Public Comment: • Mr. Skubi commented on the marina being closed off for the Holland Happening parade. He again asked the MAC to make a formal presentation to the City Council and why this wasn’t on the agenda as per the May MAC meeting discussion. o The MAC briefly discussed the issue and made a motion to add it to the meeting agenda. 2. Review of the May 05, 2022, Meeting Minutes: • Approved as written 3. Summer Business Recap - Discussion Mr. Hulett introduced the agenda item and Mr. Sublet reviewed the summer business trends, projects and moorage levels. He explained that although not everything had been “tallied” yet he thought that the summer was very similar to the summer of 2021. Action No action was taken 4. MAC Future Agenda Items - Discussion Mr. Hulett introduced the agenda item and Mr. Sublet reviewed the proposed agenda items for the upcoming meeting season. He explained that this was just a proposed list of agenda items and that he would welcome any suggestions for future agenda items Discussion The MAC briefly discussed the list and said that they would suggest agenda items as the need arises. Action No action was taken. 5. Marina Access for Parades and Events (added at the beginning of the meeting) – Discussion Mr. Hulett introduced the agenda item and Mr. Sublet reviewed staff efforts to have the parade staged elsewhere. He explained that he brought it up at the 4th July planning meeting but was not successful in getting the parade stage at another location. Staff then said that they will meet with the new Chamber Director in a month or so to discuss the topic. Marina Advisory Committee Meeting 10.03.2022 Master Page 4 of 13 Discussion The MAC discussed the issue and the fact that the 4th of July is the busiest boating day of the year and how blocking access to the marina is not acceptable. They also discussed making a presentation to the City Council and to the new Chamber of Commerce director. The discussion concluded with Mr. Hulett volunteering to accompany staff to meet with the Chamber Director. Action No action was taken. 6. General Update • Mr. Sublet gave an update on the following: o The launch ramp float o Dredging o Seasonal hires o Dockwa reservations 7. MAC Comments • There were not any comments. 8. Executive Session - per RCW 42.30.110(1) (b) : “(b) To consider the selection of a site or the acquisition of real estate by lease or purchase when public knowledge regarding such consideration would cause a likelihood of increased price;” 9. The City is in the process of interviewing candidates for the new Parks & Recreation Director position and a candidate is expected to be selected and start working for the City by mid to late November. The marina will remain an Enterprise fund and the money from the marina will not go into funding for Parks or The Center. The cost of the new director position is estimated to be around $120,000 per year and will be split between the Marina, Parks and The Center. Staff believes that the formation of this new department will have benefits that will make the Marina a better place. These benefits may include: • A better opportunity for grants, since we can now look for grants under the Parks & Recreation umbrella versus just marinas. • A more dedicated senior manager (Director) that will focus on just three departments instead of the entire City. • More synergy between department’s that do similar work. • Reduced workload for the Harbormaster as the new Director may want to take over some of the Director level tasks that the Harbormaster currently completes. This will enable the Harbormaster to focus on the “day to day” tasks and operations. • Potentially some fresh new ideas for work processes, events and marina improvements. There may also be other potential benefits of creating this new department that may evolve over time. Please contact Chris Sublet at 360.279.4576 if you have any questions.
