Evans of Kenyon Disend, PLLC EXCUSE ABSENT COUNCILMEMBERS No members of Council requested to be excused. Councilmember Munns was delayed until 2:12 p.m. 1. FINANCE Mayor Severns welcomed all in attendance for the special meeting. a. Continuation of Public hearing: Ordinance No. 1964 – Setting Property Tax Levies for 2023 Mayor Severns noted the Council had continued this public hearing ordinance to today in order to know the outcome of the November 8th election. The Island County Canvassing Board on November 29th certified that voters approved both the General Obligation Bond and the Fire Services Levy Lid Lift by Special Meeting Minutes November 30, 2022 Page 1 of 2 more than 60%, thus negating the need for this ordinance. As a result, the public hearing on Ordinance No. 1964 was no longer needed, the ordinance was cancelled, and the ordinance number would be reassigned. b. Action: Public Hearing: Ordinance No. 1965: Adopting the Final 2023-2024 Biennial Budget Finance Director Goldman presented the final 2023-2024 Biennial Budget ordinance in this second pub- lic hearing as required by the Revised Code of Washington. He reviewed the prior Council presentations leading up to this final budget public hearing; September 28, 2022, October 26, 2022, November 1, 2022 and November 15, 2022, and provided a summary of the Final 2023-2024 Biennial Budget, totaling just under $251 million. Mayor Severns opened the public hearing. 1. Hal Hovey of Oak Harbor addressed the Council to comment on the Art Commission and the discussion regarding the Creative Arts Fund at the November 15, 2022 Council meeting. Mr. Hovey urged Council to not freeze or discontinue funding and to increase support for those vol- unteering to be on the Arts Commission. Mayor Severns confirmed the City had received no other public comments and closed the public hearing. Councilmember Hoffmire and Mayor Pro Tem Hizon provided their respective questions and comments. Motion: Councilmember Marshall moved to adopt Ordinance No. 1965, encumbering resources, and establishing expenditure authority through the adoption of the City of Oak Harbor 2023-2024 Biennial Budget and wage and salary schedule and plan of classification. Councilmember Munns seconded the motion, which carried unanimously. Mayor Severns and Council thanked Director Goldman and all staff who participated in the development and presentation of the biennial budget. Mayor Severns also thanked the public and the Council for their participation and consideration.
