CITY OF OAK HARBOR PARK BOARD MEETING MINUTES April 10,2023 This hybrid meeting was hosted from the Mayor’s Conference Room in City Hall and recorded through RingCentral. 1. CALL TO ORDER/ROLL CALL Chair Warner called the meeting to order at 10:30 am Position and Board Member Attendance Position 1 – Carrie Stucky, Vice Chair Present Position 2 – Jana Warner, Chair Present Position 3 – Ronnie Wright Absent Position 4 – Eric Dipzinski Present Position 5 – Vacant Alternate – Tom Jones Present Ex Officio Councilmember Jim Woessner Present (arrived at 10:42 am) CITY STAFF PRESENT: Parks and Recreation Director Brian Smith, Parks Operations Lead Tally Hucke, City Administrator Blaine Oborn, Executive Assistant Macalle Finkle, Communications/IT Manager Sabrina Combs, Senior Legal Assistant Kim Perrine OTHERS PRESENT: Tim Stoker, Rita Klein, Barbara Armes, JR Russell 2. APPROVAL OF AGENDA Vice Chair Stucky MOVED to approve the agenda, SECONDED by Board Member Dipzinski. MOTION CARRIED UNANIMOUSLY. 3. APPROVAL OF THE MINUTES Chair Warner noted that the March meeting minutes were not ready and would be placed on the next month’s agenda. 4. PUBLIC COMMENT PERIOD Tim Stoker, President of North Whidbey Little League, commented that he was interested in learning more about how the Little League and City can best support each other. 5. PRESENTATIONS, REPORTS AND DISCUSSION ITEMS a. Arbor Day Event Planning Director Smith displayed a tentative schedule and overview of events planned for the Arbor Day Celebration to be held on Friday April 28, 2023, at Broad View Elementary. He confirmed that the Arbor Day Proclamation and Tree City USA Recognition would be presented at the April 18 City Council meeting and invited Board Members to attend. b. Angel de la Creatividad sculpture placement recommendation to City Council Director Smith stated members of staff, the City Council, Arts Commission and Park Board met onsite to review placement options for the sculpture in Flintstone Park. He displayed a photo depicting the recommended location, north of the existing parking area and west of the sidewalk intersection. Discussion ensued regarding reconfiguration of the parking area and relocation of the flagpole; several members expressed concern that the flagpole and sculpture would be competing structures. Board Member Dipzinski MOVED to approve the recommended location of the Angel de la Creatividad sculpture in Flintstone Park, SECONDED by Vice Chair Stucky. MOTION CARRIED UNANIMOUSLY. c. 2023 Priorities Director Smith stated that the Board needed to develop its priorities, goals, and action items for the current year. Board Member consensus was to schedule a special work session to work on same. d. Review of Powers and Duties Revisions Executive Assistant Finkle displayed draft amendments to Chapter 2.30 of the Oak Harbor Municipal Code, providing an overview of the changes and noting comprehensive discussion on advisory boards bylaws and code amendments would be presented at a City Council workshop later this year. e. Parks and Recreation Director Report Director Smith advised that a discussion regarding dog leash regulations would be placed on next month’s agenda, and further reported on a potential interim use for the Harbor Heights property, the status of the school district owned pickleball courts, proposed improvements to Smith Park, and upcoming city events. City Administrator Oborn provided an update on the Freund Marsh property, noting that the City was pursuing a grant for the acquisition of additional parcels. Discussion ensued regarding the pickleballs courts with additional input from Tim Stoker, Rita Klein, and Barbara Armes. Board Member Dipzinski MOVED to recommend to City Council that the City abandon the Memorandum of Understanding as it currently exists for the pickleball courts and look at a city- owned property for permanent courts, SECONDED by Board Member Jones. MOTION CARRIED UNANIMOUSLY. 6. MEMBER COMMENTS AND FUTURE AGENDA ITEMS Board Member Jones expressed appreciation for the Oak Harbor Garden Club and their efforts in planting all the daffodils throughout the community. 7. ADJOURN The meeting was adjourned at 11:37 am. 2
