Mayor Wright called the special meeting to order at 3:00 p.m.

1. PRESENTATIONS
a. Washington State Auditor – Stewardship Award
Washington State Auditor Pat McCarthy addressed those in attendance. She noted that she and the
audit team had come to present the City of Oak Harbor with a Stewardship Award, recognizing the City’s
dedication to accountability and transparency in government. State Auditor McCarthy explained that this
award is given to very few public entities, with only ten being awarded statewide out of 2,817 audits
completed this year. She specifically recognized Deputy City Administrator and Finance Director Gold-
man, Accounting Finance Manager Ramos, and the entire Finance Department for their proactive effort
to monitor the use of public resources and improvements made to their government, and the intentional
steps taken by City staff to improve internal controls and documentation processes that help in the prep-
aration of financial statements. State Auditor McCarthy also cited the City’s positive and professional
working relationship with the State Auditor’s Office.

State Auditor McCarthy presented the stewardship award to Mayor Wright, Deputy City Administrator
and Finance Director Goldman and Accounting Manager Ramos, who managed the audit for the City.
Mayor Wright thanked State Auditor McCarthy and her team for recognizing the City and for traveling to
present the award in person. He acknowledged the dedicated work of all involved in the audit for the
City and for their commitment to accuracy and transparency every day.
Deputy City Administrator and Finance Director Goldman introduced those from the City who were in
attendance that had worked on the audit. State Auditor McCarthy introduced her team as well.
A copy of State Auditor McCarthy’s letter to the City and of the Stewardship Award are attached to these
minutes.

There being no further business, Mayor Wright thanked all for attending and adjourned the special meet-
ing at 3:22 p.m.
