September 10, 2024
CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on September 10, 2024 at Oakdale
City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Mayor
Kevin Zabel at 7:00 PM.

OPEN FORUM
a) Recognition and Appreciation for Outgoing Council Member Noah Her
Mayor Zabel thanked Council Member Her for his service to the City as a member of the Oakdale
City Council. Council Member Her thanked the Council and staff for the work they do for the City
and working alongside him during his time on the City Council.
b) Proclamation: Patriot Day
Mayor Zabel proclaimed September 11th as “Patriot Day”.
c) Proclamation: Constitution Week and Day
Mayor Zabel proclaimed September 17th – 23rd as “Constitution Week” and September 17th as
“Constitution Day”.
Mayor Zabel invited comments from the audience. No comments were heard.
CONSENSUS MOTIONS
a) Request that the City Council cancel the City Council Workshop and Regular Meeting scheduled
for December 24, 2024.
b) Request that the City Council approve the massage therapist license renewals and massage
premise license renewal for the following:
• Melissa Bauer at Body Wisdom Therapeutic Massage LLC / Therapist License
• Debra Ohler at Body Wisdom Therapeutic Massage LLC / Therapist and Premise License
c) Request that the City Council authorize the City Administrator to sign the agreement between
SafeAssure and the City of Oakdale for training.
d) Request that the City Council waive reading and adopt Resolution 2024-72, approving plans and
specifications for City Project U2024-01 (Water Tower 3 Reconditioning), and authorizing the
advertisement for and collection of bids.
e) Request that the City Council authorize the City Administrator to sign the purchase order from
Rosenbauer America for the purchase of new fire engine V2025-05 for $1,062,162, which
includes a payment amount of $534,343 for the chassis to take advantage of the $20,523
savings.

f) Request that the City Council authorize the City Administrator to sign documents as needed related
to the ordering of Police Department vehicles identified for replacement in 2025, as outlined in
the proposed 2025 - 2034 Vehicle and Equipment Replacement Fund.
g) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City
Personnel Policy PE-031, Section 5.0, that the City Council appoint Cory Tietz as full-time
probationary Public Works Director effective October 14, 2024, at a rate of pay consistent with
the City base pay schedule.

STAFF REPORTS
FINANCE
a) Adopt the Proposed 2025 Property Tax Levy and Establish the Date for the Truth-in-Taxation Meeting
Finance Director Kyle Stasica presented on the 2025 proposed tax levy noting key dates and steps
that must be acknowledged and completed by the City. He went over the assumptions and factors
impacting the 2025 levy and related budget. Mr. Stasica then thanked the Council, Department
Heads, and Finance staff for their work on this project.
A MOTION WAS MADE BY COUNCIL MEMBER INGEBRIGTSON, SECONDED BY COUNCIL MEMBER
WILLENBRING TO WAIVE READING AND ADOPT RESOLUTION 2024-71, ADOPTING THE PROPOSED 2025
PROPERTY TAX LEVY AND ESTABLISHING THE DATE FOR THE TRUTH-IN-TAXATION MEETING.
Mayor Zabel mentioned that State law requires the City to set the proposed tax levy prior to
September 30, 2024, and the levy can only decrease from now until final levy adoption on
December 10, 2024. He thanked staff for their work throughout this process. Residents were
encouraged to reach out with any questions about the proposed budget.

ADMINISTRATOR'S REPORT

COUNCIL PRESENTATIONS
Council Member Her made a statement condemning domestic violence especially within the Hmong
community, and encouraged the public to seek help when experiencing hard times instead of resorting
to violence.
Council Members Morcomb, Ingebrigtson, and Willenbring thanked Council Member Her for his service
and commitment.
Mayor Zabel made announcements about the following:
• The annual Touch A Truck event was held earlier in the evening. Thank you to all who attended
and to City staff for their work on this event.
• Family Fun Flatables will be held on Saturday, September 14th from 11 AM to 4 PM at Walton Park!
This free event will feature inflatables for the whole family to explore. There will also be a Kids DJ
and concessions available for purchase.
• Save the date for the City-Wide Clean Up Event on Saturday, September 21st from 9 AM to 1 PM
at Oakdale Public Works. Visit the City website, www.oakdalemn.gov, for more information on
items accepted and associated fees.
• Portions of the trail in the Oakdale Nature Preserve that were closed for reconstruction have now
reopened for regular use. The trails were reconstructed as part of the City's annual street
improvement program. Thanks to the community for its patience during this important project.
• The City is seeking community feedback about two different Tanners Lake Park concepts that
explore different mixes of site amenities. Visit www.oakdalemn.gov to take the survey by
September 30th.
CLAIMS
