CALL TO ORDER
Mayor Severns called the meeting to order at 6:00 p.m.

1. APPROVAL OF AGENDA
Mayor Severns noted the City Attorney requested to add an Executive Session to per RCW 42.30.110
(1) (i) to discuss potential litigation with legal counsel. Anticipated duration was ten minutes.
He called for any other suggested changes to the agenda. Hearing none, he requested a motion to ap-
prove the agenda as amended.
Motion: Mayor Pro Tem Munns moved approve the agenda as amended, seconded by Councilmem-
ber Woessner. The vote on the motion carried unanimously.

3. CITIZEN COMMENT PERIOD
Mayor Severns explained citizens could comment on subjects of interest. Public comment could be
submitted electronically to the City Clerk at jlindsey@oakharbor.org or by calling 360-279-4539 after 5
p.m. on the Friday preceding the meeting and prior to the meeting. To ensure comments are recorded
properly, callers are asked to please state their name clearly when leaving a message and limit their
comments to three minutes. No public comment was received for this meeting.

Mayor Pro Tem Munns requested to discuss consent agenda item 4.d. Ordinance No. 1921 – Amending
OHMC Section 1.24.020 related to purpose and designation of appellate bodies. Mayor Severns re-
moved the item from the consent agenda and noted items 4.a. - 4.c. and 4.e.- 4.g were approved as
presented.
Mayor Pro Tem Munns asked her respective questions and comments for clarification regarding the
item. City Consulting Attorney Weed explained the content of the amendment, which will correct what
was essentially a scrivener’s error in the ordinance.
Motion: Hearing no other comments, Mayor Pro Tem moved to approve item 4.d. as presented, se-
conded by Councilmember Wasinger. The motion carried unanimously.

City facilities remain open, although access to certain facilities such as restrooms and staff areas are
restricted. Face masks and maintaining physical distancing are required. There are many options to
conduct business and connect with staff virtually. Electronic bill pay, virtual development application
meetings, virtual boards and commissions meetings, and an online comment portal are a few of the
ways the City has adapted to meet the needs of the community during this pandemic. More details and
resources about the local impact of COVID-19 can be found on the City’s website,
www.oakharbor.org/covid19.
Vaccinations
Vaccination is an important step on the path out of the COVID-19 pandemic. Island County Public
Health, in coordination with the Washington State Department of Health and other partners, continue to
plan for Island County vaccine distribution. There is a link to Island County Public Health’s COVID-19
Vaccination Information page from the City Website and Facebook page. Mayor Severns shared infor-
mation from Island County Public Health regarding the need for appointments and how to schedule one.
Appointments are still in great demand. More vaccine is coming, but it’s not all here yet. The Department
of Health appreciates citizens’ patience and ask that all continue saving lives by practicing the three
W’s: Wear your mask. Watch your distance. Wash your hands. And get tested if you have COVID symp-
toms or have been exposed. City staff is monitoring updates from the Governor’s office each week.
Mayor Severns thanked the public, City Council, and staff for working with staff in continuing to follow
these requirements.
CARES Presentation Update from January 27, 2021 Workshop
Staff reached out to MRSC regarding whether the State of Washington will be extending the deadline
for local governments to use unspent funds on the Coronavirus Relief Fund for Local Governments.
Their response was that there will not be an extension of dollars allocated to local governments. If more
funding is provided to local governments, it will most likely come from future federal funding packages
and will be distributed to local governments through a completely new contract. So far there is no news
on if or when that could happen.
City of Oak Harbor audit exit conference
The State Auditor’s office held their audit exit interview with the City earlier today. The auditors reviewed
the City’s management records and actions and noted no findings. A copy of the audit report will be
provided to Council. Mayor Pro Tem Munns and Councilmembers Servatius and Woessner attended on
behalf of the Council, along with Mayor Severns, City Administrator Oborn and Finance Director Gold-
man, and staff. He voiced appreciation for the fine work by staff that produced a successful audit.
Anonymous Comment from Comment Box
The City received anonymous comments in our City Hall comment box, which Mayor Severns found in
checking the box this morning. He has forwarded the comments to the City Council for their review. He
noted the City welcomes comments from employees and members of the public alike. The comment
box is located in the lobby of City Hall. Comments may be signed or anonymous.

7. ORDINANCES & RESOLUTIONS
a. Ordinance No. 1922: Amending OHMC 5.25.080 entitled “Vehicle Inspection and Mainte-
nance” referring to age of Transportation Network Company Vehicles
City Consulting Attorney Weed provided the background regarding the proposed amendment. The City
currently allows for vehicles used for this purpose to be no more than ten years of age. Research shows
that most municipalities use fifteen years as a maximum age, and this has been bought to the City’s
attention by area providers.
Mayor Severns confirmed no public comment was received.
Mayor Pro Tem Munns provided her respective questions and comments.
Motion: Mayor Pro Tem Munns moved to adopt Ordinance No. 1922 as presented. The motion was
seconded by Councilmember Servatius and passed unanimously.
8. CONTRACTS & AGREEMENTS
a. Professional Services Agreement: Transpo Group to finalize plans at the Pasek Location
for Waterfront Pedestrian Improvements
City Engineer Bridges provided background regarding the proposed Agreement. He explained the
Agreement is necessary to complete the sidewalk realignment design effort at the Pasek Sewer Vault
location.
Mayor Severns confirmed no public comment was received.
Mayor Pro Tem Munns and Councilmembers Servatius and Woessner provided their respective ques-
tions and comments.
Motion: Councilmember Servatius moved to authorize the Mayor to sign the Professional Services
Agreement between the City of Oak Harbor and Transpo Group on the Pasek Sewer Vault Sidewalk
Realignment project. The motion was seconded by Councilmember Woessner and passed unani-
mously.

11. EXECUTIVE SESSION
Mayor Severns announced that the City Council would go into executive session for the purpose of
discussing potential litigation with legal counsel per RCW 42.30.110 (1) (i). Anticipated duration was ten
minutes. He noted Executive Sessions are not open to the public.

The Council entered into Executive Session at 6:40 p.m. The Council came out of the executive session
at 6:50 p.m.
Mayor Severns noted no action would be taken regarding the matter discussed.
ADJOURN
Motion: There being no further business, Mayor Severns called for a motion to adjourn. Mayor Pro Tem
Munns moved to adjourn, seconded by Councilmember Servatius. The motion was approved by a unan-
imous vote, therefore the meeting adjourned at 6:52 p.m.
