MOTION: Vice-Chair Jones moved to approve the March 11, 2024 Minutes as submitted, seconded
by Commissioner Hill. Motion carried unanimously.
4. PUBLIC COMMENT: (5:23) No public comments were received electronically and no public comments
were made at the meeting.
5. DISCUSSION/ACTION/PRESENTATION/REPORT ITEMS:
a. Marina Financial Update – Informational. (5:58) Harbormaster Sublet reviewed the 2023
Marina financials with the commission (see attached). Fund 410 revenues, adjustments, and
expenditures were discussed. Vice-Chair Jones and Commissioner Hill asked questions and
Harbormaster Sublet replied. The completed 2023 reports should be available in June and can
be forwarded to the commission for discussion at the August/September MAC meeting.
b. E, F & G Docks Electrical Outage Update – Informational. (35:43) Harbormaster Sublet
presented an update regarding the outage incident of March 16th and his contact with Elite
Electrical (see attached).

6. GENERAL MARINA UPDATE: (49:15) Harbormaster Sublet updated the Commission regarding:
a. All summer help has been hired.
b. Pressure washing.
c. Whaler repair.
d. Minor electrical repairs.
e. Moffatt & Nichol to look at Flintstone Park dock regarding repairs.
f. Fuel dock.
g. Reservations – Weather affects the marina attendance.
h. Concrete work will begin once the weather improves and the electrical issue has been repaired.
i. Reminder: Do not “reply all” on emails. Instead email or meet with Harbormaster Sublet one-on-
one.
7. MARINA ADVISORY COMMISSION COMMENTS: (54:25)
a. Commissioner Skubi was not in attendance at today’s meeting, but submitted an email to
Harbormaster Sublet and Chair Hulett regarding Mariner’s Haven and attached a draft
resolution (See copy attached). This will be added to the next MAC agenda.
b. There was discussion about possibly acquiring unused USN property. This will be added to the
next MAC agenda.
8. DETERMINATION OF FUTURE AGENDA ITEMS: (1:09:15)
a. Discuss Commissioner Skubi’s email regarding Mariner’s Haven.
b. Discuss possible acquisition of USN unused property.
c. Charts/graphs regarding Marina financials.
9. NEXT MEETING: (1:09:56) The next meeting for the Marina Advisory Commission is scheduled for
May 13, 2024. Vice-Chair Jones will not be attending this meeting.
10. ADJOURNMENT: (1:12:15) Vice-Chair Jones moved to adjourn today’s MAC meeting, seconded by
Commissioner Ray. Motion carried unanimously to adjourn today’s MAC meeting at 4:12 p.m.

Re: October 1, 2024, Marina Rate Increase - Discussion
The Marina Advisory Commission (MAC) spent several meetings in 2022 and 2023 discussing and analyzing
the Marina rates and fees. They worked with staff and BST & Associates to draft and review three marina
rate options.
The City Council reviewed the options at the June 28th, August 23rd and September 27th, 2024, Workshops
as well as the October 17th, 2024, City Council meeting. At the October 17, 2024, City Council meeting the
City Council approved resolution 23-21.
“I move to approve Resolution 23-21 amending schedule D (Marina) of the Master Fee Schedule increasing
marina rates to the BST & Associates Oak Harbor Marina rate recommendations on a 3-year rate plan
effective October 1, 2023, 2024, and 2025.”
The first rate increase went into effect on November 1, 2023, and subsequent rate increases will go into
effect on October 1, 2024, and 2025.
At the February 12, 2024, Marina Advisory Commission the MAC asked for this item to be added to the
August MAC meeting agenda.
