CALL TO ORDER
Island County Board of Commissioners Chair Jill Johnson reconvened the Board of Commissioners’
meeting from earlier in the day.
Mayor Wright called the special workshop joint meeting for the City of Oak Harbor to order at 1:00 p.m.

MAYOR
Mayor Wright thanked both City of Oak Harbor and Island County staff for planning today’s meeting, and
Skagit Valley College for hosting. He noted we at the City hope this will be the first of several joint
meetings to review and discuss land use policies and regulations of mutual interest. Both the City and
the County are faced with comprehensive planning updates, including the recently adopted Countywide
Planning Policies. Mayor Wright noted he was looking forward to identifying and discussing our ideas
and challenges for planning, boundaries and zoning, housing allocations, and examining our Interlocal
Agreements.
Mayor Wright noted there were no items for action and public comment will not be taken.

Principal Planner Cac Kamak with consultant Clay White of Kimley-Horn reviewed the City’s Compre-
hensive Plan. This overview included history and land uses and a capacity analysis.

Long-range Planner Emily Neff, reviewed the County’s Comprehensive Plan and Countywide Planning
Policies, including housing allocation challenges and schedules, and urban growth area modifications.
Interim City Administrator Sabrina Combs led an Identification of Ideas & Challenges Activity. Each
elected official provided one idea and one challenge.
An Open Roundtable Discussion of Ideas and Challenges followed, with a distribution of these into cat-
egories by the planning teams of both entities into these areas:
Interlocal Agreement (ILA) ideas and challenges
Planning Documents ideas and challenges
Future/Parking Lot ideas and challenges
A general discussion of all ideas and challenges ensued. Emphases were placed on Housing, Trans-
portation, and communication.
The Commission and Council agreed the meeting was productive and requested each staff determine
and plan for a next joint meeting, September 10, 2024.
ADJOURN
Commissioner Johnson adjourned the Island County Board of Commissioners meeting at 3:53 p.m.
Mayor Wright thanks all for their attendance and adjourned the special workshop at 3:54 p.m.

The City Council may meet informally in workshop sessions (open to the public) to do concentrated strategic
planning, to review forthcoming programs of the City, receive progress reports on current programs or projects, or
receive other similar information from the City Administrator, provided that all discussions and conclusions
thereon shall be informal. Council may elect to make disposition of any item at a workshop meeting when
noticed for action. Public comment is not normally allowed at workshop meetings, although Council may allow,
or request participation.
