CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on July 23, 2024 at Oakdale City Hall,
1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Mayor Kevin Zabel
at 6:59 PM.

PUBLIC HEARING
a) Proposed Property Tax Abatements for the Purpose of Issuing Tax Abatement Bonds to Finance
Certain Public Improvements
Finance Director Kyle Stasica explained that the proposed property tax abatement is for the
purpose of issuing tax abatement bonds to finance public improvements at the Springs at
Willowbrooke. The four projects include the Willowbrooke Commons Park, Willowbrooke Trails,
Willowbrooke Open Space, and Willowbrooke Neighborhood West Parking Area.
Mayor Zabel opened the public hearing and welcomed comments from the audience. No
comments were heard. Mayor Zabel closed the public hearing.

WAIVE READING AND ADOPT RESOLUTION 2024-63, APPROVING PROPERTY TAX ABATEMENTS.

b) Intent to Issue General Obligation Capital Improvement Bonds and Proposal to Adopt a Capital
Improvement Plan for 2024 through 2028 under Minnesota Statutes, Section 475.521
Mr. Stasica explained that the capital improvement bonds would support a capital improvement
plan for the building of the new Public Works Facility, Police Expansion, and City Hall Renovation.
Mayor Zabel opened the public hearing and welcomed comments from the audience. No
comments were heard. Mayor Zabel closed the public hearing.

MORCOMB TO WAIVE READING AND ADOPT RESOLUTION 2024-64, APPROVING A CAPITAL
IMPROVEMENT PLAN AND GIVING PRELIMINARY APPROVAL TO THE ISSUANCE OF CAPITAL
IMPROVEMENT PLAN BONDS.

OPEN FORUM
Laura Fenstermaker, 7559 5th Street North, addressed the Council about a rumor
regarding the Oakdale LA Fitness closing on August 31st. She was looking for information and follow up
from the City.
CONSENSUS MOTIONS
a) Request that the City Council approve the noise variance to Mr. Shane Cronk for his property at
6958 40th St N on September 28, 2024 for the hours of 11:00 AM – 10:00 PM.
b) Request that the City Council approve the THC license for Kwik Trip #869 located at 3355 Hadley
Avenue North for the current term which expires on June 30, 2025.

c) Request that the City Council authorize the Mayor and City Administrator to enter into a three-year
agreement with the HERO Center effective January 1, 2025, through December 31, 2027.
d) Request that City Council waive reading and adopt Resolution 2024-61, Supporting a
Redevelopment Grant Application in Connection with the Tanners Lake Redevelopment Project.
e) Request that the City Council authorize the Mayor and City Administrator to sign the proposal
between GoodPointe Technology and the City of Oakdale for the Pavement Condition Index Project.

ADVISORY BOARDS AND COMMISSIONS
Economic Development Commission (no meeting, Council Liaison Her)
Environmental Management Commission (no meeting, Council Liaison Zabel)
Planning Commission (met on 7/11/24, Council Liaison Ingebrigtson)
Council Member Ingebrigtson mentioned the Planning Commission discussed the Murray
Conditional Use Permit, and a proposed development on the City-owned property at Tanners Lake.
Parks and Recreation Commission (met on 7/16/24, Council Liaison Morcomb)
Council Member Morcomb said the Parks and Recreation Commission reviewed the Park System
Plan, and that a related survey is open through August 31 for the residents to share input on City
parks.
Tree Board (no meeting, Council Liaison Willenbring)
AWARD OF BIDS
a) Award of Bid for City Project P2024-03 (Walton Ballfield Lighting Upgrade to LED)
Fire Chief/Acting Public Works Director Kevin Wold explained the bidding process on the upgrade to
the Walton Ballfield lighting to LED. Staff recommended the awarding of the low bids in both
categories.
Council Member Morcomb asked about the saturation of the ground with all the rain, and whether or
not this project will be able to be completed this fall. Chief Wold said that is a risk and hopefully it will
dry out. To follow up, Council Member Morcomb asked if delayed, would the bids be valid into next
year. Chief Wold said he would check and follow up with the Council.
A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER HER TO
WAIVE READING AND ADOPT RESOLUTION 2024-59, AWARDING THE BIDS FOR INSTALLATION AND
MATERIALS FOR CITY PROJECT P2024-03 (WALTON BALLFIELD LIGHTING UPGRADE TO LED),
AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR AUTHORITY TO EXECUTE APPLICABLE
AGREEMENTS, AND TO AMEND THE BUDGET TO $415,000.

COMMUNITY DEVELOPMENT
a) Murray Conditional Use Permit – Oversized Accessory Structure at 4603 Hillvale Way N
Community Development Specialist Max Lohse spoke on the request for building an oversized
shed on the stated property. The staff recommended approval of this conditional use permit.

MORCOMB TO WAIVE READING AND ADOPT RESOLUTION 2024--62, APPROVING A CONDITIONAL USE
PERMIT FOR AN OVERSIZED ACCESSORY BUILDING AT 4603 HILLVALE WAY NORTH SUBJECT TO
CONDITIONS.

ADMINISTRATOR'S REPORT
a) Approve a Resolution Governing Write-In Vote Counting for the City of Oakdale
City Administrator Chris Volkers outlined the governing of write-in votes for the City per MN State
Statute. The proposed resolution states the City will require that write-in votes for an individual
candidate be counted only if the number of write-in votes are equal to or greater than the fewest
number of votes for one of the balloted candidates.

WILLENBRING TO WAIVE READING AND ADOPT RESOLUTION 2024-60, GOVERNING WRITE-IN VOTE
COUNTING FOR THE CITY OF OAKDALE.
Mayor Zabel stated his intent to vote against this resolution because the current write-in vote
counting process works in his opinion.

COUNCIL PRESENTATIONS
Council Member Her mentioned he will not be seeking re-election this fall. He encouraged residents
(especially those of color) to run for office, and stated his appreciation for all he has learned, the
relationships built, and the opportunity to serve the community.
Council Member Willenbring thanked Council Member Her for his service and noted what a pleasure it
was to work with him.
Council Member Ingebrigtson gave his advice for those interested in running for City Council. He and
Council Member Morcomb thanked Council Member Her for his service.

Mayor Zabel made announcements about the following:
• The Oakdale Farmers Market continues every Wednesday from 2 to 6 PM in the City Hall parking
lot through mid-October.
• The City is halfway through the Summer Concert Series. Upcoming concerts include:
o July 24th – The Beatnik Brothers, playing hits from the 50s, 60s, and 70s
o July 31st – Bazillions, a show for kids and families
o August 7th – The Backyard Band, playing danceable rock ‘n roll and country
• Consider applying for a City advisory body. The City currently has openings for the Economic
Development Commission and the Environmental Management Commission. Each commission
meets eight times per year. To learn more and apply, visit the City website, www.oakdalemn.gov.
• Night to Unite is on Tuesday, August 6th. If you plan to host an event, please register on the City
website, www.oakdalemn.gov, by this Friday, July 26th.
