer
Bridges and City Administrator Oborn provided additional information.
Motion: Councilmember Servatius moved to include a discussion on our January 27th workshop re-
garding storm water management at the intersection of Scenic Heights and SW 29th Place. The Motion
was seconded by Councilmember Mack.
City Engineer Bridges reported he had met with Operations Manager Steve Beebe today and staff will
be installing a new catch basin at that location next week.

Councilmember Mack retracted his second and Councilmember Servatius retracted his motion.
Motion: Councilmember Servatius moved to include a discussion on our January 27th workshop re-
garding a possible update to our Model Home ordinance. The motion was seconded by Councilmember
Mack. The motion passed unanimously.
Motion: Councilmember Servatius moved to instruct staff to prepare a “Shop Local” Resolution, with a
final draft to be presented no later than our second council meeting in February (February 16th). The
motion was seconded by Councilmember Mack. The motion passed unanimously.
Councilmembers Wasinger thanked Island Drug for their handling of distribution of the COVID-19 Vac-
cine. Councilmember Mack thanked the Oak Harbor Fire Department and Oak Harbor Police Depart-
ment and all their first responders during the recent storm and resulting power outages.
6. PUBLIC HEARINGS & PUBLIC MEETINGS

7. ORDINANCES & RESOLUTIONS
a. Resolution No. 21-04: Establishing the City of Oak Harbor’s 2021 Legislative Priorities
Mayor Severns explained that each year the Council reviews the City’s legislative priorities which are
submitted to our state legislators. He introduced Public Information Officer Sabrina Combs who pre-
sented a draft of City legislative priorities and a flyer created to showcase those priorities. The 2021
Legislative Priorities were presented as follows:
COVID-19 Response
Workforce Housing
Environmental Sustainability
Economic Recovery/Development
Transportation Enhancement
Invest in Local Infrastructure
Support Naval Air Station Whidbey Island
Mayor Severns noted the Council could decide to adopt these legislative priorities as suggested or dis-
cuss any changes to be brought back at the January 27th Workshop.
Mayor Pro Tem Munns and Councilmembers Woessner, Mack, Hizon and Servatius provided their re-
spective questions and comments, and voiced a desire to see this sent to the Association of Washing-
ton Cities and to legislators as soon as possible.
Motion: With discussion concluded, Councilmember Servatius moved to approve Resolution 21-04,
Establishing the City of Oak Harbor’s 2021 Legislative Priorities. The motion was seconded by Coun-
cilmember Wasinger and passed unanimously.
8. CONTRACTS & AGREEMENTS
a. Agreement: Ft. Nugent Electric Flyers – Model Aircraft Activity

City Consulting Attorney Weed provided the background regarding the Agreement, noting the City has
had an Agreement with the group since 2015, but has discovered questions regarding the group’s in-
surance as they are not a registered non-profit, for profit or licenses with the Secretary of State’s of-
fice. Individual members are insured via the Academy of Model Aeronautics. He noted the Council
could opt to
1. Authorize the Mayor to sign the agreement subject to confirmation of insurance of $2 million
and naming the City of Oak Harbor as additionally insured.
2. Postpone subject to their becoming an authority with which to contract.
3. To not authorize the contract at this time.
Councilmembers Wasinger, Mack, Servatius, and Woessner provided their respective questions and
comments.
City Attorney Weed will continue to work with the group on an agreement to bring before Council at a
later date.

Motion: There being no other business, Mayor Severns called for a motion to adjourn. Motion to adjourn
by Councilmember Servatius, seconded by Councilmember Woessner. Motion was approved by a
unanimous vote, therefore the meeting adjourned at 7:17 p.m.
