REGULAR MEETING MINUTES OAKDALE CITY COUNCIL July 9, 2024 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on July 9, 2024, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Kevin Zabel at 7:00 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Kevin Zabel Council Members: Noah Her Jake Ingebrigtson Andy Morcomb Susan Willenbring Staff Present: Christina Volkers, City Administrator Sara Ludwig, City Clerk Jim Thomson, City Attorney Brian Bachmeier, Consulting City Engineer Andy Gitzlaff, Community Development Director Nick Newton, Police Chief Lori Pulkrabek, Communications Manager Kyle Stasica, Finance Director Others Present: Keith Miller, Outgoing Environmental Management Commissioner PLEDGE OF ALLEGIANCE APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER HER TO APPROVE THE AGENDA AS PRESENTED FOR THE MEETING OF JULY 9, 2024. 5 AYES APPROVAL OF MINUTES: Workshop, June 25, 2024 Regular Meeting, June 25, 2024 A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER MORCOMB TO APPROVE THE WORKSHOP MEETING MINUTES OF JUNE 25, 2024. 5 AYES A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE REGULAR MEETING MINUTES OF JUNE 25, 2024. 1 5 AYES PUBLIC HEARING None OPEN FORUM a) Proclamation: Park and Recreation Month and Park and Recreation Professionals Day Mayor Zabel proclaimed the month of July as “Park and Recreation Month”, and July 19th as “Park and Recreation Professionals Day”. Mayor Zabel thanked the Parks and Recreational staff for the incredible work they do. b) Certificate of Recognition: Environmental Management Commissioner Mayor Zabel thanked Keith Miller for his 20 years of service and presented him with a certificate of recognition. Mr. Miller thanked the Council, both present and past, for their support over the years. Mayor Zabel invited comments from the audience. No comments were heard. CONSENSUS MOTIONS a) Request that the City Council approve the issuance of a temporary on-sale liquor license to Transfiguration Church for their annual Sunday Funday Festival that will take place on August 4, 2024 at their location, 6133 15th Street North. b) Request that the City Council approve the temporary on-sale liquor license, noise variance, and charitable gambling via raffle for Guardian Angels Catholic Church for their annual Fall Festival to be held on the dates of September 13 and 14, 2024 at their location, 8260 4th Street North. The noise variance will be for the hours of 6:30-10:30 PM on Saturday, September 14, 2024. c) Request that the City Council waive reading and adopt Resolution 2024-58, electing to not waive the statutory tort limits relating to the liability coverage provided by the League of Minnesota Cities Insurance Trust. d) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Tim Mehlhorn as full-time probationary Forester/Forestry Maintenance effective July 24, 2024 at a rate of pay consistent with the City base pay schedule, subject to satisfactory completion of background and reference checks. e) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Montana Eineke as full-time probationary Human Resources Generalist effective July 15, 2024 at a rate of pay consistent with the City base pay schedule. f) Request that the City Council appoint Justin Brendon and Katie Lasch to the Environmental Management Commission to fill two vacancies for the period of July 10, 2024 to June 30, 2027. 2 g) Request that the City Council waive reading and adopt Resolution 2024-57, approving the appointment of election judges for the Primary Election being held August 13, 2024. h) Request that the City Council approve issuance of a 2024 Solid Waste Hauler License (Roll-Off Service) to Anderson’s Dumpster Box Service for the current term which expires on March 31, 2025. A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER HER TO APPROVE CONSENSUS MOTIONS A-H, AS PRESENTED. 5 AYES ADVISORY BOARDS AND COMMISSIONS Economic Development Commission (no meeting, Council Liaison Her) Environmental Management Commission (no meeting, Council Liaison Zabel) Planning Commission (no meeting, Council Liaison Ingebrigtson) Parks and Recreation Commission (no meeting, Council Liaison Morcomb) Tree Board (no meeting, Council Liaison Willenbring) AWARD OF BID None STAFF REPORTS None CITY ATTORNEY No report ADMINISTRATOR'S REPORT No report COUNCIL PRESENTATIONS Mayor Zabel made announcements about the following. • Oakdale’s Summer Concert Series begins Wednesday, July 10th at 7 PM at the Walton Park Bandshell with big band jazz from The Capri Big Band. Wednesday, July 17th, there will be live music by Rare Form. • The Oakdale Police and Fire Departments are having their second-annual Ladders and Squads event this Thursday, July 11th from 5 to 7:30 PM in the City Hall parking lot. • The next Pop-Up Splash Pad is this Saturday, July 13th from 12 PM to 1:30 PM at Eastside Park, 1744 Helmo Avenue N. • The first Movie in the Park this summer will be “Barbie” on Friday, July 19th at the Walton Park Bandshell at dusk. 3 • Night to Unite is Tuesday, August 6th. Register on the City’s website, www.oakdalemn.gov by Friday, July 26th.
