CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on October 13, 2020, at
Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by
Mayor Paul Reinke at 7 PM.

OPEN FORUM
Mayor Reinke opened the meeting up to the audience at this time; no comments were brought
forth.
CONSENSUS MOTIONS
Council Member Swedberg asked that Item “e” be removed from the consent agenda.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON,
TO APPROVE THE FOLLOWING CONSENSUS MOTIONS:
a) Waive reading and adopt Resolution 2020-105, Designating Patrol Officer Dalton Pavel as
a regular employee of the City of Oakdale, effective September 24, 2020.
b) Waive reading and adopt Resolution 2020-106, Accepting the resignation of Police Officer
Tina Voss, effective September 29, 2020, and authorizing the Police Department to begin
a selection process to fill the vacant licensed position.
c) Waive reading and adopt Resolution 2020-107, Establishing a money purchase retirement
plan; and authorizing the appropriate city officials to enter into the ICMA Retirement
Corporation Government Money Purchase Plan & Trust Adoption Agreement, effective June
29, 2020.
d) Authorize the appropriate city officials to enter into the service agreement with Flaherty
and Hood, P.A. to perform a job classification and compensation study.
f) Waive reading and adopt Resolution 2020-108, Electing to re-enroll in the Local housing
Incentives Account (LHIA) program and adopting the 2021-2030 Affordable and Life-Cycle
Housing Goals.
g) Amend Policy FR-010: Public Improvement Project Financing, Section 11.0: Hardship
deferrals for special assessments, as noted.

CONSENSUS ITEM E: RENTING ICE TIME
In response to an inquiry from Council Member Swedberg, City Administrator Volkers noted that
the city had received requests to consider renting ice time at Eastside Park and Northdale Park
rinks as well as at Walton Park.
A MOTION WAS MADE BY COUNCIL MEMBER SWEDBERG, SECONDED BY COUNCIL MEMBER
ZABEL, TO AMEND POLICY MIS-018, RENTING ICE TIME TO INCLUDE EASTSIDE PARK AND
NORTHDALE PARK; AND WAIVE READING AND ADOPT RESOLUTION 2020-XXX, ESTABLISHING A
FEE OF $40/HOUR TO RENT ICE TIME AT EASTSIDE PARK, NORTHDALE PARK, AND WALTON PARK
BETWEEN THE HOURS OF 8 TO 10 PM, MONDAY THROUGH FRIDAY, 8 AM TO 12 PM ON
WEEKENDS, AND AT OTHER AVAILABLE TIMES.

ADVISORY BOARDS AND COMMISSIONS
a) Tree Board: Minutes of June 2, 2020
The City Council acknowledged receipt of the Tree Board minutes of June 2, 2020.
COMMUNITY DEVELOPMENT
a) Community Development Update
Community Development Director Streetar provided updates on the following:
• COVID Business Recovery Loan Program: City loans issued to five businesses; program to be
extended to April 1, 2021.
• Willowbrooke: Plat approved to develop 208 acre residential site located north of the 4Front
campus, between I-694 and Ideal Avenue, on either side of 40th Street.
• Helmo Station Development: Project proceeding.
• 4Front Campus: Staff met with developer interested in developing their 65 acre site.
• Tanners Lake Redevelopment Site: Letter of interest provided by Windham Hotels.
b) Policy MIS-EPB-027 COVID Recovery Business Loan Program

SWEDBERG, TO AMEND POLICY MIS-EPB-O27: OAKDALE COVID RECOVERY BUSINESS LOAN
PROGRAM TO EXTEND THE PROGRAM FROM SEPTEMBER 30, 2020, TO APRIL 1, 2021.

a) Initiate City Project 2021-01 (2021 Street Reconstruction and Overlay Program)
Public Works Director/City Engineer Bachmeier reviewed his report requesting the initiation of the
2021 street improvement project.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON,
TO WAIVE READING AND ADOPT RESOLUTION 2020-109, INITIATING CITY PROJECT 2020-01
(2021 STREET RECONSTRUCTION AND OVERLAY PROGRAM) AND AUTHORIZING THE
PREPARATION OF A FEASIBILITY REPORT.
Motion Amended:
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON,
TO WAIVE READING AND ADOPT RESOLUTION 2020-109, INITIATING CITY PROJECT 2020-01
(2021 STREET RECONSTRUCTION AND OVERLAY PROGRAM) AND AUTHORIZING THE
PREPARATION OF A FEASIBILITY REPORT, WITH THE ASSUMPTION THAT THIS PROJECT WILL BE
APPROVED IN THE 2021 CAPITAL IMPROVEMENTS PROGRAM.

b) Municipal Support of County State Aid Highway 13 and 14 Phase 2 Improvements
Public Works Director/City Engineer Bachmeier reviewed his report recommending support of the
turn lane alternative at County State Aid Highway 13 and 14 (Ideal Avenue), in lieu of the
roundabout discussed earlier. He noted that the City of Lake Elmo supports turn lanes and added
that turn lanes would reduce Oakdale’s cost share and that staff was in the process of negotiating
with the developers of Willowbrooke to cover Oakdale’s share of the project: $462,000.
Council Member Swedberg noted that a roundabout in that location may need to be revisited at
some point.
Council Member Ingebrigtson recalled that the traffic study completed for Willowbrooke showed
no traffic flow issues at that intersection.
Council Member Zabel noted that the traffic study did not take into consideration development on
the Lake Elmo side of Ideal Avenue came to light. He supported a roundabout at that location as
it is preferred by Washington County and Oakdale.
Andrew Giesen, Washington County, explained that Lake Elmo’s support is needed for the project
to proceed.
Council Member Swedberg noted that Lake Elmo would derive benefit when development occurs.
Mayor Reinke stated that the City of Lake Elmo expressed concerns with the roundabout cost as
well as impacts on property owners and trees in the vicinity.

Council Member Zabel reiterated his support for a roundabout.
Mayor Reinke supported the proposed turn lane design.
Stan Karwoski, Washington County Commissioner, explained that the project was moved up due
to the Willowbrooke project and appreciated the collaboration between the two cities.
A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER
OLSON, TO WAIVE READING AND ADOPT RESOLUTION 2020-110, SUPPORTING THE TURN LANE
ALTERNATIVE AT COUNTY STATE AID HIGHWAY 13 AND 14 AS THE PROJECT PREFERRED
ALTERNATIVE.
4 AYES. 1 NAY – ZABEL.
County Commissioner Karwoski provided updates on the following:
• Highway 36 and Hadley Avenue Interchange: Landscaping completed.
• Highway 36 Transit Study: From Stillwater to Minneapolis initiated; projected to take two years.
• Highway 120 Transit Study: Working with area elected officials; study delayed due to COVID.
• Ideal Avenue/Radio Drive Pedestrian Bridge: Ribbon cutting ceremony held a week ago at
pedestrian bridge over Interstate 94, between Oakdale and Woodbury.
In response to a question from Council Member Ingebrigtson about a timetable for a potential
interchange at Highway 36 and Highway 120, Commissioner Karwoski explained that the project
will be more complicated as there is a federal component and invited residents to contact their
local legislators to share their input.
Council Member Zabel passed along comments about the excellent work being done by the
Washington County election staff during early voting at City Hall.
OTHER STAFF
a) School Resources Officer Agreement
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
INGEBRIGTSON, TO AUTHORIZE THE APPROPRIATE CITY OFFICIALS TO ENTER INTO THE SCHOOL
RESOURCES OFFICER AGREEMENT WITH INDEPENDENT SCHOOL DISTRICT 622 FOR THE 2020-
2021 SCHOOL YEAR.

Council Member Swedberg thanked the Connor Family, vendors at the Oakdale Farmers Market,
for remaining during inclement weather to sell flowers at the final market of the year.
Mayor Reinke announced the following: hours for early voting at City Hall and for voting on
election day as well as the Recreation Department’s upcoming pumpkin carving contest and
flashlight pumpkin hunt events. He also thanked residents for participating in the community
survey.
CLAIMS

INGEBRIGTSON, TO APPROVE THE CLAIMS FOR THE PERIOD OF SEPTEMBER 19 TO OCTOVER 9 IN
THE AMOUNT OF $1,111,019.84.
