REGULAR MEETING OAKDALE CITY COUNCIL September 28, 2021 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on September 28, 2021, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7:02 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Paul Reinke Council Members: Jake Ingebrigtson Susan Olson Colleen Swedberg Kevin Zabel Absent: None Also Present: Christina Volkers, City Administrator Jim Thomson, City Attorney Susan Barry, City Clerk Nick Newton, Police Captain Kevin Wold, Fire Chief Jason Zimmerman, Finance Director PLEDGE OF ALLEGIANCE APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE AGENDA FOR THE MEETING OF AUGUST 24, 2021, WITH THE FOLLOWING MODIFICATIONS: 1. OPEN FORUM: ADDING A PROCLAMATION TO RECOGNIZE CONSTITUTION WEEK. 2. CONSENSUS MOTIONS: AMENDING ITEM A TO SHOW REDUCED COST FOR BALLISTIC PANELS OF $25,280. 3. REMOVING MOTION TO ADJOURN TO A CLOSED SESSION. 5 AYES. PUBLIC HEARING: PANDA MASSAGE – MASSAGE THERAPY PREMISES LICENSE REQUEST Mayor Reinke opening the hearing and invited public comment; no comments were brought forth. Mayor Reinke closed the hearing. REGULAR MEETING September 28, 2021 Page Two A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON, TO APPROVE THE ISSUANCE OF A MASSAGE THERAPY PREMISES LICENSE TO PANDA MASSAGE, 5695 GENEVA AVENUE. 5 AYES. APPROVAL OF MINUTES: Regular Meeting, August 24, 2021 A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON, TO APPROVE THE MINUTES OF THE REGULAR MEETING OF AUGUST 24, 2021, AS PRESENTED. 5 AYES. OPEN FORUM a) Proclamation: Suicide Awareness Month Mayor Reinke proclaimed September as “Suicide Awareness Month.” b) Proclamation: Constitution Week Mayor Reinke proclaimed September 17 to 23 as “Constitution Week.” c) Classification and Compensation Study Results Brandon Fitzsimmons, Flaherty–Hood Shareholder Attorney, and Karina Patino, Flaherty-Hood Legal Analyst, provided an overview of the recently completed Job Classification and Compensation Study for the City of Oakdale. City Administrator Volkers noted that there were a number of steps left in the process, including presenting the plan to the city’s labor groups. Mayor Reinke invited general comments from the public; no comments were brought forth. CONSENSUS MOTIONS A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON, TO APPROVE THE FOLLOWING CONSENSUS MOTIONS: a) Cancel the City Council Work Session and Regular Meeting scheduled for December 28, 2021; however, should an additional meeting be needed before years end, more discussion will be held to determine an appropriate date. REGULAR MEETING September 28, 2021 Page Three b) Authorize the Mayor and City Administrator entering into a three year Tier Two Membership Agreement between the Health and Emergency Response Occupations (HERO) Center and the City of Oakdale, effective January 1, 2022 and ending December 31, 2024, with an option to renew for two additional one-year terms. c) Appoint Will Bucheger as Administrative Intern at a rate of pay of $15 per hour and with an anticipated starting date of August 25, 2021. d) Approve an agreement with MidAmerica Technical & Environmental Services, Inc. for Public Environmental Consulting for the Public Works Facility and authorize the Mayor and City Administrator to sign on behalf of the city. e) Authorize the Mayor and City Administrator to renew the agreement with Sand Creek EAP LLP for employee assistant services, effective September 1, 2021, to August 31, 2022, at a cost of $2,983.50. 5 AYES. ADVISORY BOARDS AND COMMISSION City Council Liaisons to the city’s advisory bodies reported on the following: Parks and Recreation Commission – Council Member Ingebrigtson: Top matter to address electrical issues at Walton Park Ballfield Complex. Planning Commission – Council Member Swedberg: Working on establishing a memorial for Jane Klein. Environmental Management Commission – Council Member Zabel: Discussed electric vehicles. STAFF REPORTS Community Development: Comprehensive Plan Text and Map Amendment and Zoning Ordinance Text and Map Amendment: Greenway Station Bus Rapid Transit Oriented Development (BRTOD) Mayor Reinke announced that the matter would be continued to the October 12 City Council meeting. Jim Alberg, United Rentals, and real estate developer Patrick McGlinn, were present.
