City of Oak Harbor February 6, 2023 Marina Advisory Committee 6:00 p.m. Regular Meeting Agenda In Person & Virtual Meeting Roll Call: Mr. K. Hulett __X__ Mr. J. Public Comment: • No public comments. 2. Review of the January 9, 2023, Meeting Minutes: • Approved with an amendment noting that Mr. Jones did not attend the January meeting. 3. Whidbey Summer Classic Regatta Moorage Rate – Informational Update Mr. Hulett introduced the agenda item and Mr. Sublet explained that Mr. Dave Steckman had inquired about receiving the Special Case Moorage Rates as per OHMC 6.36.024, for the Whidbey Summer Classic Regatta and how this may help to grow the event. Mr. Sublet explained that he researched OHMC 6.36.024 determined that it would be appropriate and in the best interest of the marina to offer the Whidbey Summer Classic Regatta the reduced rate. He continued to explain that the reduced rate would be $12.68 each day, for each of the 40’ slips rented. Discussion The MAC discussed the reduced rate and determined that in an effort to grow the event, it did make sense to offer the reduced rate for 2023. They also discussed and determined that moving forward that the reduced rate should not be “automatically” applied each year, but rather discussed to see if it is still appropriate. Action A motion was made to approve the use of the “Special Case Moorage Rates,” as per OHMC 6.36.024 for the Whidbey Summer Classic Regatta. o The motion was 2nd and it passed unanimously. 4. BST Oak Harbor Marina Rate Study Scope Overview – Informational Update Mr. Hulett introduced the agenda item and Mr. Sublet explained that the City had contracted with BST to complete an in-depth rate study for the marina. He also explained the elements and deliverables for the rate study and that the cost of study is $9,000.00. Discussion The MAC discussed the pros and cons of a professional rate study and their concern that if the rates were raised too high, people may leave. They also discussed the different elements of the rate study and our current special pricing and discounts (fuel dock, annual, small boat and winter contracts) and if they are still appropriate. They concluded the discussion by discussing the amount of money that the marina is paying for studies. Action No action was taken. 5. General Update Mr. Sublet provided an update on the following topics. • New marina management software • The dredge feasibility/redevelopment study • Launch ramp float • This is the last meeting with the remote attendance option. Moving forward all of the MAC meetings will be in person. 6. MAC Comments • Mr. Jones said that he went to the boat show and that there were a lot of marinas there and that their booths looked busy. 7. Next regular meeting – March 6, 2023 8. Adjourn
