Oak Harbor City Council Regular Meeting Minutes February 1, 2022 Due to COVID-19, there was both a physical meeting location and a virtual meeting per WA Proclamation 20-28. APPROVAL OF AGENDA Mayor Severns called for any changes to the agenda. Hearing none, it was approved as presented. 2. PRESENTATIONS a. Proclamations - None b. Honors & Recognitions i. Small Town America Civic Volunteer Award – Ferd Johns Development Services Director Kuhl presented Mr. Ferd Johns with the award, sponsored by CivicPlus. Director Kuhl nominated Mr. Johns for his service to the community in volunteering his architectural skills Regular Meeting Minutes February 1, 2022 Page 1 of 4 in the planning of Serendipity Lane. downtown design guidelines, and involvement with the Mainstreet Association, as well as other projects. Mr. Johns is a professor emeritus of Architecture. In receiving the award, he noted his pleasure working with Director Kuhl and with Margaret Livermore, Mainstreet Acting Executive Director. Mayor Severns contributed his thanks to Mr. Johns and called for a short break at 6:05 p.m. to allow members of Council to congratulate Mr. Johns on his award. The Council resumed the regular meeting at 6:09 p.m. c. Community Presentations i. Oak Harbor School District – Interim Superintendent Karst Brandsma Oak Harbor School District Interim Superintendent Brandsma provided a presentation regarding dis- trict metrics and the upcoming bond request. He introduced School Board member Lynn Goebel and School District Communications Officer Conor Laffey who were also in attendance. Mayor Pro Tem Munns provided her respective questions and comments. 3. CITIZEN COMMENT PERIOD Mayor Severns explained citizens could comment on subjects of interest. Public comment could be submitted via the online webform, electronically to the City Clerk at jlindsey@oakharbor.org or by calling 360-279-4571 after 5 p.m. on the Friday preceding the meeting and prior to the meeting. To ensure all comments are recorded properly, please state your name clearly when leaving a message. Pease limit comments to three minutes. The City Council received one anonymous employee comment regarding longevity compensation and one public comment regarding signage since the January 18, 2022 meeting. These were provided to Council and displayed during the meeting. Mayor Severns opened the floor for public comment from any audience member present. 1. Mrs. Barbara Armes, of Oak Harbor, addressed the Council regarding an increase in utility rates. Hearing no others, the public comment period was closed. 4. CONSENT AGENDA Consent Items a. Authorizing Sale of Vessel and Storage Shed Contents for Non-payment of Marina Charges b. Approval of Minutes of January 18, 2022 Council Meeting and January 26, 2022 Council Workshop c. Approval of Payroll and Accounts Payable Vouchers Mayor Severns called for any changes to the consent agenda and hearing none, the consent agenda was approved as presented. 5. MAYOR, COUNCIL & STAFF COMMENTS Regular Meeting Minutes February 1, 2022 Page 2 of 4 a. Mayor - Announcements and Upcoming Events – • Local Events: The Oak Harbor Main Street Association will host Fidalgo Friday on February 11th from 11:00 a.m. to 5:00 p.m. Walk, Shop and Dine at your favorite Fidalgo Avenue and Dock Street Mer- chants. • Council Retreat: Administration is tentatively looking at late March for the Council retreat pending confirmation of a facilitator and location. Mayor and staff appreciate the input received from members of Council. Administration has been in touch with several recommended facilitators, some of whom are not doing in-person facilitation at this time. Once a facilitator is selected, decisions can be made regard- ing potential dates based on availability and agenda. • Board and Commissions Openings: When an opening on a City Board or Commission occurs, the Mayor, makes appointment recommendations to the City Council. Staff is putting a policy in place to ensure all openings are managed in the same way. This includes advertisement of openings, nominating individuals, receipt of applications and selection of new members. This is at the least a two-week process prior to the presentation of an appointee to Council. • Pentagon Trip: For many years, the Mayor and Mayor Pro Tem along with one or two Council mem- bers have traveled to Washington D.C. to meet with officials and put forth our legislative priorities. Due to Covid-19, in 2021, the Pentagon did not host visitors and no trip was taken. We have been in frequent contact with the Pentagon to determine whether there will be an opportunity to travel there this year. At this point, Pentagon officials are allowing attendance in smaller proportions due to Covid-19 restrictions. With this is mind, Mayor Severns suggested that he and Mayor Pro Tem Munns attend on behalf of the City. Anacortes Mayor, Matt Miller (former Executive Officer at NASWI) will be attending as well. • Website Update: As approved by the Council, the City will soon be updating its website. Mayor Severns requested a volunteer from Council to work on the team creating the new website. Councilmem- ber Hizon volunteered to participate. i. Councilmember Service Boards and Committees Members of our Council are named to and serve on eight vital boards and committees. Mayor Severns reported his appointees from Council are as follows: • Island Transit Public Transportation Benefit Authority Board of Directors – Mayor Pro Tem Munns • Joint Administration Board (JAB) Tourism – Island County – Councilmembers Woessner with Coun- cilmember Evans as alternate • Northwest Clean Air Agency (NCAA Board of Directors – Councilmember Hizon • ARPA Ad Hoc Committee – City of Oak Harbor – Councilmembers Hizon, Woessner. and Hoffmire (three members of Council serve) • Investment Committee – City of Oak Harbor – Councilmembers Stucky and Evans (two councilmem- bers serve) • Law Enforcement Officer & Firefighter Disability Board (LEOFF) – City of Oak Harbor – Councilmem- bers Hoffmire and Hizon (two councilmembers serve) • Lodging Tax Advisory (LTAC) – City of Oak Harbor – Councilmember Stucky • Park Board – City of Oak Harbor – Councilmember Woessner Mayor Pro Tem Munns provided her respective questions and comments. b. PUBLIC HEARINGS & PUBLIC MEETINGS None. 7. ORDINANCES & RESOLUTIONS None. 8. CONTRACTS & AGREEMENTS None. 9. OTHER ITEMS FOR CONSIDERATION a. Notice of Intention to Commence Proceedings – Eveland and Quintero Annexation Development Services Director Kuhl and Senior Planner Kamak reviewed the annexation request, first provided to Council at the January 26, 2022 Workshop. Planner Kamak outlined the procedures to be taken, the first being acceptance or declination of the annexation request by Council. The requestor’s property is located at 2446 Loreland Lane. Mr. Rory Eveland spoke in support of the request. Mayor Severns confirmed no public comments were received regarding the annexation request. Councilmembers Stucky, Woessner, Hoffmire, Hizon, and Mayor Pro Tem Munns provided their respec- tive comments and questions. Motion: Councilmember Mayor Pro Tem Munns moved to move investigation for future annexation for- ward, seconded by Councilmember Hoffmire. Following further discussion, Mayor Pro Tem Munns added an amendment to the motion to include the words, “for just this property, parcel number S-7685- 00-01011-0, 2446 Loreland Lane, seconded by Councilmember Evans. Mayor Severns called for a vote on the amendment, which carried unanimously. He then called for a vote on the motion as amended, which also carried unanimously. 10. REPORTS & DISCUSSION ITEMS None. 11. EXECUTIVE SESSION None. ADJOURN Motion: Motion by Councilmember Stucky to adjourn, second by Councilmember Hoffmire.
