OAK HARBOR CIVIL SERVICE COMMISSION SE P TE M B E R 2 1 , 20 23 MEETING MINUTES I N A T T E N D A N C E COMMISSIONERS ☒ Sandi Peterson, Chair ☒ Chief Ray Merrill, Fire Chief ☐ Kate Rose, Commissioner (ABSENT) ☐ Chief Kevin Dresker, PD (ABSENT) ☒ Dana Ledford, Commissioner ☒ Captain Tony Slowik ☒ Emma House, HR Director ☒ Liflor Barrera, Chief Examiner The meeting was held at the City Hall in the Mayor’s Conference Room and was called to order at 1:13 P.M. Minutes: • For the minutes from August 17, 2023, the motion to approve the minutes was made by Chair Commissioner Peterson, and seconded by Commissioner Ledford. The minutes was approved as submitted. OLD BUSINESS: - None NEW BUSINESS: A. HUMAN RESOURCES 1. Present the proposed civil service rule related to the Lieutenant promotional examination tenure qualifying criteria. B. POLICE DEPARTMENT (Presented by Capt. Tony Slowik) 1. One PO graduated from the academy and overhire was authorized by the Council. 2. PD need to fill positions #28, 29, & 30th to meet its current department staffing needs. 3. 2 POs retiring in March, and Capt. Bailey is retiring at the end of September 2023. 4. Chief Dresker placed the second person on the Sargeant promotional list on temporary appointment, from October 1, 2023 to January 2023. 5. Sergeant Andreano was assigned to be in-charge of the Records Division, that the division has been lacking for a while. 6. The City Council approved PD’s request to help fund the Skagit County drug task force and was given $21,000, to be dispersed over 3 years. C. FIRE DEPARTMENT 1. Hiring new fire fighters. One Lieutenant, and as needed one FF. 2. Currently in the planning process of hiring one promotional lieutenant. Examination will take place on 11/8/23. Requesting the commissioners to amend Section 7.05 using the proposed language as submitted. The commissioners approved to amend the section as proposed. Commission: No additional items to discuss.
