CALL TO ORDER
A regular meeting of the City Council of the City of Oakdale was held on February 11, 2025 at Oakdale
City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Mayor
Kevin Zabel at 7:01 PM.

Mayor Zabel invited comments from the audience. No comments were heard.
CONSENSUS MOTIONS
a) Request that the City Council authorize the Mayor and City Administrator to sign the proposal from
S.E.H. for the preparation of plans and specifications.
Request that the City Council authorize the City Administrator to execute all other necessary
documents for City Project R2025-02 (2025 Street Overlay Project) provided they are within the
budgeted amount for the project.
b) Request that the City Council approve the group 5 Police Lexipol policies as presented.
c) Request that the City Council authorize the Mayor and City Administrator to sign and execute the
encroachment license agreement with DWR Holdings St. Paul LLC.
d) Request that the City Council authorize the purchase of fire radio equipment in the amount of
$118,257.74.
e) Request that the City Council approve the pond dredging expenses for work performed by Miller
Excavating, Inc. in the amount of $40,917.42.
f) Request that the City Council waive reading and adopt Resolution 2025-07, accepting the Ramsey-
Washington Metro Watershed District grant in the amount up to $32,000 for 2024 street sweeping.
g) Request that the City Council amend City Policy PE-014: Expense Reimbursement – Mileage and
Training and rename it City Policy PE-014: Employee Education & Training; Associated Costs.
h) Request that the City Council approve the Comprehensive Vacation & Sick Leave to Paid Time Off
(PTO) Transition Initiative and Program Outline and delegate authority to the City Administrator as
outlined.

Mayor Zabel reported that the Environmental Management Commission discussed their 2025
Work Plan, 2025 communications strategy, and City events throughout the year.
Planning Commission (met on 2/6/25, Council Liaison Willenbring)
Council Member Willenbring reported that the Planning Commission discussed their 2025 Work
Plan and the Zoning and Subdivision Code Update project.
Parks and Recreation Commission (no meeting, Council Liaison Morcomb)
Tree Board (no meeting, Council Liaison Moore)

COUNCIL PRESENTATIONS
Mayor Zabel made announcements about the following:
• City offices will be closed this Monday, February 17th in observance of the Presidents Day holiday.
• The next Oakdale Indoor Market will take place on Saturday, February 22nd from 9 AM to 1 PM at
the Discovery Center.
• The first wall of the new Public Works facility went up yesterday! Construction of the Public Works
facility officially began in October 2024 with an expected facility opening in fall 2025. Follow the
construction progress on the project page of the City website, www.oakdalemn.gov/975, to learn
more, sign up for project updates, and view construction time-lapse images.
• Submissions for Oakdale Recreation’s Snow Sculpture Contest are open through March 31st. For
contest rules and how to submit your photos, visit www.oakdalemn.gov/567.
