This was both a physical meeting location and a virtual meeting. Meeting was viewable via
YouTube at www.youtube.com/cityofoakharbor, on Facebook,
and on Cable Channel 10/HD 1090 following the meeting.
CALL TO ORDER
Call To Order and Native Lands Acknowledgement - Mayor Wright called the meeting to order at
5:30 p.m. He included the acknowledgement that the meeting was being held on the ancestral lands
of the Coast Salish people and paid respect to those past and present.

EXCUSE ABSENT COUNCILMEMBERS
Mayor Wright greeted all in attendance. He noted Councilmember Armes had asked to be excused.
Motion: Councilmember Marrow moved to excuse Councilmember Armes. Councilmember
Wiegenstein seconded the motion, which passed unanimously.
1. APPROVAL OF AGENDA
Mayor Wright requested any changes to the agenda. Hearing none, the agenda was approved as pre-
sented.

2. PRESENTATIONS
There were no presentations.
3. CITIZEN COMMENT PERIOD
Mayor Wright noted citizens may comment on Consent Agenda items or subjects of interest not listed
on the agenda at this time and that citizens would have the opportunity to comment on the remaining
Agenda items during the meeting as appropriate.
Citizens can also visit the City’s website prior to meetings for methods to submit public comment, or
contact the City Clerk, Julie Nester by phone or email. When submitting comments, please include your
name and address. Public comments sent anonymously or from a non-verifiable address will be shared
with the Mayor and Council but will not be displayed. Comments on public hearing items will be taken
during the public hearings portion of the meeting.
The City received one new public comment since the last regular meeting from Laura and Terry
LeDesky of Oak Harbor regarding the proposed reconfiguration of Flintstone Park. The comment was
displayed.
Mayor Wright asked if there were any members of the public present who wished to speak to any other
items not listed on the agenda or on the consent agenda. He noted the Clerk would call on speakers in
the order in which they signed in to speak. Mayor Wright asked speakers to please step forward to the
microphone and state their name and address, and to please limit comments to three minutes.
Hearing no one with a desire to address the Council, the public comment period was closed.
4. CONSENT AGENDA
Consent Items
a. Approval of Minutes: City Council Meeting of January 21, 2025 and City Council Workshop
of January 28, 2025
b. Approval of Payroll and Accounts Payable Vouchers
c. Fire Station No. 82 AIA Contract
Mayor Wright called for any changes to the consent agenda. Hearing none he called for a motion for
approval.
Motion: Mayor Pro Tem Hizon moved to approve the consent agenda. Councilmember Marrow se-
conded the motion, which passed unanimously.
5. MAYOR & COUNCIL COMMENTS
a. Mayor’s Comments
Mayor Wright provided the following comments:
• Let’s Work Together and Support Each Other Through Change: Mayor Wright observed there is a
lot of uncertainty in our world today. He noted that it is important that we come together as a community,
and he encouraged everyone to focus on credible sources and take the time to research before partic-
ipating in discussions or spreading rumors. Stay informed, stay compassionate, and stay united.
• Community Catch-Up: Mayor Wright was joined by City Administrator Combs and Communications
Officer Aguilar in kicking off our first Community Catch-Up on January 28th at The Center. Oak Harbor
Public Schools presented, along with the Boys and Girls Club and our City Parks and Recreation De-
partment.

• Save the Date: Our next Community Catch-Up will be with I-COM 911 Executive Director Sophia
Kohfield on February 25th at 6:00 p.m. – Location is still to be determined. See our website for updates.
• Thank you to the Main Street Association: For providing fun events that draw folks downtown. The
recent Winter Stroll event was attended by several councilmembers and City Administrator Combs.
• Oak Harbor Parks and Recreation Annual Member Luncheon – Thank you to Recreation Manager
Liz Lange for giving a great presentation at the Annual Member Meeting & Luncheon in conjunction
with the Oak Harbor Senior Center Foundation. The focus is on older adult programs, services and
membership with a goal of enhancing programs for members. Thank you to our entire Parks and Rec-
reation team for all they do for our senior community all year-round.
• Washington State Ferries (WSF) On-Line Meetings: Washington State Ferries would “ferry much”
like to have community members join its next pair of virtual meetings. WSF leaders will answer ques-
tions and provide the latest information on service restoration, building new ferries, electrification of
new boats and the legislative sessions. Participants will need to register before the online meetings
scheduled for noon Wednesday, February 12, and 6 p.m. on Thursday, February 13. See the WSF
website to register.
• The Wright Blend: We had a great group at our first Wright Blend event. Please join us at our next
informal coffee and conversation on Saturday, February 22nd at 10:00 a.m. at Whidbey Coffee on State
Route 20, next to Wendy’s.
• Christmas Tree Recycling: This week is your last chance to get your non-artificial tree outside next
to your yard waste bin for your normal garbage day pick-up. The last day is February 7th.
• We’re Hiring: Check out our website to apply!

There were no comments from the Council.
6. PUBLIC HEARINGS & MEETINGS - None
7. ORDINANCES & RESOLUTIONS
a. Resolution 25-02: Amending the City of Oak Harbor Master Fee Schedule
Deputy City Administrator and Finance Director Goldman reviewed the remaining Schedule G address-
ing Parks & Recreation and Addendum 2 Senior Services, of the Master Fee Schedule. Schedules A-
F and Addendum 1 had been approved at a prior Council meeting and Schedule G and Addendum 2
had been discussed several times. Staff incorporated input received into the Master Fee Schedule.
The amended Master Fee Schedule would:
Incorporate Addendum 2: Senior Services into Schedule G.
Update park facility and field reservations to be by the hour.
Include a staff usage billable rate.
Include annual rates for on-site storage and monthly rates for use of the concession stand.
Update class and activity fees to reference Activity Guide.
Update room rental rates.
Mayor Wright confirmed no public comments had been received on the proposed resolution. He next
invited comments from those present.
1. Rita Cline noted her residence on Taylor Road was outside of the Oak Harbor city limits ques-
tioned whether the schedule regarding the use of the ball fields had been resolved.
Deputy City Administrator Goldman and Parks and Recreation Director Smiith responded to the ques-
tion. Director Smith explained this was a matter of addressing naming conventions for the fields which

did not affect the fee schedule. These will be included in field use agreements and league agreements.
Councilmember Marshall provided his respective questions and comments.
Motion: Councilmember Marshall moved to approve Resolution 25-02: Amending the City of Oak Har-
bor Master Fee Schedule (Schedule G, Parks and Recreation, and Addendum 2, Senior Services.
Councilmember Wiegenstein seconded the motion, which passed unanimously.
b. Resolution 25-04: Supporting the Oak Harbor Public Schools Proposition No. 1 – Renewal
of Educational Programs and Operations Levy
City Administrator Combs noted this resolution was presented for Council consideration at the request
of members of the Council. The Council last approved such a resolution in 2023.
Mayor Wright confirmed no public comments had been received on the proposed resolution. He invited
comments from those present. Hearing none, he turned to the Council for their comments.
Councilmembers Marrow, Woessner, and Mayor Pro Tem Hizon provided their respective questions
and comments.
Motion: Mayor Pro Tem Hizon moved to approve Resolution 25-04: Supporting the Oak Harbor Public
Schools Proposition No. 1 – Renewal of Educational Programs and Operations Levy. Councilmember
Marrow seconded the motion, which passed unanimously.
8. CONTRACTS & AGREEMENTS
a. Lynnwood Jail Interlocal Agreement
Police Captain Barton reviewed the Agreement. He explained that since 2020, the Oak Harbor Police
Department has utilized local county jails in Island and Skagit Counties for overnight in-custody arrests
pending preliminary court appearances. The City’s only contract for overnight and long-term inmate
housing is with the South Correctional Entity (SCORE Jail) in Des Moines, WA. The average roundtrip
time to transport and transfer an inmate to SCORE is about six (6) hours.
Adding additional inmate housing agreements with regional government jail facilities is advantageous
to the City of Oak Harbor, providing flexible housing options when facilities are at or exceed capacity.
This can also reduce transit time between Oak Harbor and the facility. The Police Department budgets
about $435,000.00 for professional jail service contracts, which cover costs for inmate housing, medi-
cal, and associated fees. There is no cost to maintain the Lynnwood Jail Interlocal Agreement. Fees
are paid per use.
Mayor Wright confirmed no public comments had been received and invited anyone present to speak.
Hearing no one, he turned to the Council for their comments.
Mayor Pro Tem Hizon and Councilmembers Woessner and Marrow provided their respective questions
and comments.
Motion: Councilmember Marrow moved to authorize the Mayor to sign the two-year Interlocal Agree-
ment with the City of Lynnwood Jail for jail inmate housing services. Councilmember Marshall se-
conded the motion which passed unanimously.

11. EXECUTIVE SESSION
a. Executive Session per RCW 42.30.110 (1) (b) to consider the selection of a site or the acquisi-
tion of real estate by lease or purchase when public knowledge regarding such consideration would
cause a likelihood of increased price, and per RCW 42.30.110 (1) (i) to discuss with legal counsel
litigation or potential litigation, and per RCW 42.30.110 (1( (f) to receive and evaluate complaints or
charges brought against a public officer or employee.
Mayor Wright noted that at this time the Council would take a short break and then move into an exec-
utive session per RCW 42.30.110 (1) (b) to consider the selection of a site or the acquisition of real
estate by lease or purchase when public knowledge regarding such consideration would cause a like-
lihood of increased price, and per RCW 42.30.110 (1) (i) to discuss with legal counsel litigation or
potential litigation, and per RCW 42.30.110 (1( (f) to receive and evaluate complaints or charges
brought against a public officer or employee. Mayor Wright noted the anticipated duration of the exec-
utive session was 25 minutes and that the City Clerk would announce any extensions by the City Coun-
cil. Mayor Wright explained executive sessions are not open to the public and that action might or might
not be taken upon return to the open session of the meeting.
The Council entered the executive session at 5:55 p.m. for a twenty-five-minute period to 6:20 p.m.
At 6:20 p.m. the Council announced an extension of the executive session for an additional twenty-five
minutes to 6:45 p.m.
At 6:45 p.m. the Council announced another extension of the executive session for five additional
minutes to 6:50 p.m.
At 6:50 p.m. the Council announced an additional extension of the executive session for ten more
minutes to 7:00 p.m.
At 7:00 p.m. the Council announced an additional extension of the executive session for five more
minutes to 7:05 p.m.
At 7:05 p.m. the Council announced an additional extension of the executive session for five more
minutes to 7:10 p.m.
At 7:10 p.m. the Council came out of the executive session and resumed the open session of the
meeting.
Mayor Wright noted no action would be taken at this time regarding the matters discussed.
ADJOURN
There being no further business, Councilmember Marshall moved to adjourn the meeting, seconded
by Councilmember Wiegenstein. The vote on the motion was unanimous, therefore the meeting was
adjourned at 7:10 p.m.
