CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on September 22, 2020, at
Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by
Mayor Paul Reinke at 7 PM.

PLEDGE OF ALLEGIANCE
2021 PRELIMINARY LEVY
City Administrator Volkers provided an overview of the preliminary property tax levy rate for 2021,
that included hiring three full-time firefighters, and recommended that the City Council support the
increase of 3.9 percent as was discussed at the work session held earlier.
In response to a question from Council Member Zabel, City Attorney Thomson noted that the
preliminary property tax levy amount would be attached to the resolution.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON,
TO WAIVE READING AND ADOPT RESOLUTION 2020-101, ADOPTING THE PROPOSED 2021 TAX
LEVY INCREASE OF 3.9 PERCENT, IN THE AMOUNT OF $13,646,019; AND ESTABLISHING THE
TRUTH IN TAXATION HEARING FOR DECEMBER 8, 2020, AT 6 PM.

a) Proclamation: Constitution Week
Mayor Reinke proclaimed September 17 to 23 as “Constitution Week.”
Mayor Reinke opened the meeting to the audience at this time; no comments were brought forth.
CONSENSUS MOTIONS
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
INGEBRIGTSON, TO APPROVE THE FOLLOWING CONSENSUS MOTIONS:
a) Waive reading and adopt Ordinance 861, Amending the Code of Ordinances for the City of
Oakdale, Chapter 9 – Licenses and Business Regulations, Article XV – Mobile Food
Vendors, Section 9-143 – License Requirements to remove the background check
component relating to mobile food vendor applications.
b) Waive reading and adopt Ordinance 862, Amending the Code of Ordinances for the City of
Oakdale to adopt Chapter 14 – Special Events; approve summary publication.
c) Waive reading and adopt Resolution 2020-102, Approving the appointment of persons to
serve as elections judges at the November 3, 2020 General Election.
d) Waive reading and adopt Resolution 2020-103, Approving deferral of special
assessments, without interest, associated with City Project 2020-01 (2020 Street
Reconstruction and Overlay) for the noted properties.

e) Waive reading and adopt Resolution 2020-104, Approving a Conditional Use Permit to
allow for the construction of a shed at 2411 Hynes (Pavel).
f) Approve the issuance/renewal of Massage Therapy Premises Licenses and Massage
Therapy Practitioner Licenses, subject to conditions, as noted.

ADVISORY BOARDS AND COMMISSIONS
a) Parks and Recreation Commission: Appointment(s) to Commission
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
INGEBRIGTSON, TO APPOINT MARK GIANNINI TO THE PARKS AND RECREATION COMMISSION,
TERM TO BEGIN SEPTEMBER 23, 2020, AND EXPIRE JUNE 20, 2021.

TO APPOINT FREDDIE JILES TO THE PARKS AND RECREATION COMMISSION, TERM TO BEGIN
SEPTEMBER 23, 2020, AND EXPIRE JUNE 20, 2023.

b) Parks and Recreation Commission: Tanners Ballfield Improvements
The City Council considered a request from the Oakdale Athletic Association (OAA) to make drain
tile improvements at the Ted Bearth Memorial Ballfield in Tanners Park, per a 2019 agreement
whereby the OAA would be responsible for repairs and upgrades to the field, as approved by the
City Council.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
INGEBRIGTSON, TO AUTHORIZE THE APPROPRIATE CITY OFFICIALS TO ENTER AN AGREEMENT
WITH THE OAKDALE ATHLETIC ASSOCATION FOR DRAIN TILE IMPROVEMENTS AT THE TED
BEARTH MEMORIAL BALLFIELD IN TANNERS PARK, AT A COST OF $7,708.

c) Planning Commission: Minutes of August 6, 2020
The City Council acknowledged receipt of the Planning Commission minutes of August 6, 2020.

City Administrator Volker noted that the East Metro Strong group is discussing transitioning to a
501(3)(c) organization.
COUNCIL PRESENTATIONS
a) Events and Reminders
Mayor Reinke made the following announcements: Farmers Market (September 23 and 30, City
Hall parking lot), Early Voting at City Hall, and the need for election judges.
Council Member Swedberg challenged the rest of the City Council to sign up a team for the “Meals
from the Heart” food packing event at the Discovery Center on October 22.
Mayor Reinke shared that he met with mayors in the area to discuss the potential of establishing
an east metro mayors association.

INGEBRIGTSON, TO APPROVE THE CLAIMS FOR THE PERIOD OF SEPTEMBER 5 TO SEPTEMBER 18
