Motion: Councilmember Servatius moved to excuse Councilmembers Mack and Goebel, seconded
by Mayor Pro Tem Munns, motion was approved by a unanimous vote.

i. Oak Harbor Garry Oaks Society Pin Presentation – Laura Renninger, President.
Garry Oakes President, Laura Renninger read a letter kicking off the celebration of the Year of the Oak.
Pins depicting a Garry Oak Tree and commemorating the Year of the Oak were provided to the Mayor,
City Council, City staff and City Boards and Commissions members. Mayor Severns thanked Ms. Ren-
ninger and the Garry Oak Society for the pins and for their work in the community.
3. CITIZEN COMMENT PERIOD
Mayor Severns explained citizens could comment on subjects of interest. Public comment could be
submitted electronically to the City Clerk at jlindsey@oakharbor.org or by calling 360-279-4539 after 5
p.m. on the Friday preceding the meeting and prior to the meeting. To ensure comments are recorded
properly, please state your name clearly when leaving a message. Please limit your comments to three
minutes. While not submitted as specific to this evening’s Council meeting, the City did receive the
additional comments since the March 16th Council Meeting. These comments were provided on screen
as part of the meeting record and were forwarded to the City Council.

Mayor Pro Tem Munns requested to pull Item 4.c.: Memorandum of Understanding: City of Oak Harbor
and Whidbey Island Arts Council, 2021
Motion: With no objection to items a., b., d., and e., they were approved as presented.
Mayor Pro Tem Munns provided her respective comments regarding item c. and requested clarification
on whether the funds outlined in the MOU would benefit Oak Harbor students. City Administrator Oborn
confirmed this and noted the professional services agreement that accompanied the MOU provided
details to that affect.

Motion: Mayor Pro Tem Munns moved to approve consent agenda item 4.c., seconded by Coun-
cilmember Servatius. Motion carried unanimously.
5. MAYOR, COUNCIL & STAFF COMMENTS
a. Mayor
Mayor Severns provided his respective comments and announcements.
Community Response to COVID-19
City facilities remain open. They City has many options to conduct business and connect with staff vir-
tually. Electronic bill pay, virtual development application meetings, virtual boards and commissions
meetings, and an online comment portal are just a few of the ways in which the City continues to meet
the needs of the community during this pandemic. More details and resources about the local impact
of COVID-19 can be found on the website, www.oakharbor.org/covid19.
Vaccinations
The Community Guidance from Island County Public Health shows an uptick in cases. For information
on vaccinations, see the link to Island County Public Health’s COVID-19 Vaccination Information page
from our City Website and Facebook page.
Please continue saving lives by practicing the three W’s
•Wear your mask.
•Watch your distance.
•Wash your hands.
And get tested if you have COVID symptoms or have been exposed.
Oak Harbor Fire Department Assists in Vaccine Clinic
Our own Oak Harbor Fire Department recently provided 12 people to assist with vaccinators at a clinic
on March 27th, and at the clinic prior to that, they provided 8 people. On Saturday they served over
1,900 people through the clinic. There were a total of 20 vaccinators on site and at any given time 9 of
those were our fire department personnel. They started at with set-up at 7:00 a.m. and concluded just
after 4:00 p.m.
Assisting for OHFD were: Captains Anderson, Schroer, Anema, and Engle,
Fire Fighters: Holcomb, Fiske J, and Fiske B, Frondozo, Sokia, Greenburg,
Chief Buxton and Chief Merrill. Chief Merrill called it a day well spent helping the community.
City Meetings remain virtual at this time
At the March 16th regular Council Meeting, City Attorney Grant Weed reviewed the legal provisions for
resuming in-person meetings and the requirements for doing so. This would include:
•Allowing only a 25% capacity in Council Chambers,
•Maintaining 6-feet physical distancing,
•Wearing masks, and
•The ability to have the meeting available for public attendance.
Considering the limited capacity of Council Chambers, any in-person meetings having public in attend-
ance or more than minimal staff attendance would have to either be cancelled or moved to another
location. Filming would still be required. Such a move would have to be noticed in advance. With this
considered, at this time virtual meetings will continue until these requirements are no longer needed.
Opportunity Council Relief Funds Available
Great news for our utility customers! The Opportunity Council has COVID relief programs that allow
them to pay or assist in paying water, sewer, and garbage fees for qualifying clients, beginning around
mid-April. Last year the City received 35 payments totaling $23,171.43 from the Opportunity Council, a
private, non-profit community action agency.

Tree City U.S.A.
Oak Harbor has once again been designated a Tree City, U.S.A. for the past year of 202 per a letter we
received from the National Arbor Day Foundation.
City Employment Opportunities

6. PUBLIC HEARINGS & PUBLIC MEETINGS

7. ORDINANCES & RESOLUTIONS
a. Ordinance/Resolution No. 1925 amending OHMC 15.04.140 “Solid Waste Management”
and OHMC 15.04.180 “Yard Waste” relating to Roll Cart Cleaning Charge
Central Services Supervisor Sandra Place presented and provided background regarding the Ordi-
nance. The current ordinance states, “The customer is responsible to keep the container maintained
and serviceable for dumping or hauling…. in a sanitary condition….” Customers have requested new,
clean containers and Solid Waste has been providing cleaning of the containers when a new one that is
serviceable but dirty is requested. This ordinance amendment adds a roll cart cleaning fee to cover the
cost of City staff time in providing this customer service.
Mayor Severns confirmed no public comment received on this item.
Councilmembers Servatius and Wassinger provided their respective questions and comments.
Motion: Councilmember Servatius moved to approve Ordinance No. 1925, amending OHMC 15.04.140
“Solid Waste Management” and OHMC 15.04.180 “Yard Waste” relating to Roll Cart Cleaning Charge
as presented. The motion was seconded by Mayor Pro Tem Munns. The motion passed unanimously.
.b. Resolution 21-13: Amending the Master Fee Schedule
City Consulting Attorney Brett Vinson presented the Resolution, amending the Master Fee Schedule as
it applies to Ordinance No. 1920 relating to Model Homes review fee – OHMC 21.100.040(5), Ordinance
No. 1915 relating to Fireworks Sale Permits – OHMC 5.40.040, Schedule B of the City’s Solid Waste
Division to add the Roll Cart Cleaning Charge – OHMC 15.04.140(5)(c), and Schedule F amended to
include a fee to reserve a City field for a sports season – OHMC 6.12.097(1)(c) and for a special event
per day – OHMC 6.12.097(2)(c). He noted this was essentially a housekeeping resolution to take various
fees from City Code and place them in the Master Fee Schedule.
Mayor Severns confirmed no public comment was received on this item.
Councilmembers Servatius, Hizon and Wasinger provided their respective questions and comments.
Motion: Councilmember Hizon moved to approve Resolution 21-13, amending the Master Fee Sched-
ule, as presented. The motion was seconded by Councilmember Wasinger. The motion passed unani-
mously.

c. Resolution 21-14: Selecting the Master Plan Concept Two, Phase One for the creation of the
Harbor Heights Sports Complex
Communications and IT Manager Sabrina Combs presented the Resolution, explaining it was arrived at
following the recommendation of the Parks Board and the consensus of the City Council at their March
24, 2021 Workshop.
Mayor Severns confirmed one public comment was received on this item and this was displayed on the
screen and forwarded to the Council as part of the meeting record.
Councilmembers Servatius and Wasinger provided their respective questions and comments.
Motion: Councilmember Servatius moved to adopt Resolution 21-14, selecting the Master Plan Con-
cept Two, Phase One for the creation of the Harbor Heights Sports Complex. The motion was seconded
by Councilmember Hizon. The motion passed unanimously.
8. CONTRACTS & AGREEMENTS
a. Oak Harbor School District Lease Agreement for Fort Nugent Park – Extension Amend-
ment
City Administrator Oborn acknowledged the work of City Consulting Attorney Vinson, Central Services
Supervisor Place and Parks Lead Hucke, for providing background for the item, extending the lease
agreement for the use of Fort Nugent Park with the Oak Harbor School District. The west parcel is owned
by the school district and the east parcel by the City.
Mayor Severns confirmed no public comment received on this item.
No councilmembers provided any respective questions and comments.
Motion: Councilmember Wasinger moved to authorize the Mayor to sign the Amendment, extending
the Lease Agreement for the use of Fort Nugent Park with the Oak Harbor School District from May 31,
2021 to February 28, 2023. The motion was seconded by Mayor Pro Tem Munns. The motion passed
unanimously.

10. REPORTS & ITEMS FOR DISCUSSION
a. Transportation Benefit District Annual Report
City Finance Director David Goldman provided the annual report for 2020. He noted the report is re-
quired per City ordinance with revenues gained from a sales tax passed by the voters for improvements
of local streets within the city limits. Director Goldman reviewed TBD funded improvements and showed
upcoming projects for 2021 that were included in the City’s Capital Improvement Plan.

Motion: Motion by Councilmember Servatius to adjourn, second by Councilmember Woessner Motion
was approved by a unanimous vote, therefore the meeting adjourned at 6:55 p.m.
