REGULAR MEETING MINUTES OAKDALE CITY COUNCIL March 14, 2023 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on March 14, 2023, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Kevin Zabel at 7:02 PM. No comments were heard. CONSENSUS MOTIONS a) Request that the City Council approve renewal of liquor licenses to businesses, as noted, contingent upon the business being compliant with any/all conditions of each license and passing the required background investigation(s). b) Request that the City Council approve the issuance of a temporary on-sale liquor license to Transfiguration Church for April 15, 2023 at 6133 15th Street North. c) Request that the City Council authorize the Mayor and City Administrator to enter into the mutual aid agreement between the City of Oakdale and the City of Saint Paul. d) Request that the City Council waive reading and adopt Resolution 2023-28, approving the noted changes to the 2023 Fee Schedule. e) Request that the City Council waive reading and adopt Resolution 2023-25, approval of Ordinance No. 896, amending the Code of Ordinances for the City of Oakdale, Chapter 9 – Licenses and Business Regulations. A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER OLSON, TO APPROVE CONSENSUS MOTIONS A, C, D, AND E, AS PRESENTED. 4 AYES ADVISORY BOARDS AND COMMISSIONS Economic Development Commission (3/1/23 meeting cancelled, Council Liaison Olson) Environmental Management Commission (no meeting, Council Liaison Zabel) Planning Commission (met on 3/2/23, Council Liaison Ingebrigtson) Council Member Ingebrigtson reported that Central Bark’s Interim Use Permit renewal was discussed, and that this item will come to Council for a vote at a future meeting. On this note, it was mentioned that staff is looking into an extension for the interim use permit renewal period. Parks and Recreation Commission (no meeting, Council Liaison Morcomb) Tree Board (no meeting, Council Liaison Zabel) AWARD OF BID None STAFF REPORTS None 2 CITY ATTORNEY No report ADMINISTRATOR'S REPORT a) Juneteenth established as a City holiday City Administrator Chris Volkers stated that establishment of Juneteenth as a City holiday in 2023, versus the state-mandated 2024, was discussed in a previous workshop meeting. She noted that the Governor signed the bill into law effective August 1, 2023, making June 19, 2024 a mandatory City closure for city business. She continued saying that the City Council showed support for adding the holiday a year ahead of time, in 2023. A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER MORCOMB TO WAIVE READING AND ADOPT RESOLUTION 2023-19, RECOGNIZING JUNE 19 (JUNETEENTH) AS A CITY HOLIDAY IN WHICH PUBLIC BUSINESS CANNOT BE CONDUCTED. 4 AYES COUNCIL PRESENTATIONS Council Member Morcomb noted that notary services are available to residents at no cost. He welcomed any resident to come down to City Hall during business hours if they need a notary public. Mayor Zabel made announcements about the following: • Spring road restrictions went into effect on March 10, 2023, limiting the weight of vehicles allowed on City streets and county roads. • Metro Transit is hosting a Gold Line BRT Construction Open House on Thursday, March 16, 2023, at Grace of God Lutheran Church (420 Hayward Avenue North) from 5:00 PM – 7:00 PM. • The last Indoor Winter Market is taking place on Saturday, March 18, 2023, at the Discovery Center from 9 AM – 1 PM. • The Indoor Garage Sale is taking place on Saturday, March 25, 2023, at the Discovery Center from 9 AM – 1 PM. • Oakdale is currently accepting applications for a full time Police Officer. The job posting is located on the City’s website. The first review of applications will begin March 20, 2023. • The City is seeking feedback on a playground design for Commons Park, a new City park in the Willowbrooke neighborhood, by asking residents to take a brief survey located on the City’s website. The survey will be open until March 31, 2023. • The Winter Photo Contest Finalists were announced on March 14, 2023. Voting will take place on the City’s Facebook page until March 31, 2023. The top three photos with the most “likes” will receive a small gift.
