REGULAR MEETING OAKDALE CITY COUNCIL August 25, 2020 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on August 25, 2020, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Paul Reinke Council Members: Jake Ingebrigtson Susan Olson Colleen Swedberg Kevin Zabel Absent: None Also Present: Christina Volkers, City Administrator Jim Thomson, City Attorney Susan Barry, City Clerk Mary Cutrufello, Planning Intern Emily Shively, City Planner Bill Sullivan, Chief of Police Julie Williams, Recreation Superintendent Kevin Wold, Fire Chief PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Workshop, July 14, 2020 Regular Meeting, July 28, 2020 A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE WORKSHOP MINUTES OF JULY 14, 2020, AS PRESENTED. 5 AYES. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG, TO APPROVE THE REGULAR MEETING MINUTES OF JULY 28, 2020, AS PRESENTED. 5 AYES. OPEN FORUM REGULAR MEETING August 25, 2020 Page Two Mayor Reinke opened the meeting up to the audience at this time; no comments were heard. CONSENSUS MOTIONS Council Member Swedberg pointed out a date correction needed for Item C: October 11, instead of October 22. She also asked that items H and I be pulled for discussion. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE FOLLOWING CONSENSUS MOTIONS: a) Waive reading and adopt Resolution 2020-87, Approving the hiring of Shannon Reidlinger as probationary full-time Senior Community Development Specialist for the Community Development Department, effective September 22, 2020, at a rate of pay consistent with the existing pay plan. b) Waive reading and adopt Resolution 2020-88, Approving the hiring of Bahea Manasra as part-time intern in the Administrative Services Department, effective August 31, 2020. c) Approve a temporary variance to Section 19-4(c) of the Noise Ordinance to allow House of Prayer Church, 6039 – 40th Street, to amplify sound on Sundays on September 6, 13, 20, 27, October 4, 11, 18, and 25. d) Waive reading and adopt Resolution 2020-89, Designating Maintenance Worker Jeremy Quinzon as a regular employee of the City of Oakdale, effective August 14, 2020. e) Waive reading and adopt Resolution 2020-90, Accepting the improvements and authorizing final payment to Minger Construction for City Project 2019-02 (Lift Station 13 Improvements) in the amount of $45,459.99. f) Waive reading and adopt Resolution 2020-91, Approving a Conditional Use Permit to allow a second accessory building at 6556 – 53rd Street (Kustrich). g) Waive reading and adopt Resolution 2020-92, Approving a Conditional Use Permit to allow for an accessary apartment at 6457 Upper 48th Street (Esquivel). j) Authorize the appropriate officials entering into a lease agreement between the City of Oakdale and the Ramsey Washington Metro Watershed District allowing the placement of monitoring equipment at Tanners Park. k) Continue to temporarily relax Article XV of Chapter 9 of the City Code, by waiving payment of license fees to December 31, 2020; allowing a business to operate in a City park or parking lot; and allowing a food service business to operate less than 2,000 feet from another food service business. 5 AYES. REGULAR MEETING August 25, 2020 Page Three CONSENSUS ITEMS “H” AND “I” Council Member Swedberg asked for assurances that the requirements relating to brightness and display hours of the electronic message signs requested by Eagle Point School and Taco Johns were addressed with the applicants due to their proximities to residential areas. Planning Intern Cutrufello replied that those and other requirements are spelled out in the resolutions of approval. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG, TO WAIVE READING AND ADOPT RESOLUTION 2020-93, APPROVING A CONDITIONAL USE PERMIT TO ALLOW AN ELECTRONIC MESSAGE SIGN AT 7850 – 15TH STREET (ISD 622 – EAGLE POINT ELEMENTARY SCHOOL), SUBJECT TO CONDITIONS. 5 AYES. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG, TO WAIVE READING AND ADOPT RESOLUTION 2020-94, APPROVING A CONDITIONAL USE PERMIT TO ALLOW AN ELECTRONIC MESSAGE SIGN AT 1010 GERSHWIN AVENUE (TACO JOHN’S), SUBJECT TO CONDITIONS. 5 AYES. ADVISORY BOARDS AND COMMISSIONS a) Planning Commission: Minutes of July 2, 2020 The City Council acknowledged receipt of the Planning Commission meeting minutes of July 2, 2020. ADMINISTRATOR’S REPORTS a) CARES Act Fund City Administrator Volkers discussed the resolution in detail at the work session held earlier. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO WAIVE READING AND ADOPT RESOLUTION 2020-95, ESTABLISHING CARES ACT CORONOVIRUS RELIEF FUND EXPENDITURE PRIORITIES; AUTHORIZING VARIOUS ACTIONS. 5 AYES. COUNCIL PRESENTATIONS REGULAR MEETING August 25, 2020 Page Four a) Events and Reminders Mayor Reinke announced the following: Farmers Market (Wednesdays, 2 to 6 PM, City Hall parking lot). Council Member Swedberg announced the re-opening of Marcus Theater. CLAIMS A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER OLSON, TO APPROVE THE CLAIMS FOR THE PERIOD OF AUGUST 8 TO AUGUST 21 IN THE AMOUNT OF $971,086.10. 5 AYES.
