November 9, 2021
CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on November 9, 2021, at
Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by
Mayor Paul Reinke at 7:00 PM.

On a call of roll, the following were present:

PUBLIC HEARING: OUTSTANDING UTILITY, MOWING/WEED REMOVAL, INACTIVE ACCOUNTS
The City Council reviewed a request to certify outstanding utility, mowing/weed removal, and/or
inactive accounts to Washington County for inclusion on property taxes.
Mayor Reinke opened the hearing and invited public comment, no comments were brought forth;
Mayor Reinke closed the hearing.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
SWEDBERG, TO WAIVE READING AND ADOPT RESOLUTION 2021-100, CERTIFYING OUTSTANDING
UTILITY, MOWING/WEED REMOVAL, AND INACTIVE ACCOUNTS TO WASHINGTON COUNTY FOR
INCLUSION ON PROPERTY TAXES.

Laquita Wilson, 7088 – 48th Street, inquired about making payments on her utility bill.
City Administrator Volkers provided Ms. Wilson with contact information for city staff.

CONSENSUS MOTIONS
A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER
SWEDBERG, TO APPROVE THE FOLLOWING CONSENSUS MOTIONS:
a) Authorize the Mayor and City Administrator to sign the 2022-2024 Shared East Metro
Water Resource Education Program Agreement with the Washington Conservation District.
b) Approve the issuance of a Natural Tree license to Blue Ribbon Bait & Tackle LLC to make
natural tree sales at 1985 Geneva Ave N. for the license period of November 10, 2021 to
January 9, 2022.
c) City Council direct staff to register on the National Opioid Settlement website to document
and affirm that the City of Oakdale is a participant in the National Opioid Settlements.
d) Waive reading and adopt Resolution 2021-101, appointing Sean Coffey to Police Sergeant
effective November 10, 2021, at a rate of pay consistent with the existing labor
agreement.

e) Authorize the Mayor and City Administrator to sign the agreement with Satellite Shelters,
Inc. for portable warming houses during winter 2021–2022.
f) Waive reading and adopt Resolution 2021-102. Approving the appointment of Kyle Stasica
as Accountant, effective November 30, 2021.
g) Waive reading and adopt Resolution 2021-103, Approving, executing, and Implementing
the 2022-2024 labor agreement and Memorandums of Understanding between the City of
Oakdale and the International Association of Fire Fighters, Local 5175, for the period of
January 1, 2022 to December 31, 2024.
h) Waive reading and adopt Resolution 2021-104, Approving the Flaherty & Hood Job
Evaluation System, the City of Oakdale’s Position Titles and Job Evaluation Points, Process
for employees to review and be authorized to make decisions, repeal in its entirety
documented components of the City of Oakdale’s base pay structure currently in effect,
City of Oakdale’s Classification and Compensation Plan, City of Oakdale’s Base Pay
Schedules for 2022, 2023, and 2024, and other detailed components as outlined in the
attached Resolution.

ADVISORY BOARDS AND COMMISSIONS
Council Member Swedberg noted that one of the topics discussed by the Planning Commission
was electric vehicle readiness.
ADMINISTRATOR REPORT
City Administrator Volkers thanked the City Council for their support of the classification and
compensation study, results, and approval of the final pay plan.
COUNCIL PRESENTATIONS
Council Member Swedberg shared that she had recently attended a market in Bayport sponsored
by Washington County Master Gardeners.
CLAIMS
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
INGEBRIGTSON, TO APPROVE THE CLAIMS FOR THE PERIOD OF OCTOBER 23 TO NOVEMBER 5 IN
THE AMOUNT OF $1,489,979.31.
