CALL TO ORDER
Mayor Severns called the meeting to order at 6:00 p.m.

Councilmember Goebel, motion was approved by a unanimous vote.

2. PRESENTATIONS
a. Proclamations -
i. Honoring Veterans Day, November 11th and the September 11th National Day of Ser-
vice and Remembrance commemorating the 20th Anniversary of September 11th,
2001.
Read by Mayor Pro Tem Munns at the request of Mayor Severns and received by Fire Chief Merrill.
Mayor Severns will deliver the Proclamation in person at a ceremony on November 11, 2021.
b. Honors & Recognitions - None.
c. Community Presentations –
i. Whidbey Island Marathon 2021 After-Action Report presented by Jared Loranger,
Fizz Events
Jared Loranger of Fizz Events, who manages the Whidbey Island Marathon, provided the Council with
a PowerPoint presentation on the successful return of the Marathon and the steps taken for additional
COVID-19 protocols and safety. Roughly 1,200 people participated, coming from 31 states and 4 coun-
tries, with 148 people coming from outside of Washington. He noted the Marathon is one of just three
events that sell out hotels up and down the Island annually. Mr. Loranger reviewed the marketing efforts
undertaken in support of the Marathon and thanked the Mayor and Council, City Staff, former Special
Events Coordinator and Administrator Assistant to the City Administrator, Lisa Felix, The Oak Harbor
Police Department, and the Skagit County Sheriff’s Office for their assistance.
ii. Arts Commission Presentation by Mary Himes and Therese Kingsbury
Ms. Mary Himes, the newest member of the Arts Commission presented a letter to the Council on the
Commission’s behalf, thanking the community and the Council for their support and noting the need to
continue to reach out to each other in positive ways, accepting out history and moving forward into the
future. The letter stated the Angel of Creativity sculpture had not been communicated well along the way
and was not meant as a replacement of the former windmill structure. The letter acknowledged rapid
changes in Oak Harbor and how these changes all go through a process.
3. CITIZEN COMMENT PERIOD
Mayor Severns explained citizens could comment on subjects of interest. Public comment could be
submitted via the online webform, electronically to the City Clerk at jlindsey@oakharbor.org or by calling
360-279-4571 after 5 p.m. on the Friday preceding the meeting and prior to the meeting. To ensure
comments are recorded properly, please state your name clearly when leaving a message. Please limit
your comments to three minutes. The City Council received three new public comments and one addi-
tional employee comment since the October 19, 2021 meeting. These were provided to Council and
displayed as part of the meeting record.
Hearing no other comments, the public comment period was closed.

Mayor Severns called for any changes or objections to the consent agenda. Hearing none, the items
were approved as presented.
5. MAYOR, COUNCIL & STAFF COMMENTS
a. Mayor
Mayor Severns provided his respective comments and announcements.
Morale and Communication -
Mayor Severns thanked City staff once again for providing their responses to his request for their
thoughts on morale and communication and encouraged any other staff members who wished to provide
their comments to please do so. Mayor Severns noted all comments were valuable and were being
taken seriously. He reviewed the steps he is taking and will take, enlisting the City Council, to move
forward. Mayor Severn’s remarks can be found in their entirety by viewing the video of this meeting
online.
Veterans Day –
City offices will be closed on Thursday, November 11th in observance of Veterans Day. Garbage pick-
up dates can be found on the City website under “News”.
b. Councilmembers
Councilmembers Mack, Woessner and Mayor Pro Tem Munns provided their respective questions and
comments.
6. PUBLIC HEARINGS & PUBLIC MEETINGS
a. Ordinance No 1932: Mixed Use Standards, Supporting Definitions and Land Use Matrix - .
Associate Planner Lindenburg provided the staff presentation of the Ordinance, representing several
months of work to update and make adjustments to Oak Harbor Municipal Codes 19.21, 19.20 and
19.08, each of which he reviewed for the Council.
Mayor Severns opened the public hearing on Ordinance No. 1932. Three comments were received from
the public via the online form.

All three comments were provided to Council and displayed as part of the meeting record.
Mayor Severns called for any other comments, and hearing none, closed the public hearing.
Mayor Pro Tem Munns, and Councilmembers Woessner, Goebel and Servatius provided their respec-
tive questions and comments.

Motion: Councilmember Woessner moved to adopt Ordinance No. 1932, creating OHMC Section 19.21
“Standards for Mixed Use Development”; certain “permitted Land Use Matrix by Zone District” within
Section 19.20; creating and revising definitions within removing redundant selections from 19.20 super-
seded by the new land use matrix section. Councilmember Goebel seconded the motion, which carried
unanimously.
b. Ordinance No. 1938: CBD Zoning Code –
Associate Planner Lindenburg provided the staff presentation as well, noting changes to the Zoning
Code were approved by the Council on January 5, 2021. As the year progressed, staff found some minor
language changes that were approved but not made. Mr. Lindenburg provided a listing of these for
Council.
Mayor Severns opened the public hearing on Ordinance No. 1938. No comments were received from
the public online. He called for any other public comments and hearing none, closed the public hearing.
Mayor Pro Tem Munns provided her respective questions and comments.
Motion: Councilmember Goebel moved to adopt Ordinance No. 1938, Amending OHMC Sections
19.20.315, 19.20.320, and 19.20.325 “Central Business District” Mayor Pro Tem Munns seconded the
motion, which passed unanimously.
7. ORDINANCES & RESOLUTIONS
a. Resolution 21-29: Non-Represented Employees 2021-2022 Cost of Living Adjustment
(COLA), Health Insurance Cost Share Adjustment, and Addition of Observed Holiday -
Human Resources Manager House provided background information on Oak Harbor Municipal Code
2.34.080 regarding Compensation and reviewed the proposed resolution with the Council. On October
6, 2020, the Council approved Resolution 20-25, which authorized a retro-active COLA for non-repre-
sented employees. The proposed Resolution 21-29 COLA amount is 2% retroactive for 2020 and 2%
effective January 1, 2022, as well as an adjustment to the employee health insurance premium cost
share change from 75%/25% to 80%/20% for dependent and family coverage, effective January 1, 2022.
Also included in the Resolution is the addition of an observed holiday in recognition of Juneteenth be-
ginning in 2022.
Mayor Severns confirmed the City received no public comment on this item.
Mayor Pro Tem Munns provided her respective questions and comments.
Motion: Mayor Pro Tem Munns moved to approve Resolution 21-29 as presented, in accordance with
having met the terms and conditions of Resolution No. 20-25, as approved by Councill on October 6,
2020. Councilmember Goebel seconded the motion, which carried unanimously.
8. CONTRACTS & AGREEMENTS
a. Agreement between the Opportunity Council and the City of Oak Harbor for low-income utility
payment assistance -
Finance Director Goldman reviewed the item for Council, which would help in assisting City utility cus-
tomers. He noted the approval by Council of Resolution 21-26 on October 19, 2021, which authorized

the ability by the Finance Department to set up payment plans for utility balances that were accrued
prior to the expiration date of the prohibitions on disconnections, refusing to reconnect, and charging
late fees contained in the Governor’s Proclamation 20-23.16, as amended, and to mitigate the collection
of late fees and service disconnections. Director Goldman provided the draft Interlocal Agreement withy
the Opportunity Council. Interested customers would contact the Opportunity Council to see if they fur-
ther qualify for funding assistance for their utilities.
Mayor Severns confirmed the City received no public comment on this item.
Councilmembers Goebel and Woessner provided their respective questions and comments.
Motion: Councilmember Woessner moved to authorize the Mayor to sign the Low-Income Home Water
and Wastewater Assistance Program Vendor Agreement with the Opportunity Council. The motion was
seconded by Councilmember Goebel and passed unanimously.

Motion: Motion by Councilmember Servatius to adjourn, seconded by Mayor Pro Tem Munns. Motion
was approved by a unanimous vote, therefore the meeting adjourned at 7:49 p.m.
