REGULAR MEETING MINUTES OAKDALE CITY COUNCIL February 25, 2025 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on February 25, 2025 at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Acting Mayor Andy Morcomb at 7:01 PM. ROLL CALL On a call of roll, the following were present: Acting Mayor Andy Morcomb Council Members: Kari Moore Gary Severson Susan Willenbring Staff Present: Christina Volkers, City Administrator Sara Ludwig, City Clerk Jim Thomson, City Attorney Brian Bachmeier, Consulting City Engineer Jake Foster, Assistant City Administrator Andy Gitzlaff, Community Development Director Luke McClanahan, City Planner Nick Newton, Police Chief Lori Pulkrabek, Communications Manager Cory Tietz, Public Works Director Kevin Wold, Fire Chief Absent: Mayor Kevin Zabel PLEDGE OF ALLEGIANCE APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER MOORE, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE AGENDA AS AMENDED FOR THE MEETING OF FEBRUARY 25, 2025. 4 AYES APPROVAL OF THE MINUTES: Workshop, February 11, 2025 Regular Meeting, February 11, 2025 Special Workshop, February 5, 2025 Special Meeting, February 18, 2025 A MOTION WAS MADE BY COUNCIL MEMBER MOORE, SECONDED BY COUNCIL MEMBER SEVERSON TO APPROVE THE WORKSHOP MEETING MINUTES OF FEBRUARY 11, 2025. 4 AYES 1 A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE REGULAR MEETING MINUTES OF FEBRUARY 11, 2025. 4 AYES A MOTION WAS MADE BY COUNCIL MEMBER MOORE, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE SPECIAL WORKSHOP MEETING MINUTES OF FEBRUARY 5, 2025. 4 AYES A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER MOORE TO APPROVE THE SPECIAL MEETING MINUTES OF FEBRUARY 18, 2025. 4 AYES PUBLIC HEARINGS None OPEN FORUM Acting Mayor Morcomb invited comments from the audience. No comments were heard. CONSENSUS MOTIONS a) Request that the City Council authorize the Mayor and City Administrator to execute the quote from Fresco, Inc., in the amount of $89,878, and from J.H. Larson, in the amount of $144,875, for City Project R2025-01 (2025 Street Reconstruction) for decorative concrete streetlight poles and City Project R2025-02 for collector streetlight poles and fixtures, respectively. b) Request that the City Council waive reading and adopt Resolution 2025-09, Supporting a Redevelopment Grant Application in connection with the Tanners Lake Redevelopment Project. c) Request that the City Council approve the noise variance requested by ECI Construction for the dates of February 26, 2025 until project completion, estimated to be on or before May 1, 2025, within the designated project area. d) Request that the City Council waive reading and adopt Resolution 2025-11, approving the labor agreement and one memorandum of understanding between the City of Oakdale and the International Union of Operating Engineers (IUOE), Local No. 49 (Public Works Maintenance), for the period of January 1, 2025 to December 31, 2027. A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER MOORE TO APPROVE CONSENSUS MOTIONS A-D, AS PRESENTED. 4 AYES ADVISORY BOARDS AND COMMISSIONS Economic Development Commission (no meeting, Council Liaison Severson) 2 Environmental Management Commission (no meeting, Council Liaison Zabel) Planning Commission (no meeting, Council Liaison Willenbring) Parks and Recreation Commission (met on 2/18/25, Council Liaison Morcomb) Acting Mayor Morcomb reported that the Parks and Recreation Commission worked on their 2025 Work Plan, discussed the City’s Park System Plan, and are always looking to increase engagement from residents. Tree Board (no meeting, Council Liaison Moore) AWARD OF BIDS None STAFF REPORTS COMMUNITY DEVELOPMENT a) Willowbrooke Eleventh Addition – Final Plat City Planner Luke McClanahan explained that U.S. Home LLC (doing business as Lennar Corporation), the developer and land owner, requests Final Plat approval for Willowbrooke Eleventh Addition. If approved, this request will create 37 lots for single-family residences and two outlots for stormwater ponding and trail connection. Mr. McClanahan noted that the applicable homeowners’ association will be responsible for the maintenance of the retaining walls located within the outlots, as the retaining walls are not viewed as a necessary public improvement. Staff recommended the approval of this final plat as it conforms to the approved preliminary plat of Willowbrooke. A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER MOORE TO WAIVE READING AND ADOPT RESOLUTION 2025-08, APPROVING THE FINAL PLAT FOR WILLOWBROOKE ELEVENTH ADDITION, WITH CONDITIONS INCLUDED IN THE ATTACHED RESOLUTION. 4 AYES CITY ATTORNEY No report. ADMINISTRATOR'S REPORT City Administrator Chris Volkers mentioned that the Acting Mayor has been handed two scripts for the forthcoming Closed Session, but suggested he should defer to City Attorney Jim Thomson for clarification on which to use. COUNCIL PRESENTATIONS Acting Mayor Morcomb made announcements about the following: • As of Tuesday, February 25th, all Oakdale outdoor skating rinks and warming houses are closed for the season due to the warmer temperatures. For safety, the public is asked to stay off ice surfaces. 3 • The remaining two Oakdale Indoor Markets will take place on Saturday, March 8th and 22nd from 9 AM to 1 PM at the Discovery Center. • The City of Oakdale is hiring for the following positions – Police Officer, Utilities Maintenance Worker, Community Development Intern, Summer Recreation Youth Program Instructor, and Public Works Seasonal Outdoor Maintenance Worker. To learn more and apply, visit the City website, www.oakdalemn.gov, and select “Employment.” CLAIMS A MOTION WAS MADE BY COUNCIL MEMBER SEVERESON, SECONDED BY COUNCIL MEMBER MOORE TO APPROVE CLAIMS FOR THE PERIOD FEBRUARY 12, 2025 TO FEBRUARY 25, 2025 IN THE AMOUNT OF $4,895,604.28. 4 AYES CLOSED SESSION Attorney Thomson indicated that Acting Mayor Morcomb should use his prepared script. A MOTION WAS MADE BY ACTING MAYOR MORCOMB, SECONDED BY COUNCIL MEMBER MOORE TO GO INTO CLOSED SESSION PURSUANT TO MINNESOTA STATE STATUTE, SECTION 13D.05, SUBD. 3(B) TO DISCUSS MATTERS PROTECTED BY THE ATTORNEY-CLIENT PRIVILEGE RELATING TO THE PENDING LAWSUIT BETWEEN THE CITY AND OAKDALE MARKETPLACE, LLC. Attorney Thomson stated that he requested this agenda item to meet with the Council in private. In this instance, the need for privacy outweighs the need for public attendance. 4 AYES THE REGULAR CITY COUNCIL MEETING WAS CLOSED AT 7:10 PM. THE REGULAR CITY COUNCIL MEETING WAS REOPENED AND ADJOURNED AT 7:40 PM.
