1. Public Comment:
• Mr. Skubi commented on the marina being closed off for the Holland Happening parade. He
asked the MAC if they would make a formal presentation to the City Council on this issue.
o The MAC asked that this topic be added to the next meeting agenda.
2. Review of the April 4, 2021, Meeting Minutes:

3. 2021 Marina Financial Report with David Goldman, Finance Director City of Oak Harbor -
Discussion
Mr. Hulett introduced the agenda item and Mr. Sublet introduced the City of Oak Harbor
Finance Director, David Goldman.
Mr. Goldman reviewed some of the key items in the revenue and expense reports. He explained
that the 2021 books will not be completed until later this month. He also said that the IDCA is
going to be roughly $185,000 this year.
The MAC discussed the revenue and expenses and asked that the most current reports be emailed
to them as well as answers to the questions asked.

4. Marina Parking Lot - Discussion
Mr. Hulett introduced the parking lot topic and reviewed the previous discussion.
Discussion
The MAC briefly discussed the parking lot and determined that there is not an issue and that the
item should be closed.

Re: 2022 Summer Update
The Marina Advisory Committee has not met since last May. In an effort to inform the Marina Advisory
Committee members of the marina projects and activity for June, July and August, staff has listed the
highlights for discussion at the September meeting.
• Marina Staff:
a. The marina staff did a great job this summer and we are happy to say that we
received numerous compliments on how clean the docks and restroom are.
b. We had three seasonal employees this year and 2 of the will be leaving us on
September 15th and the other will end on September 30th.
• Guest Moorage:
a. Guest moorage was strong and consistent with last year. We are still receiving
reservations for September and October and are on track to have 700 individual
guest boats this year.
• Dredging Project:
a. Staff will be seeking council authorization to award the contract for the feasibility,
planning and permitting of the project in October.
• Launch Ramp Float Repair:
a. All of the repair plans and permits have been acquired. We are now working with
American Construction and hope to have it back in place by the end of the year.
• Marina Business Plan:
a. A business plan is one of the requirements of the Filled Upland Agreement between
the City and DNR. The marina has hired BST Associates to complete a business
plan for the marina.
b. The cost of the business plan is $22,000 and this was budgeted for in the 2022
budget year.
c. The Scope of Work is attached for your review (attachment A).
• 2023/2024 Marina Budget:
a. The 2023/2024 budget preparation for the marina is well underway and we are taking
a very conservative approach. All basic day to day revenue expenses have been
increased by 3% and very few Capital Improvement Projects will be undertaken.
b. The Capital Improvement Projects that have been requested are:

Oak Harbor Marina Business Plan
The scope of work for the business plan includes the following elements:
Analysis/Outreach
Review Marina operations
o Site visit, gather relevant data
Demand assessment
o Define primary, secondary and tertiary markets for the marina based on tenant
addresses.
o Describe fleet trends by length of boat, and by year from 2000 to 2021
For tenants
For key market areas served by the Oak Harbor Marina (residents of
Island County, Skagit County, and other areas).
o Evaluate occupancy patterns (seasonal and annual).
o Define market capture and likely future fleet patterns for the Oak Harbor Marina.
Outreach
o Meet with selected City staff, officials, and stakeholders,
o Survey marina tenants using SurveyMonkey,
o Meet with key marina stakeholders (Advisory Committee, businesses serving the
marina, et al.),
o Conduct SWOT analysis (strengths, weaknesses, opportunities and threats).
Evaluate financial performance
o Historic trends and future projected revenues/expenses,
o Evaluate capital improvement plan,
o Describe sources of funding (bonds, grants etc.),
o Recommendations on improving financial performance and financing needed
improvements:
Evaluate potential opportunities to increase net operating income:
Revenue enhancement (rates, other revenue sources, etc.)
Opportunities to reduce expenses.
Report/Presentation
Prepare draft report:
o Market status and opportunities,
o Operations review,
o Financial performance,
o Recommendations.
Present findings to staff, stakeholders and City Council.
Final report - Revise draft with input from staff and stakeholders
