OAK HARBOR CIVIL SERVICE COMMISSION December 15, 2022 MEETING MINUTES (In-Person) In attendance: Commissioner Staff ☒ Sandi Peterson, Chair ☒ Chief Ray Merrill, Fire Chief ☒ Mary Anderson, Commissioner ☐ Chief Kevin Dresker, PD (Absent) ☒ Dana Ledford, Commissioner ☒ Captain Mike Bailey ☒ Liflor Barrera, CS Secretary/Chief Examiner ☒ Emma House, HR Director The meeting was held at the City Hall in the Mayor’s conference room and was called to order at 1:03 P.M. Minutes: • For the minutes from April 21, 2022, the motion to approve the minutes was made by Commissioner Rose, seconded by Commissioner Ledford. OLD BUSINESS: a. Introduced Lana Ledford as the newest member of the Civil Service Commissioners. Commissioner Ledford filled “unexpired position #2” of the three (3) Civil Service Commissioner seats that started on September 8, 2022, and will end on March 1. 2026. NEW BUSINESS: a. Commissioner Mary Anderson announced her name change to Katherine “Kate” Rose. Human Resources: a. Reported the FFs & Pos contract renewal in 2023. Police Department: • Personnel Update: Reported by Capt. Bailey a. Captain Tony Slowik replaced the captain seat left by now retired Bill Wilke. b. Four (4) new police officers finished the Academy. Three (3) are now doing independent patrol and one (1) is currently working on his FTO requirements. c. PO Academy currently has a long waiting list. PO candidate who has been ready since October 2022 is still on the waiting list, with tentative attendance of May 2023. Fire Department • Personnel Update: Chief Ray Merrill a. Citizen passed the General Obligation Bonds & Property Tax Levy at the November 2022 election— geared to help build a new Fire Station, purchase equipment, and increase staffing needs. b. FD is working on Staffing Plan. c. Plan to open two (2) Full-Time FF position in 2023. d. Location of where the new FD will be built is still unknown.
