Oak Harbor City Council Special Workshop Minutes – Capital Projects Presentation July 31, 2024 This was both a physical meeting location and a virtual meeting. Meeting was viewable live via YouTube at www,youtube.com/cityofoakharbor, on Facebook, and on Cable Channel 10/HD 1090 following the meeting CALL TO ORDER Mayor Wright called the special workshop meeting for the City of Oak Harbor to order at 12:00 p.m. ROLL CALL City Council Present: City Staff Present Mayor Ronnie Wright City Administrator Sabrina Combs Mayor Pro Tem Tara Hizon Deputy City Administrator David Goldman Councilmember Jim Woessner Development Services Director David Kuhl Councilmember Bryan Stucky Public Works Director Steve Schuller Councilmember Shane Hoffmire Parks and Recreation Director Brian Smith Councilmember Eric Marshall City Engineer Alex Warner Councilmember Christopher Wiegenstein Police Chief Tony Slowik Councilmember Barbara Armes Interim Fire Chief Gordon Olson Grants Administrator Wendy Horn Central Services Manager Sandra Place Accountant Heidi Childs Accountant Ashley Ramos Executive Services Coordinator Macalle Finkle City Clerk Julie Nester MAYOR Welcome and Introduction Mayor Wright welcomed the opportunity for the Council to engage with City staff in a productive discus- sion of capital projects for the 2025-2030 cycle. He announced the meeting was open to the public, but public comment would not be taken. Mayor Wright thanked City staff for their time in putting this together. He noted this was a draft budget conversation, and he was looking to Council to provide staff with a better understanding of their priorities as we move through the budget process. None of these things are set in stone, this is the start of the conversation to understand the application of Council’s priorities as they pertain to the budget. The Mayor asked that choices be made today so that he would be able to leverage all resources available within the City and achieve maximum efficiency gains. He observed that priorities need to be realistic and achievable within the budget cycle, so that we are providing tangible deliverables to the community, while also decreasing stress and crisis management for City Staff. Special Workshop Meeting Minutes July 31, 2024 Page 1 of 2 Mayor Wright introduced Deputy City Administrator David Goldman to provide a review of the capital projects along with department directors. Deputy City Administrator David Goldman reviewed the capital project process overview and timeline. Timeline: May through July – Departments develop projects, present to Mayor, Mayor approval. 7/31/24 – Presentation to Council at Special Workshop. August – Incorporate Council feedback into Budget 9/25/24 – Official presentation of Mayor’s Preliminary Budget Proposal to Council. 11/6/24 – Preliminary Public Hearing on Budget. 11/19/24 – Adoption Public Hearing on Budget. He provided definitions for items within the process: BFB – Beginning fund balance, previously allocated funds TBD – Transportation Benefit District Unsecured – Funding has not been set yet, will be reevaluated in the future based on grants received, income from rates, and taxes Secured – Associated with grants, current or future grant funds assured On Hold – Department would like project to remain in consideration, but is not currently moving forward for various reasons Deputy City Administrator Goldman reviewed the 2025 – 2030 Capital Plan six-year summary detailing all City government funds and operating areas and was joined by department directors, staff, the City Administrator, and finance staff in responding to questions from the Council. Councilmembers Stucky, Woessner, Mayor Pro Tem Hizon, and Councilmembers Hoffmire, Marshall, Wiegenstein, and Armes provided their respective questions and comments. Wrap up and Next Steps City Administrator Combs noted as the City moves into the budget process, staff will incorporate Council priorities. Those top Council priorities for 2025-2026 were: Public Involvement Promote/Implement Housing Action Plan Increased Police Engagement Employee Morale/Staffing and Workloads/Equity Roadway Projects Park Maintenance Repair Utility Infrastructure Water Storage and Supply Connecting Downtown and Marina.
