OAKDALE CITY COUNCIL REGULAR MEETING January 14, 2020 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on Tuesday, January 14, 2020, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7 PM. OPEN FORUM a) Volunteer of the Year: Maxine Bethke Mayor Reinke announced that Maxine Bethke was selected as the “Oakdale Volunteer of the Year: 2019” based on her service on the Parks and Recreation Commission, protection of native plants, removal of invasive plants, and significant work in Bethke Park. Mayor Reinke opened up the meeting to the audience at this time. Ray Trombley, 6348 Stillwater Boulevard, shared a concern about noise levels relating to snow removal operations at the First Student Bus Company frequently occurring in the middle of the night. Staff was directed to provide the city’s noise ordinance to the bus company. Mr. Trombley asked that staff contact him after speaking to the bus company. Dustin Rockow, 2172 Grafton Avenue, offered a few suggestions relating to the public hearings set for January 28 for the 2020 street improvements: city to cover all or a portion of the interest rate on unpaid assessment balances and to allow persons to speak at the podium for more than three minutes. He also felt that the wording of the city’s hearing notices gave him the impression that the street project had already been approved. No other comments were heard. CONSENSUS MOTIONS A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE FOLLOWING CONSENSUS MOTIONS: a) Waive reading and adopt Resolution No. 2020-01, Designating the official depositories and investment brokers for the City of Oakdale for calendar year 2020. b) Move the City Council work session and regular meeting from February 25 to February 24 and move the City Council work session and regular meeting from August 11 to August 10. Regular Minutes January 14, 2020 Page Three c) Waive reading and adopt Resolution No. 2020-02, Designating Dan Crews as a regular, full-time employee, effective December 18, 2019. d) Waive reading and adopt Resolution No. 2020-03, Designating Josh Elverum as a regular, full-time employee, effective December 18, 2019. e) Waive reading and adopt Resolution No. 2020-04, Appointing Dylan Elstrom as probationary, full-time Community Services Officer for the Police Department, effective January 15, 2020, at a rate of pay consistent with the existing city pay plan. f) Authorize Interim City Administrator Craig Dawson to sign the Water Efficiency Grant Agreement between Metropolitan Council and the City of Oakdale. g) Waive reading and adopt Ordinance No. 854, Amending Chapter 9 – Licenses and Business Regulations, Article I – Pawnbrokers/Precious Metal Dealers/Secondhand Goods Dealers and approve summary publication. h) Waive reading and adopt Resolution No. 2020-05, Electing to not waive the statutory tort limits relating to the liability coverage provided by the League of Minnesota Cities Insurance Trust. i) Authorize the appropriate city officials to approve an engagement letter with Baker Tilly for Baker Tilly to provide a utility rate study. j) Waive reading and adopt Resolution 2020-07, Concurring with Washington County’s revisions to CSAH 13; and waive the reading and adopt a Resolution 2020-08, Rescinding the MSA designation of Hadley Avenue from TH 120 to TH 36, and designating Hadley Avenue as a MSA route from TH 120 to the north intersection ramp of the TH 36 interchange. 5 AYES. ADVISORY BOARDS AND COMMISSIONS a) Parks and Recreation Commission: Resignation of Commissioner A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG, TO ACCEPT THE RESIGNATION OF JANE KLEIN FROM THE PARKS AND RECREATION COMMISSION, EFFECTIVE JANUARY 14, 2020. 5 AYES. b) Planning Commission: Minutes of September 15, 2019 Regular Minutes January 14, 2020 Page Four The City Council acknowledged receipt of the Planning Commission minutes of September 15, 2019. c) Tree Board: Resignation of Board Member A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER SWEDBERG, TO ACCEPT THE RESIGNATION OF JANE KLEIN FROM THE TREE BOARD, EFFECTIVE JANUARY 14, 2020. 5 AYES. d) Certificates of Appreciation: Jane Klein Mayor Reinke recognized Jane Klein for her years of service on the Economic Development Commission (1994 to 2001), Tree Board (2003 to 2020), and Parks and Recreation Commission (2015 to 2020). PUBLIC WORKS DIRECTOR/CITY ENGINEER Public Works Director/City Engineer Bachmeier provided an overview of the city’s winter parking rules relating to on-street parking and placement of trash and recycling containers. He also noted that there had been seven water main breaks so far this season. In response to a comment from Council Member Swedberg, Public Works Director/City Engineer Bachmeier explained that the stop sign by the Fleet Farm car wash was temporary until the curb and gutter are in place. In response to a question from Council Member Zabel, Public Works Director/City Engineer Bachmeier noted that Street Superintendent Romanik was closely monitoring salt reserves. ADMINISTRATOR’S REPORTS Interim City Administrator Dawson announced that city offices would be closed on January 20 in recognition of Martin Luther King Day. Council Member Swedberg commented on the need for Tree Board members.
