REGULAR MEETING MINUTES OAKDALE CITY COUNCIL November 7, 2022 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on November 7, 2022, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7:00 PM. Mayor Furlong read the proclamation and thanked the Mayor and Council for the years of friendships and partnerships. Mayor Reinke thanked Mayor Furlong for the sharing of support over the years. CONSENSUS MOTIONS a) Request that the City Council waive reading and adopt Resolution 2022-116 authorizing the Mayor and City Administrator to enter into an agreement with Mike McPhillips Inc. for a street sweeper rental agreement and approving the associated budget transfer. b) Request that the City Council waive reading and adopt Resolution 2022-117 authorizing the Mayor and City Administrator to enter into the Grant Agreement with the South Washington Watershed District in the amount of $23,044 and approving the appropriate budget adjustment to the Vehicle Equipment Replacement Fund. c) Request that the City Council authorize the Mayor and City Administrator to sign and execute the agreement between Telemetry Process Controls, Inc. and the City of Oakdale for three- year alarm notification and software support for the period of December 7, 2022 – December 7, 2025. d) Request that the City Council authorize the Mayor and City Administrator to sign and execute the agreement with Satellite Shelters, Inc. for two portable warming houses for the 2022- 2023 winter season. e) Request that the City Council authorize the Mayor and City Administrator to sign the agreement between TKDA and the City of Oakdale for a water meter feasibility study. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG TO APPROVE CONSENT AGENDA ITEMS A THROUGH E, AS PRESENTED. 5 AYES ADVISORY BOARDS AND COMMISSIONS Economic Development Commission (met on 11/02/22, Council Liaison Susan Olson) Council Member Olson reported that the BREA (Business Retention Expansion and Attraction) program is going very well. Additionally, the 2023 Work Plan was reviewed and approved. Environmental Management Commission (no meeting, Council Liaison Kevin Zabel) REGULAR MEETING MINUTES NOVEMBER 7, 2022 PAGE THREE Planning Commission (met on 11/03/22, Council Liaison Colleen Swedberg) Council Member Swedberg reported that the Planning Commission reviewed and approved the 2040 Comprehensive Plan amendments; reviewed and approved the Fifth Addition Oakdale Senior Apartments PUD Amendment, Preliminary Plat, and Site Plan; approved the Ordinance Amendment to Chapter 25 – Zoning to include brewpubs, brewery taprooms, and micro-distilleries in certain zoning districts; approved the overall Glenbrook Small Area Plan Study; and reviewed and approved the 2023 EPC Work Plan. Parks and Recreation Commission (no meeting, Council Liaison Jake Ingebrigtson) Tree Board (no meeting, Council Liaison Mayor Reinke) AWARD OF BID None STAFF REPORTS Community Development Willowbrooke Parks Concept Plan and Preliminary Budget Approval a) Request that the City Council approve the following concept plans for each park: • Commons Park - Base Plus Concept • Neighborhood Park West – Base Concept • Neighborhood Park North – Base Concept (elevate the more basic nature-based play equipment with some higher end, more complex pieces of equipment mixed in.) b) Request that the City Council approve an overall preliminary budget of $5,450,000 for the three parks for inclusion in the Capital Improvement Plan. Community Development Director Andy Gitzlaff provided a recap of the October 11, 2022 workshop discussion in which consensus from Council was received on the park concepts to move forward. The next steps were to come back to a Council meeting to ask approval to set an overall budget for the project. The approved budget would be brought back for inclusion in the Capital Improvement Plan (CIP) budget approval scheduled for the December 13, 2022 Council meeting. Mr. Gitzlaff indicated there is a seven percent construction management contract cost and an inflationary factor added to the overall budget. The total cost for the three projects would be $5,450,000. He added that financing options would be discussed as part of the CIP. Lastly, he noted that time is of the essence as the 2023 construction season is fast approaching. Mayor Reinke clarified the purpose of the discussion is to move the project forward into the CIP at which point the staff will come back with finalized designs, pricing, and analysis for final approval by Council on each of the three parks. Mr. Gitzlaff indicated that currently all three parks are at 30% design completion, but if approved, staff would move the Commons Park to 100% design completion. The Commons Park would be the project brought back to Council on December 13, 2022 for final review and approval. REGULAR MEETING MINUTES NOVEMBER 7, 2022 PAGE FOUR Council Member Zabel shared his apprehension to move forward with the concept plans until there is a better understanding on the specifics for financing. He requested that the Council table the items as presented until a financing conversation can take place at the November 22, 2022 workshop meeting. Mayor Reinke stated he would like to move forward with the items as presented to allow staff to continue their work on this project. Council Member Swedberg asked if the project would be negatively impacted if the approval were delayed until the financial discussion could take place at the November 22, 2022 workshop meeting. City Administrator Christina Volkers offered that the Council have the financial discussion at the November 22, 2022 workshop meeting and bring the Commons Park concept plan and preliminary budget approval back to the regular meeting on the same night. Mayor Reinke and Council supported Ms. Volkers’ suggestion. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON TO TABLE THE WILLOWBROOKE PARKS CONCEPT PLAN AND PRELIMINARY BUDGET APPROVAL UNTIL NOVEMBER 22, 2022. 5 AYES CITY ATTORNEY No report ADMINISTRATOR'S REPORT No report COUNCIL PRESENTATIONS Council Member Swedberg thanked Public Works for the designated dumpster in which to discard pumpkins. Mayor Reinke noted the ribbon cutting that was held on Monday, October 31, 2022 to celebrate the opening of County Highway 13/Ideal Ave Phase 2. He announced the Oakdale Indoor Market will take place on Saturday, November 12 and 26, 2022 at the Discovery Center from 9 AM – 1 PM. Also, Oakdale’s 10th Annual Discovery Fair will be held on Saturday, November 19th, 2022 from 10 AM – 3 PM at the Discovery Center. Lastly, he reminded the public that on Election Day, Tuesday, November 8th, 2022, Oakdale voters will see two questions on the ballot to consider a sales tax to help in funding and expanding a police facility and a new public works facility.
