CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on November 23, 2021, at
Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by
Mayor Paul Reinke at 7:00 PM.

Mayor Reinke invited comments from the audience; no comments were brought forth.
CONSENSUS MOTIONS
Council Member Swedberg pulled item E from the Consent Agenda.
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
INGEBRIGTSON, TO APPROVE THE FOLLOWING CONSENSUS MOTIONS:
a) Waive reading and adopt Ordinance 878, Amending Chapter 12 – Motor Vehicles and
Traffic, adding Article 8 – Utility Task Vehicle Operation on Local City Streets; and for the
inaugural permit process to commence January 2022, and for staff to report back on UTV
permits and any related issues in December 2022.
b) Authorize the Mayor and City Administrator to sign and execute a three-year agreement
with Marie Ridgeway Therapy and Consulting Services for calendar year 2022.
c) Waive reading and adopt Resolution 2021-105, Accepting the improvements and
authorizing final payment for City Project 2020-01 (2020 Street Improvements) in the
amount of $124,307.28.
d) Direct staff to purchase two work spaces and miscellaneous furniture items needed from
Interiors by Innovative at an estimated cost of $14,500 - $22,000.
f) Waive reading and adopt Resolution 2021-106, Approving a Premises Permit application
for AMVESTS Post 1 to conduct lawful gambling at Oakdale Burrow, 7053 - 10th Street.
g) Approve the Willowbrooke 4th Addition plat as shown in Exhibit A.
h) Approve the proposed realignment of Helmo Avenue within the Willowbrooke neighborhood
and the loss of the mid-block trail segment shown in the attachment thus modifying
applicable plats.
i) Renew the Pawnbroker Dealer License for Twin City Pawn LLC, dba Twin Cities Pawn, 1021
Geneva Avenue; license to expire November 25, 2022.
j) Waive reading and adopt Resolution 2021-107, Approving the appointment of Andy Gitzlaff
to the position of Community Development Director, effective December 29, 2021.

Council Member Swedberg asked that memorial pavers at the Discovery Center be added to the
policy.
The City Council concurred.

OLSON, TO AMEND POLICY MIS-019 – DONATIONS TO PARKS; MEMORIALS IN PARKS;
INSTALLATION AND MAINTENANCE; ADDING NAMING OF PARKS, FACILITIES, AND EVENTS,
INCLUDING THE ADDITION OF MEMORIAL PAVERS AT THE DISCOVERY CENTER.

CITY ATTORNEY
Mayor Reinke announced that City Attorney Thomson was recognized for outstanding service by
the League of Minnesota Cities.
ADMINISTRATORS UPDATE
No update.
COUNCIL PRESENTATIONS
Council Member Swedberg complimented the Recreation Department on their recent Discovery
Art Fair.
Mayor Reinke shared a Thanksgiving greeting.
CLAIMS
A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER
SWEDBERG, TO APPROVE THE CLAIMS FOR THE PERIOD OF NOVEMBER 6 TO NOVEMBER 19 IN
THE AMOUNT OF $845,142.47.
