Oak Harbor City Council Workshop Meeting Minutes November 17, 2021 CALL TO ORDER Mayor Severns called the meeting to order at 2:00 p.m. Due to COVID-19, There was both a physical meeting location and a virtual meeting per WA Proclamation 20-28. The meeting was viewable live via YouTube at www.youtube.com/cityofoakharbor or could be viewed on Channel 10. Public Comments are not normally included for Council Workshops). Evans Kenyon Disend, PLLC MAYOR a. Preliminary Discussion on Constructing a New Windmill, including preliminary design, location, and solicitation of donations - Workshop Meeting Minutes November 17, 2021 Mayor Severns noted he was bringing this forward for discussion due to a number of inquiries he had received regarding replacement of the windmill. He reviewed that on October 17, 2017, the City Council approved Resolution No. 17-19, which authorized the removal of the Windmill at Windjammer Park and authorized pursuit of a new location. Mayor Severns noted there is an effort to raise donations for reconstructing the Windmill. He requested preliminary discussion from the Council on constructing a new Windmill, including preliminary design, location, and solicitation of donations. Mayor Severns explained that City Archaeologist Gideon Cauffman had some plans as well and would be the point person for the City. He requested that all interested persons communicate with Mr. Cauffman. Councilmembers Woessner and Hizon provided their respective comments and questions. ADMINISTRATION a. Legislative Priorities for 2022 Communications / IT Manager Combs reviewed a draft of City legislative priorities for 2022. She reviewed the Association of Washington Cities 2022 legislative priorities as well as those of Island County and other towns on Whidbey Island. Among the common items were passage of a transportation package and public infrastructure funding. Priorities for the City of Oak Harbor: • Invest in Local Infrastructure • Workforce Housing • Economic Recovery/Development • Support Naval Air Station Whidbey Island • Transportation Enhancements • Environmental Sustainability • Support Public Safety Manager Combs requested the Council email her individually with any feedback by November 23, 2021. Staff will return to the Council at their meeting of December 14, 2021 to provide a final list. Administrator Oborn noted as representative to the Island County Council of Governments on the Council’s behalf, the Support of Public Safety was added, noting commitments from Representatives Paul and Gilday for supporting positive, first responder, and city endorsed modifications to new legislation that impacts the ability of emergency service staff to provide support to the community. Councilmember Woessner provided his respective comments and questions. He noted perhaps the Council should include a list of legislation it felt representatives should not support. PUBLIC WORKS a. Harbor Heights Sports Complex Update Interim Public Works Director Monken provided the Council with an update on the Sports Complex, primarily focusing on access roads. He noted he was aware of the Council’s direction from May of this year to use Gun Club Road. Director Monken reported staff has worked with Island County regarding requirements for using Gun Club Road and found there are issues with right-of-way and with the intersection. Staff did study other road accesses. Director Monken presented road layout models, timeline schedules, detailed cost estimates and a review of impacts and benefits for each of these, including Gun Club Road, NE 16th Avenue/Oak Harbor Road, and NE 16th Avenue/Heller Road. Staff’s recommendation was NE 16th Avenue/Heller Road, which could include a potential Workshop Meeting Minutes November 17, 2021 roundabout option. Councilmember Servatius provided his respective questions and comments, including his preference for access from Gun Club Road. ENGINEERING a. Arts Projects Update City Archaeologist Cauffman provided the Council with background and an update on the projects pending and in progress. He thanked the Arts Commission and City staff for their guidance and work contributions. Projects outlined were: Acorn Sculpture Angel se la Creatividad Sculpture Temple Blue Sculpture Tau Sculpture Meditation Sculpture Gate of Inspiration Sculpture Three Totems Sculpture Garry Oak Tree Sculptures Councilmembers Servatius and Hizon provided their respective comments and questions. ADMINISTRATION a. City Administrator Report City Administrator Oborn noted his appreciation of the great input received from City staff, and especially thanked the Public Works staff, Fire Department, Police Department and Marina for their added workloads during the recent storm events. Administrator Oborn reported he had also conveyed the City’s thanks to Puget Sound Energy. He noted metrics from the City’s Legal Department had been added to the report to show monthly costs. There were no questions or comments from the Council. CITY COUNCIL There were no additional comments from the Council.
