Oak Harbor City Council Regular Meeting Minutes March 5, 2024 This was both a physical meeting location and a virtual meeting. All Councilmembers were present. 1. APPROVAL OF AGENDA Mayor Wright requested any changes to the agenda. Hearing none, the agenda was approved as pre- sented. 2. PRESENTATIONS a. CITIZEN COMMENT PERIOD Mayor Wright noted citizens may comment on Consent Agenda items or subjects of interest not listed on the agenda at this time and that citizens would have the opportunity to comment on the remaining Agenda items during the meeting as appropriate. Citizens can also visit the City’s website prior to meetings for methods to submit public comment, or contact the City Clerk, Julie Nester by phone or email. When submitting comments, please include your name and address. Public comments sent anonymously will be shared with the Mayor and Council but will not be displayed. The City received no new public comments since the last regular meeting. Mayor Wright opened the floor for public comment on items not on the agenda or items on the consent agenda. Hearing no one with a desire to address the Council, the public comment period was closed. 4. CONSENT AGENDA Consent Items a. Approval of Minutes: City Council Meeting of February 20, 2024 and City Council Workshop of February 28, 2024 b. Approval of Payroll and Accounts Payable Vouchers c. 2023 Hot Mix Asphalt Overlay Project – Final Contract Voucher Certificate. d. Island Senior Resources 2024 Lease Agreement – The Center Kitchen and Modular Building e. Northwest Regional Council Lease Agreement 2024 – Office in Modular Building f. Renewal of Memorandum of Understanding: Island County Department of Emergency Man- agement Mayor Wright called for any changes to the consent agenda. Hearing none, the consent agenda was approved as presented. 5. MAYOR, COUNCIL & STAFF COMMENTS a. Mayor’s Comments Mayor Wright provided the following comments: • Staffing Updates: Research of City ordinances indicates the inclusion of the City Administrator position as an integral role in the organizational structure. In taking this under consideration, Mayor Wright an- nounced he was appointing Sabrina Combs as Interim City Administrator while he and the staff work to further examine the leadership needs of the City over the next several months. Mayor Wright noted his appreciation for Sabrina stepping up to take on this responsibility. • NE 7th Avenue Reconstruction: Advertising for the NE 7th Avenue Project starts tomorrow, with a bid opening scheduled for April 2nd. • Island County Comprehensive Plan Open Houses: Island County thanks all who attended their recent open houses for their Comprehensive Plan update. Starting in March, they are bringing goals and poli- cies from their past Comprehensive Plan forward to the Board of Island County Commissioners and the Planning Commission for review. Land Use Element on March 6 and Housing Element at the Board on March 13 and at the Planning Commission on March 20. Participate in the Land Use Goals & Policies survey on their website to share feedback or attend the meetings in person or via zoom. See their web- site at www.islandcounty2045.com Regular Meeting Minutes March 5, 2024 Page 2 of 4 • Boards & Commissions: The City has a number of volunteer positions to fill on the Planning Commis- sion, Parks and Recreation, Marina Advisory, Arts Commission, Historic Preservation, Civil Service, and Salary Commissions. See the City’s website to apply. • Now Hiring: The City has openings for employment in several areas. See the website for a complete listing and how to apply. • Mayor’s First 100 Days in Office Report: Mayor Wright reported he was continuing to meet with City Departments, greet legislators, and had attended several meetings with Island County last week includ- ing the Island County Council of Governments, Island Regional Transportation Planning Organization, and Island Local Integrating Organization Executive Boards. He also attended the Public Library tour. b. Councilmembers Councilmember Woessner provided his respective comments in regard to filling vacancies on Advisory Boards and Commissions, and whether the City would consider including persons from outside the City limits in the Urban Growth Area (UGA). Interim City Administrator Combs noted she would research recent updates to the bylaws for advisory groups and report back to the Council. 6. PUBLIC HEARINGS & MEETINGS a. Resolution 24-07: 2024-2025 Comprehensive Plan Docket Principal Planner Kamak presented the item and noted the Growth Management Act limits amendments to the comprehensive plan to no more frequently than once a year. He noted the proposed resolution and process was reviewed in depth at the Council’s February 28, 2024 workshop. The City has codified the process to amend the Comprehensive Plan in Oak Harbor Municipal Code Chapter 18.15. The State also requires that all counties and cities conduct a periodic update of its com- prehensive plan and development regulations and sets forth a schedule for such updates. Oak Harbor is required to complete this update by June 30, 2025. The City will continue to progress with items that are currently on the docket such as the Alternate Street Connections, Central Development Area (CDA), and the (CIP). These can move on their own schedule or can be tied into the 2025 Major Update in June. Items that are in consideration for 2024/2025 Comprehensive Plan Docket. • Implementation of the Housing Action Plan (HAP) • Joint Planning and Urban Growth Area. • 2025 Update to the Comprehensive Plan • Capital Improvements Plan Other items: • Central Development Area (CDA) • Alternate Street Connection Plan • Sponsored Amendments - (Land Use Changes). The deadline to file an application is December 1 in accordance with OHMC 18.15.040. No applications were received this year. The City Administration would like to consider making a land use change to the proposed new fire station site. The property is currently designated as High Intensity Residential/Low Intensity Commercial, and the proposed designation is Public Facilities. Since the 2025 Update will consider many changes to the Land Use Map to accommodate changes proposed in the City such as housing allocations and density accommodation, this change can be made during that time. Regular Meeting Minutes March 5, 2024 Page 3 of 4 Mayor Wright opened the public hearing and confirmed no public comments had been received. He requested any additional public comments from those gathered. Hearing no comments, Mayor Wright closed the public hearing and called upon the Council for their questions and comments. There were no questions or comments by the Council. Motion: Mayor Pro Tem Hizon moved to approve Resolution 24-07, adopting the 2024-2025 Compre- hensive Plan Docket. The motion was seconded by Councilmember Hoffmire and passed unanimously. 7. ORDINANCES & RESOLUTIONS None. 8. CONTRACTS & AGREEMENTS None. 9. OTHER ITEMS FOR CONSIDERATION None. 10. REPORTS & DISCUSSION ITEMS None 11. EXECUTIVE SESSION a. Executive Session: Mayor Wright announced that the Council would now move into an executive session per RCW 42.30.110 (1)(b) To consider the selection of a site or the acquisition of real estate by lease or purchase when public knowledge regarding such consideration would cause a likelihood of increased price. He noted the estimated duration of the executive session was 15 minutes and that action might or might not be taken upon return to the open session. Executive sessions are not open to the public. The Council entered into executive session at 6:12 p.m. At 6:27 p.m. the Council announced an extension of the executive session for ten additional minutes to 6:37 p.m. At 6:37 p.m. the Council came out of executive session and resumed the open session of the meeting. Mayor Wright noted no action would be taken regarding the real estate matter discussed. Adjourn Motion: There being no further business, Mayor Wright called for a motion to adjourn. Councilmember Wiegenstein moved to adjourn, seconded by Mayor Pro Tem Hizon.
